PO Box 100 in Somers, CT are placed according to their custody level (determined by a number of factors including the past criminal history and the length of their sentence). There are ample educational and vocational training programs for all inmates, especially ones that show a willingness to learn new things that will prepare them for a better life when they are released. The mission is to promote and prepare the offender to leave in better shape than when they arrived, giving them the best chance to never come back and thus lower the state's recidivism rate.

The Osborn Correctional Institution recognizes its stewardship responsibilities to the citizens of Connecticut, as well as to the residents of Somers and Enfield. The facility is a medium security institution that houses one of the largest inmate populations of the correctional facilities in the state.
The facility operates under the Unit Management System. Under this model an assigned Unit Manager directs all the functions of their assigned units. There are 17 inmate-housing units each with its own specific institutional function. The Unit Management System enhances safety and security by limiting inmate mass movement and providing for controlled movement during the daily institutional routines.
The facility supports an inpatient medical hospital, a mental health unit, a comprehensive education program, an inpatient Addiction Services unit and one of the largest Correctional Industries Program in the state.
The Enterprise Program currently employees more than 200 inmates who manufacture inmate clothing, mattresses and run a full-service print shop.
The facility is one of three in the state which also provides trained, offender, hospice volunteers who provide end of life care to fellow inmates.
The Execution Enclosure, where a sentence of capital punishment is carried out is located at this facility.

There are no visits on any State Holiday (New Year's day, Martin Luther King Day, Lincoln's Birthday, Washington's Birthday, Good Friday, Mothers Day, Independence Day, Labor Day, Columbus Day, Veteran's Day, Thanksgiving Day and Christmas Day). * Inmates are allowed 2 Day visits and 1 Night visit (Monday-Friday), 1 visit every other Weekend (Saturday-Sunday)
* 1 Day Visit and 2 Night visits (Monday-Friday), 1 visit every other weekend (Saturday-Sunday)
OR
** Exception: Industry workers are allowed 2 evening visits (Monday-Friday) and 1 visit every other weekend.
NOTE: Inmates are not allowed more than one visit by the same visitor on the same day & Each visit is limited to one (1) hour maximum.
