The Jackson County MO – Regional Detention Center is a medium-security detention center located at 505 E 13th St Kansas City, MO which is operated locally by the Jackson County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Jackson County accepts inmates from surrounding towns, municipalities, the US Marshal's Service and the Kansas City Police Department who do not have their own long-term lock-up.

The Jackson County Detention Center (JCDC) houses adult inmates being held on state charges, while the Regional Correctional Center (RCC) is for adults with Kansas City, Missouri municipal violations.

In 2015 the average daily population 780 inmates at the JCDC and 139 at the RCC for a 919 total. The total number of admissions to both Centers in 2015 was approximately 15,000, with releases numbering about the same.

KCPD Holding Areas

The majority of people admitted to both JCDC and RCC were initially held as Kansas City Police Department (KCPD) arrestees on the ground floor of the JCDC Annex. In May 2015 the Jackson County Department of Corrections opened holding areas for KCPD arrestees, allowing the police department to close down the antiquated jail operation on the eighth floor of its headquarters at 12^th and Locust — a block from the JCDC.

From May through December 2015, 10,873 arrestees were processed into ground floor holding for KCPD.

Inmate Services

The Centers’ inmate populations and the KCPD arrestees are made up primarily of individuals from Jackson County and Kansas City. Those detained are under the custody of the Jackson County Department of Corrections, and the Department is legally bound to provide adequate housing, food, healthcare and a safe living environment. In addition, the Department provides mental health services for all inmates and arrestees. JCDC and RCC inmates also enjoy a wide variety of legal, educational and spiritual programming,

The Department of Corrections operates 24 hours a day, 7 days a week, 365 days a year, with just under 400 employees. The 2015 adopted budget was just over $24 million and supported both state and municipal jail operations and the KCPD arrestee operation. Facilities are located one block from the Jackson County Courthouse in downtown Kansas City, Missouri.

Presumption of Innocence

The American criminal justice systems presume an individual charged with a crime is innocent until proven guilty. Jail is not the same as a prison. Prisons are utilized for convicted felons – those who have been found guilty in a court of law. The county jail is utilized for the following:
confinement while an individual is going through the trial process,

for those convicted and given short-term (12 months or less) sentences
probation violators
individuals being held on warrants for other jurisdiction

In 2015, the vast majority (81.2%) of inmates confined at the JCDC were involved in the trial process and, therefore, presumed innocent.

Approximately 40% of the municipal average daily population has been found guilty and is serving a sentence at the RCC, while the other 60% are released after a municipal court hearing.

The KCPD arrestee population is quite transient and population numbers fluctuate throughout the day and night. This population is awaiting an initial court hearing, bonding out, or on hold for investigation. Few arrestees will be held for more than 24 hours.

Jackson County – Regional Detention Center – Visitation

General Rules
All visitors at the Jackson County Detention Center are expected to comply with the following rules:

Follow the instructions of Correctional Officers.
Visitation will be prohibited if the inmate has a pre-scheduled program, clinic or professional appointment.
Individuals under the age of 17 must be accompanied by a parent or legal guardian for visitation privileges.
All adult visitors must have either a valid driver's license, state-approved identification card, U.S. Passport, U.S. Military Service Card or Green Card. No exceptions! Fake, altered or misrepresented identifications will be confiscated.
Outer garments (coats, jackets, "hoodies," sweaters, hats, etc.) must be removed prior to visiting. Lockers are available.

Facility Rules

Restrooms are provided on the first floor and in the Bond Lobby in the Annex.
Visitors appearing or suspected to be under the influence of alcohol or drugs will not be allowed to visit.
Personal effects (purses, keys, money, etc.) must be removed prior to visitation. Only 1 plastic baby bottle, 1 diaper and 1 small baby blanket are permissible.
Early departures will end the visitation period. You may not return to the floor if you have to leave to use the restroom.
Visitation areas are accessible to persons with disabilities. (Staff assistance will be provided where appropriate.)
Children must be under your direct supervision at all times while in the facility. They are not to run around or climb on seating in any Visitation Reception Area.
Conversation must be in normal tones. Profanity or obscene words and/or gestures are prohibited.
Inappropriate behavior or disobeying staff are grounds for denying or terminating the visit.
Visitors cannot pass anything to the inmate. Violations of this rule may result in the visitor being arrested or barred from visitation.
Visitors are subject to a police records check.
Visitors must pass through a weapons metal detector and/or be frisk searched in order to visit. Visitors who cannot clear the security check or who are uncooperative will be denied access into the facility.
The Department of Corrections reserves the right to refuse, cancel or terminate any visit without notice.
All persons and property are subject to search.
All visits are limited to 30 minutes.

Special Visits

A Special Visit is defined as:

Out of Town (traveling an excess of 75 miles)
Questionable Visits
Hardship Cases

All "Special Visits" must be approved by the Shift Administrator or designee. A Special Visit is a consideration, not a mandatory requirement.

Clothing & Attire

The Department recommends that visitors wear conservative clothing. A visit will be canceled if clothing is too revealing. The Correctional Officer will make this determination.

DRESS CODE

CONTACT AND NON-CONTACT VISITATION

All visitors are required to be appropriately dressed. The following items are inappropriate for wear during visitation: any form of sleepwear (pajama), skirts ending more than two inches above the knee, mini-skirts, backless shirts/dresses, bikini tops, tank tops, tube tops, halter tops, spaghetti straps, wrap-around shirts, and see-through clothing, bodysuits, hip huggers, short shorts and/or short culottes, or any strapless attire, sagging pants, and sleeveless undershirts as an outer garment, sweat pants, spandex type clothing or athletic jumpsuits. Provocative attire by any visitor is not authorized. Normal business attire (i.e. suit jackets, vests) is permitted during professional visits.

SHOES MUST BE WORN BY ALL VISITORS

Effective November 19, 2018: Video visitation between the general public and inmates at the Jackson County Detention Center will begin for all areas. All visits, both on-site and remote, will be conducted through the video visitation system. It is imperative that the following steps are followed to schedule visits with an inmate at the Jackson County Detention Center.

To schedule a visit:
1. Go to www.videovisitanywhere.com or use the Securus Video Visit App available on the
Apple Store or Google Play.
a. First-time users will need to complete an online registration.
b. To complete registration, the visitor must have an email address.
c. Each visitor will be required to take a photo along with a government issued ID. Visits
cannot be scheduled without completing the registration process.
2. Click the "Schedule an onsite visit" button, and find Jackson County Jail under the Missouri
state option.
3. Search for the inmate using name or inmate master ID number.
4. Select an available date and time and click "Finish".
5. Upon completion, a confirmation email will be sent containing a personal identification
number (PIN). Please print this email to bring to the facility.
6. Visitors must arrive on time for the scheduled visit. Enter the provided PIN into one of the
visitation monitors available in the jail lobby and follow the prompts to begin your visit.
7. Remote video visitations are available 8:00 AM through 5:30 PM and 6:00 PM
through 9:30 PM.
8. On-site visits are available from 8:00 AM through 7:00 PM, Monday through Friday.

The following are grounds for immediate termination of video visits:
• Nudity, near nudity, or depictions of either
• Abusive language or behavior
• Use of a cell phone or camera within frame
• Driving a motor vehicle (passenger in a car is acceptable)
• Illegal drugs, paraphernalia, or depictions of either
• Weapons or depictions of weapons

Violations of any of these will result in the following sanctions:
• First offense: 90-days restriction of visitation privileges (on-site and remote)
• Second offense: Permanent loss of visitation privileges (on-site and remote)
• Other rule violations or questionable actions will be reviewed on an individual basis.
