PO Box 790 in Susanville, CA are placed according to their custody level (determined by a number of factors including the past criminal history and the length of their sentence). There are ample educational and vocational training programs for all inmates, especially ones that show a willingness to learn new things that will prepare them for a better life when they are released. The mission is to promote and prepare the offender to leave in better shape than when they arrived, giving them the best chance to never come back and thus lower the state's recidivism rate.
California Correctional Center is a CDCR state prison located in Susanville CA, housing 6,200 mostly minimum security inmates. Some of the minimum custody inmates at this facility are part of the forest fire suppression crew, which is responsible for aiding in the response to fighting forest fires.
CCC's goals are "to receive, house, and train minimum-custody inmates for placement into one of the institution's 18 Northern California conservation camps" and "to provide meaningful work, training, and education programs for inmates who do not meet the criteria for assignment to a conservation camp." It has 1,100 acres including Level l ("Open dormitories without a secure perimeter") housing, Level II ("Open dormitories with secure perimeter fences and armed coverage") housing, Level III ("Individual cells, fenced perimeters and armed coverage") housing.
CCC offers a wide assortment of positive leisure-time activities, including numerous self-help improvement programs, such as literacy, addiction recovery, veterans' affairs, religious services, athletic programs, and Page Turners Anonymous. State prisoners can acquire a number of skills and can work jobs within the institution that help in the day to day operations, such as food preparation, janitorial services and maintenance. CCC also has the same programs that are present at many facilities such as substance abuse treatments, group therapies, and educational opportunities such as GED classes.
Among the vocational programs at CCC, the "certified 90-day horse gentling program" for wild horses, begun in 1987 and is a favorite of inmates and staff. The federal Bureau of Land Management supplies wild horses captured from the "high desert border country of northeastern California and western Nevada"; inmates "are not paid for their participation." After the program, the horses "become candidates for the periodic public horse adoptions held at the prison." The program is thought to benefit inmates; as one participant said, "it teaches you patience and teaches you that if you want something, you have to work at it."
