The Onondaga County Correctional Facility is a medium-security detention center located at 407 S State St Syracuse, NY which is operated locally by the Onondaga County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Onondaga County accepts inmates from surrounding towns, municipalities, the US Marshal's Service and the Syracuse Police Department who do not have their own long-term lock-up.

The Patrick J. Corbett Justice Center is a direct-supervision maximum-security county-managed detention facility designed with state-of-the-art technology. The building is located downtown attached to the courthouse. The basic mission of this facility is to safely and securely house arrested, pre-trial, and Federal, State, and County inmates awaiting transfer to correctional facilities with an intention to positively impact those who are incarcerated.

While you won’t see any bars in this facility, all of the perimeter walls, as well as each security envelope wall, have reinforcement rods in each of the fully-grouted grout holes and all of the doors are 12-gauge steel and have industry-standard security locks. In addition, there are many innovative technical features in use within the Justice Center to include:

• Complete “touchscreen” controls for doors, intercoms, cameras, and personal duress alarms
• Approximately 160 security cameras located throughout the inside and outside of the facility
• Internal encoded and unencoded radio communications, M.R.D. and Syracuse Fire radio capabilities
• Personal duress alarm on internal radio system
• Portable telephones for deputies assigned to housing units
• Electronic fire and smoke detection
• Proximity card-reader for “non-perimeter” door control
• Use of a Magnetometer for any visitor to the facility
• Use of a High Scan X-ray Unit for any visitor’s personal belongings
• Electronic logbooks

Inmate Handbook

The Programs Section is responsible for the development, management and supervision of inmate programming, coordination of inmate work programs, classification coordination, liaison with the school district, and liaison with the courts and other facets of the criminal justice system. This section is under the Support Services Division and consists of three units: Classification, Activity Development & Supervision, and Court Liaison.

Classification Unit: After being booked, this unit classifies all inmates held beyond the first 72 hours. All members of this unit are trained in classification theory and techniques. (Classification is used to determine appropriate custody levels, housing assignments, and program activities.)

Activity Development & Supervision Unit: The deputies in this unit develop, manage, and supervise inmate programs and activities. They are responsible for inmate movement and security to and from programs and activities including school, bible study, religious services, etc. They also coordinate inmate work programs.

Education: The educational needs of inmates continues to be one of the Sheriff’s Office highest priorities. Inmates are encouraged to participate in programs to help meet their individual needs. In order to participate in classes, inmates are required to complete a Test of Adult Basic Education to determine their appropriate grade level.

Visitor Registration:

Registration for visits by phone will no longer be accepted.

All visitors must register at the Justice Center Front Desk before any visit. There are 5 rounds of up to 17 visits on each round per night. The first round will begin at approximately 3:30 pm and the last round will begin at approximately 9 pm. Inmates will be allowed ONE visit per day and TWO per week. Visitors will be first come, first served by taking a number. The visitor must be present when his/her number is called or they will be assigned another number as time allows. Visitors are allowed only one visit per day. Visitor Registration is as follows:

• Monday – Friday – 10:00 am – 8:30 pm (or until full)

Secure Visit Registration:

• 7 days a week – 7:00 am – 1:00 pm
• Saturday & Sunday – 3:30 pm – 6:30 pm

* Detainees who are on Administrative or Punitive Segregation housed in any special housing units, 5th floor, and Pod 3C, can ONLY receive visits on Tuesday and Thursday between 9:30 pm and 10:30 pm. No regular contact visits will be offered at this time. Registration will begin at approximately 7:15 pm. The visit will begin at approximately 9 pm.

Secure Visits:

• 7 days a week: 7:30am – 8:30am / 9:30am – 10:30am / 1:30pm-2:30pm
• Saturday & Sunday: 7:00 pm  and 8:00 pm

General Visitation Rules:

• Only 2 persons are allowed to visit at one time. (this includes children)
• NO split visits.
• All personal property will be stored in the locker provided.
• NO hooded sweatshirts.
• NO bobby pins, hairpins, or other item affixed to your hair will be allowed.
• NO candy, food, or gum allowed.
• Religious articles such as kufis, yamulkes and hijabs are subject to search upon entry into the facility.
• Persons suspected to be under the influence of alcohol/drugs will NOT be allowed to visit.

General Visitation Rules:

• Passes MUST be worn by visitors at all times.
• You may have a short kiss and embrace only at the beginning and end of a visit. NO kissing or embracing during the visit. (Your visit may be ended if you disobey this rule.)
• You MUST remain seated.
• Inmates may NOT hold children at any time during a visit.
• Children MUST remain seated with an adult visitor. (Highchairs are available upon request.)
• Your hands MUST remain in sight on the table.
• Locker keys are NOT to be placed on the table.
• You must speak quietly. NO obscene language allowed.
• NO cross-visiting. (talking with an inmate other than the one you are visiting)
• NOTHING may be given to an inmate without the permission of a deputy.
• Your visit may be ended at any time for unacceptable behavior.
• Passing of any contraband (any unauthorized item) is a violation of the New York State Penal Law 205.20, you may be arrested and banned from the facility.
