The Buncombe County NC Jail Annex is a medium-security detention center located at 202 Haywood St Asheville, NC which is operated locally by the Buncombe County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Buncombe County accepts inmates from surrounding towns, municipalities, the US Marshal's Service and the Asheville Police Department who do not have their own long-term lock-up.
The Detention Facility is made up of a main jail facility and then a jail annex. The bed capacity for the main facility is 524 beds and the Annex has an additional 80 beds for a total housing capacity of 604 inmates. The main facility just added a new 148 bed expansion in October 2008. The facility requires 160 officers to operate and care for the inmates. This facility houses an average of approximately 459 inmates daily. On an average day the facility will intake and release a total of approximately 100 inmates.Inmates are taken in 24 hours per day and the releases are determined by the process of the court.
Inmates may write and receive letters. You may send photos to the inmate. Each inmate may have up to 10 photographs in their possession—no other items are permitted via the mail. The mail will be searched for contraband and will be delivered to the inmate in a timely manner Monday through Friday, except holidays. Mail containing contraband or addressed to an inmate not in the Facility will be returned.

Commissary
The Inmate Commissary is the inmate store where health and comfort items may be purchased. Items such as aspirin, crackers, food, additional personal items, writing material, and sodas may be purchased in the commissary. Inmates can receive money for their account from family and friends to spend in the commissary online at JailATM or via the kiosk located in the main lobby of the Detention Facility.
Phone Calls
Inmates may use the phones to make calls during any free time for the housing unit they are assigned. The calls are not collect. You must have an account set up for your phone or have funds deposited for the inmate to use for phone calls. Purchase IA Discount Phone Service online.

The Detention Facility does not routinely accept property for inmates. Additional clothing and additional personal items are provided or you may deposit money for the inmate to purchase additional items through the commissary.

Visitation appointments are made by the visitor. An inmate must be classified and assigned to a housing unit to receive a visit. Each inmate is afforded one visit per week at the Detention Facility in the lobby using the visitation kiosks. Visitation Rules
- Visitors must have valid state or federal ID card or driver's license. All identification must contain bearer's photograph.
- Minors fifteen (15) years old, or younger, do not need identification when a parent or legal guardian accompanies them.
- Adults sixteen (16) years old, or older, must have proper identification to visit.
- Children may not be left unattended at any time.
- No purses, female wallets, bags, pocket knives, weapons, cellular phones, radios, cameras, pens, pencils, paper, tobacco items, matches, lighters, pictures, nail clippers, nail files, sharp items, or recording devices of any kind are allowed.
- No items may be left unattended in the lobby area.
- A visit may consist of one adult and one child.
- Inappropriate behavior including but not limited to abusive language or use of obscenities will immediately end your visit.
- You and the inmate must remain fully clothed at all times.
- An inmate may have five people on his/her approved visitor list. You must be on the inmates approved list in order to visit.
Rules of Dress for Visitors
These rules of dress will be strictly enforced. Shirt and shoes are mandatory. The following are not allowed:
- Tube tops, halter tops, or tank tops.
- Spaghetti strapped tops or bare midriff.
- Clothing displaying gang affiliation.
- Pant or shirts with see-through fabric.
- Shorts above mid-thigh (14 years of age and above).
- Dresses/skirts above mid-thigh.
- Mini-skirts.
- Wave caps, doo rags, or bandanas.
- Clothing of a generally revealing nature.
- Spandex clothing.
- Tights without shorts.
- Any other item of clothing DEEMED BY THE STAFF to be contrary to the policy of modest and acceptable dress will not be allowed.
