The Corrections Commission of Northwest Ohio was formed in 1987 to oversee the construction and operation of the Corrections Center of Northwest Ohio. The six member jurisdictions of the Corrections Commission include Defiance, Fulton, Henry, Lucas and Williams Counties and the City of Toledo. The six member jurisdictions each have two representatives (county commissioner/city manager and chief of police/sheriff) that serve on the twelve member Commission. The six member jurisdictions proportionately share in the cost of operating the Corrections Center based upon the number of beds each is allocated. The bed allocation breakout and proportionate cost share is as follows:

Jurisdiction Number of Beds Proportionate Cost Share
Defiance County 60 9.40%
Fulton County 55 8.62%
Henry County 37 5.80%
Lucas County 203 31.82%
City of Toledo 228 35.74%
WilliamsCounty 55 8.62%

Each member jurisdiction paid their proportionate share of the capital cost of construction of the facility (approximately $21.3 million). The State of Ohio reimbursed $10.7 million or 50% of the total capital costs as an incentive to build regional jails.
