This facility is for adult inmates.
The inmates housed at ADC-Cummins located at 2540 State Hwy 388 in Gould, AR are placed according to their custody level (determined by a number of factors including the past criminal history and the length of their sentence). There are ample educational and vocational training programs for all inmates, especially ones that show a willingness to learn new things that will prepare them for a better life when they are released. The mission is to promote and prepare the offender to leave in better shape than when they arrived, giving them the best chance to never come back and thus lower the state's recidivism rate.
Cummins Unit is a state prison houses multiple custody level inmates (minimum, medium, and maximum) security levels holding about 1,800 inmates including the execution chamber for operated by the Arkansas Department of Corrections in Jefferson County. Cummins housed Arkansas's male death row until 1986 when it was transferred first to the Tucker Maximum Security Unit adjacent to the location of the male death row, the Varner Unit. The female death row is located at the McPherson Unit. Cummins is one of the state's"parent units" for male prisoners; it serves as one of several units of initial assignment for processed male prisoners.
This facility has a separate barracks for those inmates who are classified as needing mental health management. Like most institutions, this facility offers educational programs for inmates to earn basic, and GED level educations.
Cummins Unit offers a variety of programs for the inmates to participate in including a robust agricultural program. A horse stable/operation allows inmates to get to know and work with horses. Cummins also has a canine unit that allows the inmates to work with dogs. Many studies have shown that working with animals can help inmates socialize better by aiding in learning empathy.

The specific sale price of commissary items is determined by the Board of Corrections. Proceeds from the sale of items through Inmate Commissaries are placed in the Inmate Welfare Fund. Inmate Welfare funds can only be used for the general benefit of the inmates under rules and regulations as established by the Board of Corrections.
Inmate Commissary List – It is the policy of the ADC to provide Inmate Commissaries from which inmates may purchase products. Items included in the various Inmate Commissaries are determined by the centralized Commissary Committee.
INDIGENT COMMISSARY LIST – An inmate shall be eligible for the program if their inmate trust account balance is less than $10.00 and the inmate has received less than $10.00 on their account during the immediately preceding thirty (30) days, issue of indigent items shall be reduced by the value of the account balance. Inmate Telephone – Inmates are provided with coinless telephones during set hours of use. Inmates can only make collect calls to pre-approved numbers. Inmates cannot have cellular phones or calling cards. Inmates can lose their telephone privileges for disciplinary reasons. Each unit has its own telephone policy, so please check with the particular unit for specific hours of use.
Tobacco Policy – Inmates are not allowed to have any kind of tobacco. This policy prohibits inmates from possessing “any smoking or smokeless tobacco product.” If an inmate does have tobacco, it is considered contraband and the inmate will be disciplined. Visitors and employees must leave all tobacco products in their vehicle. Bringing tobacco products into a facility will result in loss of visitation privileges.
Synthetic Drugs – Synthetic drugs are known by numerous names (Spice, bath salts, K2, and Molly to name a few), and are legally sold in the community as incense or other products "not meant for human consumption" but have an alternate use to produce a high similar to that felt when using marijuana, amphetamines or LSD. The problem is that each batch of these drugs contains different chemicals meaning each batch can produce different effects some of which can be life-threatening. No cellphones, you will be searched before visiting. NO personal belongings. Persons under probation, parole, or other community corrections supervision must obtain the permission of both their individual supervising officer and the superintendent prior to a visit. Such visitation is not normally approved.
If the visitor is under the age of 18 and is a family member of the inmate, they must be accompanied by an adult family member or guardian to include a member of the inmate's extended family. If the visitor is under the age of 18 and is not a family member of the inmate, the minor visitor must be accompanied by a parent or guardian.
