This facility is for adult inmates.
The inmates housed at ADC-Texarkana Regional located at 305 E 5th St in Texarkana, AR are placed according to their custody level (determined by a number of factors including the past criminal history and the length of their sentence). There are ample educational and vocational training programs for all inmates, especially ones that show a willingness to learn new things that will prepare them for a better life when they are released. The mission is to promote and prepare the offender to leave in better shape than when they arrived, giving them the best chance to never come back and thus lower the state's recidivism rate.
The Texarkana Regional Correction Center is a minimum security state prison institution that offers inmates the opportunity to do a work release program in the Arkansas Department of Corrections. Work release allows the inmate to work during the day in a job within the surrounding community, and return to the facility at the end of the workday. Not all offenders will qualify for work release, and they must meet certain requirements such as being a Class I-A inmate and no more than 42 months away from their parole eligibility date or, from their release date.
Inmates at this facility can receive substance abuse education and adult basic education as well as earn their GED. Only 128 inmates can be at this facility, and most inmates will not meet the requirements for work release, they must be non-violent offenders.

Inmate Telephone – Inmates are provided with coinless telephones during set hours of use. Inmates can only make collect calls to pre-approved numbers. Inmates cannot have cellular phones or calling cards. Inmates can lose their telephone privileges for disciplinary reasons. Each unit has its own telephone policy, so please check with the particular unit for specific hours of use.
Tobacco Policy – Inmates are not allowed to have any kind of tobacco. This policy prohibits inmates from possessing “any smoking or smokeless tobacco product.” If an inmate does have tobacco, it is considered contraband and the inmate will be disciplined. Visitors and employees must leave all tobacco products in their vehicle. Bringing tobacco products into a facility will result in loss of visitation privileges.
Synthetic Drugs – Synthetic drugs are known by numerous names (Spice, bath salts, K2, and Molly to name a few), and are legally sold in the community as incense or other products "not meant for human consumption" but have an alternate use to produce a high similar to that felt when using marijuana, amphetamines or LSD. The problem is that each batch of these drugs contains different chemicals meaning each batch can produce different effects some of which can be life-threatening. Directions: From Little Rock travel approximately 145 miles on the southwest on I 30 West to Texarkana, exit to the right and turn left on the State Line Avenue. Stay on State Line Avenue until you reach downtown Texarkana, after passing Broad Street the Bi-State Justice Building is located on right at State Line Avenue and Broad Street.

No cellphones, you will be searched before visiting. NO personal belongings. Persons under probation, parole, or other community corrections supervision must obtain the permission of both their individual supervising officer and the superintendent prior to a visit. Such visitation is not normally approved.
If the visitor is under the age of 18 and is a family member of the inmate, they must be accompanied by an adult family member or guardian to include a member of the inmate's extended family. If the visitor is under the age of 18 and is not a family member of the inmate, the minor visitor must be accompanied by a parent or guardian.
