The inmates housed at CT DOC – Garner Correctional Institution located at 50 Nunnawauk Rd in Newtown, CT are placed according to their custody level (determined by a number of factors including the past criminal history and the length of their sentence). There are ample educational and vocational training programs for all inmates, especially ones that show a willingness to learn new things that will prepare them for a better life when they are released. The mission is to promote and prepare the offender to leave in better shape than when they arrived, giving them the best chance to never come back and thus lower the state's recidivism rate.

The Garner Correctional Institution incarcerates both pretrial and sentenced offenders. Through proven programmatic innovation and intervention, the Garner Correctional Institution provides positive alternatives for inmates to assist in their successful reintegration into the community as productive members of society.

Under the administration of then-Commissioner Theresa C. Lantz, care and treatment for adult male offenders with significant mental health issues throughout the Department of Correction were consolidated at this level 4 high-security facility.

Based upon their mental health needs, offenders from throughout the system, both pretrial and sentenced, are assigned here. Through a collaboration with the Department's contracted health and mental health care provider, the University of Connecticut, Correctional Managed Health Care, the institution utilizes a highly progressive mental health treatment approach.

Individualized treatment plans, based upon an offender's level of functionality include extensive programming and therapy, in a group and one on one setting. The staff at the facility, both custody and mental health, operates through an integrated team approach which insures a continuity of custody, care, treatment and control.

The program is designed to return as many of these offenders as is possible to the ability to function in either a general population prison setting or ultimately to life in the community.

Garner Correctional Institution is located in Newtown Connecticut, This facility is a level 4 high security institution. It houses over 500 inmates, approximatelyone fifth of which are pre-trial offenders. This facility specializes in the care and treatment of male adult offenders who have mental health issues. Programming and therapy (both group and one on one) are some of the treatments offered to inmates.

The goal of the programs at this facility are to rehabilitate the inmate mentally to the point where they can function within the general population of other prisons, or where they can functionally return to a normal life within society upon release.
