This facility is for adult inmates.

The Allen County Jail is a medium-security detention center located at 715 S Calhoun St Ft. Wayne, IN which is operated locally by the Allen County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Allen County accepts inmates from surrounding towns, municipalities, the US Marshal's Service and the Ft. Wayne Police Department who do not have their own long-term lock-up.

MAIL – Mail delivery for the inmates is between 2:00 p.m. and 10:00 p.m., Monday through Saturday. Pictures, cards, photographs or graphics of any kind are not accepted at the Jail and are returned to sender whenever possible. Letters or messages brought directly to the jail will not be delivered. Mail is always checked for contraband, but will not be censored. Indigent inmates are provided with materials and postage for two letters per week free of charge. TELEPHONE
Telephones are available in the general population cellblocks and can be used from 7:00 a.m. until 9:00 p.m. This privilege may be denied and is not available for inmates serving disciplinary time. All local calls are charged to the called party at the rate of $1.95 for the first fifteen minutes.

COMMISSARY
Smoking is not allowed at the Jail, however, inmates are allowed to purchase writing materials, personal hygiene and food items from the Jail Commissary.

HEALTH AND MEDICATION
Sick call is held daily at the Jail and inmates are required to pay a minimum fee for services and prescriptions. Indigent inmates will not be withheld treatment, however, a negative balance will be held against their account. Indigent inmates will be provided with the minimum necessary healthcare items weekly.

FINANCIAL TRANSACTIONS
Currency in a cellblock is considered to be contraband, but inmates are allowed to keep money on an account at the Jail. This money may be used to pay fines or bond, and may only be dispensed outside of the Jail to the inmate’s attorney. No personal checks will be accepted. Only U.S. Postal money orders will be accepted for deposit on an inmate’s account.

CLOTHING
One set of clothes may be delivered for an inmate if they are scheduled for a jury trial one day prior to the scheduled trial date.

MEALS
Inmates are served meals 3 times a day including weekends and holidays. A menu utilized that meets the registered daily allowance for those leading a moderately active lifestyle. The daily average calorie count for the menu is not less than 2,800 calories. Meals are never withheld as a disciplinary measure.

READING MATERIAL
Inmates are provided reading material from a library maintained by the Allen County Jail Chaplaincy Board. Volunteers visit each cellblock weekly with a book cart from this library. Inmates are not allowed books from outside the Jail.

RELIGIOUS SERVICES
The Allen County Jail Chaplaincy Board has renovated a portion of the Jail to the user as a chapel for religious services. Two services are held two nights a week. Due to the high population, inmate church services rotate through a two-week schedule according to block assignment. Pastoral visits for inmates are scheduled upon request.

PRIVILEGES AND PROGRAMS

HIGH LEVEL 1
No in-house program participation. Only restricted commissary. No phone or TV privileges. Visitation limited to legal counsel only. Only religious reading material. One hour out-of-cell activity per day, if no serious security concerns present.

CLOSE LEVEL 2
May participate in in-house programs decided on a case by case basis. Commissary limited to maximum $10 per order with limited items. TV and phone limited to 2 hours in the morning and 2 hours in the afternoon. Dayroom access only during that time. Visitation limited to once every 4 weeks. No recreation time.

MEDIUM LEVEL 3 & 4
May participate in all in-house programs. Standard access to dayroom, phones and TV. Visitation once every other week. No limit on standard commissary items not exceeding $15 per order. Recreation time as scheduled.

MEDIUM LEVEL 5
Same privileges as Level 3 & 4. May be considered for trustee program or pre-trial release program. Commissary not exceeding $20 per order.

MINIMUM LEVEL 6
Same privileges like Level 5 plus additional commissary items with a limit of $30 per order. Extra time for TV and use of phones. Extra recreational time. May be considered for trustee program.

MINIMUM LEVEL 7-9
May have all the privileges of Level 6 and may participate in work release program. May be considered for all alternatives to incarceration programs.

Allen County Work Release

Allen County Work Release Center is a minimum-security work release facility operated by the Allen County Sheriff’s Department under IC 11-12-5-2. The center has 100 beds for a current capacity of 84 men and 16 women. ACWR is a receiving agency for both misdemeanor and felony offenders being sentenced out of Allen Superior and Circuit Courts. The program accepts federal pre-release placements and federal probation supervision violations pursuant to a contract with the US Marshals Service in addition to addressing local court referrals.

Mission Statement

The mission of the Allen County Work Release Program is to positively affect the needs of both the local criminal justice system and the individual needs of defendants. By addressing both parties, the Sheriff’s work release program serves the public by offering a safe alternative to jail or prison at a fraction of the cost of incarceration. The local community is the ultimate benefactor of our mission at work release in that by addressing the needs of the system and the defendant, local recidivism rates are positively affected.

The ACWR program is a division of the Allen County Sheriff’s Department. The staff consists of a Director, business staff who are responsible for case management duties, and a compliment of corrections staff who attend the facility’s daily operations. The center offers ongoing training to further educate and train its staff in the supervision of inmate populations.

General Information

This program is restricted to voluntary participants. All prospective participants are carefully screened before acceptance. Program participants are required to sign a Behavioral Contract and adhere to stringent rules and regulations. We have a performance rated phase system for our participants. All participants wages are handled by the ACWR Staff, and all program violators are returned to jail or prison.

Eligibility and Screening

The Allen County Work Release program carefully screens each individual being referred for placement to ensure public safety and to find individuals who will benefit most from our programming. Each referral is subjected to the following screening levels before he or she can be found acceptable for placement:

Review of instant offense

The instant offense must comply with statutory and policy guidelines to be found acceptable. Staff reviews information such as the Pre-sentence investigation, Affidavit for Probable Cause, Petition to Revoke, and Court Information for each cause number.

Criminal History

A defendant’s criminal history is carefully checked by reviewing rap sheets, criminal courts records, and booking records. The criminal history is an essential part of the screening and is the most common cause for finding a defendant ineligible. Some areas considered are the length of the criminal history, the nature of prior offenses, and the patterns of criminal history.

Interview

A very important element of the screening process is an interview conducted by staff with the defendant. A defendant is asked numerous questions in areas such as their living situation, education, family background, drug and alcohol abuse, and employment. Not only is the information being gathered important, but also the way in which defendants answer questions and the attitude in which they present themselves is also measured. This is an important indicator to the interviewer as to the possible manageability of the defendant in a work release setting.

Once the above phases are completed, the staff complies all of the information received and considers whether or not a defendant meets the legal criteria and is the desired type of candidate for programming. The court is notified of the results.

Eligibility Requirements – Part 1

Defendants included under the following categories are considered to be INELIGIBLE for placement:

By Statue:

• Defendants disapproved by the Court
• IC. 35-42-4
• Rape
• Criminal Deviate Conduct
• Child Molestation
• Child Exploitation and Possession of Child Pornography
• Vicarious Sexual Gratification
• Child Seduction or Seduction
• Sexual Battery

IC. 35-46-1

• Incest

By Policy:

• Defendants disapproved by the Allen County Sheriff
• Defendants convicted of Prostitution, or who have a history of sex offenses
• Flight risks
• Defendants who have extensive criminal records or who show criminal versatility in the nature of their prior offenses
• Habitual program violators (AADP, Probation, Home Detention, Work Release, Parole)
• Defendants who are considered to be unmanageable;

Need acute medical or psychiatric attention

• Individual on disability or who are not able to maintain stable employment
• Individuals who do not have legal residence, transportation, or community support
• Individuals who are presently positive for illicit drugs
• Defendants who have a history of violent behavior as determined by center staff
• Level 2 Felony offenses or higher
• Defendants convicted of dealing in a controlled substance

Eligibility Requirements – Part 2

Defendants who fall within the following guidelines and who are not listed in Part 1 are considered to be ELIGIBLE for placement:

General eligibility criteria:

• All classes of misdemeanor offenses
• Level 3 Felony offenses or lower
• Felony offenses which are nonviolent offenses, and where the defendant is not made ineligible by other area listed in Part 1
• Individuals sentenced to serve at least 30 days (60 day sentence)

Other areas of consideration:

A. Both male and female offenders are accepted
B. Work Release accepts sentenced defendants only

Allen County Jail – Visitation

Visitors must be at least 18 years of age and have a valid photo ID. No firearms, pocket knives, lighters, no unattended children are allowed in the Jail lobby. No purses, handbags, cellular telephones or electronic equipment will be allowed in the visitation area. All visitors are subjected to search at any time. All visitors are “non-contact.”

DRESS CODE:

Females – No shorts, short dresses, halter tops, sleeveless blouses, t-shirts or bare midriff type clothing.
Males – No shorts or tank tops.

Shoes must be worn at all times and all hats must be removed when entering the building.
