The inmates housed at AK DOC – Hiland Mountain Correctional Center (HMCC) located at 9101 Hesterberg Road in Eagle River, AK are placed according to their custody level (determined by a number of factors including the past criminal history and the length of their sentence). There are ample educational and vocational training programs for all inmates, especially ones that show a willingness to learn new things that will prepare them for a better life when they are released. The mission is to promote and prepare the offender to leave in better shape than when they arrived, giving them the best chance to never come back and thus lower the state's recidivism rate.

Hiland Mountain Correctional Center is home to about 400 female inmates. It has multiple custody levels and a variety of treatment programs. Some of the treatment programs are psychiatric units, they also offer a substance abuse treatment program. Many of the offender programs focus on self control and problem solving skills. After completing the 48 week offender treatment program many of the offenders report having much less aggression and a higher self esteem and image.
Like many of the Alaskan correctional facilities for men, this womens facility offers inmates educational courses including basic and high school education curriculum. Several Vocational skill courses can also be attended by inmates including a construction and building course. Financial planning, and parenting courses are also a highlight of this facility.
