The Carroll County MD Detention Center is a medium-security detention center located at 100 N Court St Westminster, MD which is operated locally by the Carroll County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Carroll County accepts inmates from surrounding towns, municipalities, the US Marshal's Service and the Westminster Police Department who do not have their own long-term lock-up.

The Detention Center manages an Inmate Work Release Program, a Pretrial Services program, an Inmate Addiction Program, a GED program and a variety of other inmate services and programs. In 2001, the multi-purpose recreation area was converted to a temporary housing unit having twenty-two beds. The expansion provided for a fifty-bed Work Release and Trustee housing unit, eight maximum security cells and sixteen general population cells. The total square footage of the facility is 24,780 square feet.

The Warden is responsible for the daily operation of the Detention Center. All Detention Center employees report to the Warden via the chain of command, who, in turn, is responsible to the elected Sheriff, who has responsibility for the Detention Center and its operation.

Carroll County MD Detention Center – Visitation

Visitor Registration – Inmates are allowed to maintain a maximum of (8) eight visitors on their approved visitation list. All approved visitors must be (18) eighteen years of age or older. The exception to the age requirement is if the visitor is legally married to the inmate. A parent or legal guardian must accompany visitors under the age of eighteen. No more than three (3) people may visit an inmate at a time.

Visitors are required to:

• Provide the name of the inmate they wish to visit.
• Provide valid photo identification (Drivers license, age of majority card etc.)
• Provide a complete and correct home address.
• Log in on the Visitation Log Sheet.

Family Visiting Schedule –

• Inmates are allowed two (2) twenty (20) minute visits per week but only one visit per day. The week starts on Sunday and ends on Saturday. Attorneys and clergyman may visit inmates at any time. Exceptions to the visiting schedule must be authorized by the Warden/designee. Inmates serving weekend sentences are not authorized visiting privileges. Legal and pastoral visits for weekenders are handled on a case by case basis.
• If a visitor becomes disorderly, prior to or during the visit, the visit will be denied or terminated.
• Clothes are not accepted during visitation hours

* Visitors must be registered 30 minutes prior to the end visit time to have the visit. The number of visitors is limited to three (3) per inmate. Professional Visiting – Attorneys and clergy are authorized to visit anytime between the hours of 9 am – 8 pm.

Professional visits are not counted against the two personal visits. Attorneys and clergy are allowed to consult with inmates in a private and confidential room. In order for Clergy to make a professional visit, they need to be approved by the Detention Center chaplain, 410-386-2606.

Security Procedures (Entering the Secure Area of the Detention Center)

1. Prior to entering the facility, visitors are required to secure any restricted items in the lockers located in the visitation waiting area. Visitors required to secure restricted items will receive a key from the control officer designated for a specific locker in the waiting area. Visitors will retain the issued key until they exit the secure portion of the facility and retrieve their personal items. The control officer will ensure the key is returned by the visitor.

2. Visitors entering through door #102 are required to pass through the security metal detector. When necessary a secondary scan is conducted with the handheld Garrett Super Scanner. In situations where visitors entering the facility are disabled and unable to pass through the metal detector, officers will scan the individual with the handheld Garrett Super Scanner.

3. Visitors entering the secure portion of the facility may include but are not limited to the following; attorneys, clergy, volunteers, service personnel, etc. Visitors will be required to present valid photo identification before entering. Termination/Suspension of Visiting Privileges Visiting rules is clearly posted in the visiting area and inside the inmate handbook. A visit may be denied or terminated and visiting privileges suspended for the following reasons:

1. A visitor is disruptive or under the influence of drugs or alcohol.
2. The visiting area is too crowded to accommodate additional visitors.
3. A visitor refuses to submit to search procedures.
4. A visitor fails to produce proper identification or provides false information.
5. A visitor violates any of the posted Detention Center visitation rules.
6. Children are being disruptive or left unattended.
7. A visitor delivers or attempts to bring contraband into the Detention Center.
8. A visitor or inmate becomes disorderly and/or verbally abusive.
9. A visitor is inappropriately dressed.
