The El Paso County CO Criminal Justice Center (ICE) is a medium-security detention center located at 2739 E Las Vegas St Colorado Springs, CO which is operated locally by the El Paso County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. El Paso County accepts inmates from surrounding towns, municipalities, the US Marshal's Service and the Colorado Springs Police Department who do not have their own long-term lock-up.
El Paso County CO Criminal Justice Center – Visitation
CJC houses all individuals arrested on misdemeanor and felony charges by all law enforcement agencies in El Paso County. The inmates housed at CJC are pre-trial and/or sentenced to the El Paso County Jail or Department of Corrections. The overall average length of stay for inmates incarcerated in CJC is 27 days. Over 50% of the population in CJC is sentenced on or facing felony charges. CJC is also a contract holding facility for several state and federal agencies, to include Colorado State Parole, Military Installations, Immigration and Customs Enforcement (ICE) and the U.S. Marshal’s Office.
The Detention Bureau is comprised of three components: Security, Operations and Compliance. The Security Division is responsible for housing and supervision of the 1500 plus inmates in CJC on a daily basis, as well as detention projects. The Operations Division encompasses the Intake and Inmate Services and Court Services Sections. The Intake and Inmate Services Section is responsible for the intake and release of inmates from the facilities, classification screening and placement, inmate court file maintenance, bookkeeping and warrant processing. The Court Services Section is responsible for the safe transport and security of all inmates at CJC to and from court. The Detention Compliance Section encompasses the Standards and Compliance and Facility and Offender Management Sections. The Accreditation Unit is responsible for maintaining accreditation through the American Correctional Association (ACA) and the National Commission on Correctional Healthcare (NCCHC), as well as maintaining policies and procedures that direct operations within the Detention Bureau. The Facility and Offender Management Section is responsible for alternative sentencing programs such as Work Release and the Reintegration and Recovery Program.
A portion of the Inmate Programs Section is responsible for providing educational, religious, and therapy-oriented programs to the inmate population. Attendance in programs is voluntary and available to most inmates upon written request at no charge. The Criminal Justice Center (CJC) provides a multitude of programs to incarcerated inmates in an ongoing effort to give them the opportunity to earn an education and resolve personal growth issues. It is through the dedication and commitment of over 100 volunteers that inmates incarcerated in the El Paso County Criminal Justice Center are afforded the opportunity to participate in a wide variety of programs. These volunteers give generously of their time and expertise to meet the needs and expectations of the inmate population. Without their perpetual support, we would be unable to provide these valuable services to our inmate population. The Sheriff's Office is also very fortunate to have available to the inmates and staff a very dedicated Chaplain’s Corps. These men and women offer spiritual and emotional support to the inmate population. The mixture of many different religions and beliefs enhances the effectiveness and success of the Chaplain’s Corps.
The Programs Section supervises inmate mail, religious diets, law library attendance, program attendance, library services and court ordered compliance. There are two law libraries available at CJC for those inmates who are pro se or contemplating filing civil action. A variety of library books are available to the inmates for their reading pleasure. Books are donated to the facility by several religious organizations and through public donations.

General Information
The El Paso County Sheriff's Office welcomes you to the video visitation process. The following information will guide you on how to schedule visits and will also provide valuable information on the visitation rules. Our goal is to provide quality service to you, the public, and enable you to schedule a visitation time that is more convenient to your schedule, family and social lifestyles.
We remind you that visitation is designed to be a family friendly environment. In order for all of our guests to have a pleasant and enjoyable visit, the following rules have been established.

When you enter the Criminal Justice Center campus, the Video Visitation Center is the first building on the left. All visitors are required to park in the designated visitor parking lot. The main entrance of the facility is directly adjacent to the parking lot.
Scheduling Visits
Visits must be scheduled two days prior to the visitation day. Visits may be scheduled by calling 719-390-2373, in person by staff or by kiosk, or online at IP Web Visitor.
When scheduling a visit, you must provide the following information:
- The inmate’s complete name.
- Your personal information:
- Your full name
- Your date of birth
- Your identification type (license, passport, etc.)
- Your phone number
- Your address
- Your relationship to the inmate
- The time you wish to visit.
- The names of other visitors that will be present. Limit is three people for on-site visitation.
Visiting Times
Visits are approximately 30 minutes in length. Unless there are restrictions in the ward, visits may be scheduled for the following time slots:
- AM – 8:00, 8:45, 9:30, 10:15, 11:00, 11:45,
- PM – 12:30, 1:15 4:00, 4:45, 5:30, 6:15, 7:00, 7:45, 8:30
Scheduling by Staff or Phone
At times the volume of incoming calls exceeds our available resources. Our staff works quickly and diligently to accommodate the needs of each visitor. If you experience difficulty getting through by phone, please be patient and call back. Calls to the Video Visitation Center may be recorded to ensure customer service, as well as the continued safety and security of the staff and facility.
It is very helpful if you have all the required information immediately available when you are scheduling a visit. Please have your government-issued identification ready for registration purposes.
Scheduling Kiosk
The scheduling kiosk is located in the Video Visitation building. It is self explanatory and easy to use. If you experience difficulty, please ask the security technician at the desk for assistance. If it is difficult for you to access to kiosk, the security technician at the desk can assist you in scheduling your next visit.
Scheduling Online
The El Paso County Sheriff’s Office is pleased to announce a new way for friends, family, and professionals to visit an inmate. Starting June 1st, 2017, visitors can use a personal computer to visit from home or the office.
Online Public Visits cost $6.00 per 30-minute visit. Online Professional visits cost $6.00 but are not limited in duration. Onsite visits will continue to be available free of charge.
Visitors must have an email address to create an account online and must register prior to the visit. Visitors are encouraged to run a simple test to ensure the computer hardware is compatible.
Your email address will be used to send you visit confirmation information and to notify you of changes to your scheduled visit (e.g., location change, inmate release).

Visitation Rules for Wards
The week will run from Sunday through Saturday for the purposes of counting visits.
The following wards are permitted two visits per day and a maximum of eight visits per week:
- D2, E2, E3, E4, F2, F3, F4, G1, G2, G3, G4, H1, H2 and Medical. These wards do not have time slot restrictions.
Visits for the below wards are governed as followings:
- A1 – limited to 2 visits per week during the inmate’s unlock time.
- A2 – limited to 1 visit per week during the inmate’s unlock time.
- A3 – limited to 4 visits per week during the inmate’s unlock time.
- B1 – limited to 1 visit per week during the inmate’s unlock time.
- B2 – limited to 4 visits per week.
- B3 – limited to 4 visits per week during the inmate’s unlock time.
- B4 – limited to 1 visit per week during the inmate’s unlock time.
- C1 – limited to 2 visits per week during the inmate’s unlock time.
- C2 – limited to 4 visits per week during the inmate’s unlock time.
- D1 – limited to 4 visits per week during the inmate’s unlock time.
- E1 – limited to 6 visits per week between 8:00-1:45 and 4:00-6:45.
- F1 – limited to 4 visits per week.
NOTE: Visits in Wards A2, B1, B3, and B4 must be scheduled with a security technician. These visits may not be scheduled by kiosk or online.
On-Site Visitation Rules
- Proper government-issued identification is required to visit. Proper identification must include your full name, photo and date of birth. If we cannot confirm your identity, we will not allow you to visit.
- Visitors must be 18 years old unless accompanied by an adult. Spouses under the age of 18 will be permitted with a valid form of ID after producing a Marriage License.
- Visits will be limited to three visitors which include all combination(s) of children and adults. Additional visitors will need to schedule their own visits which will count against the inmate’s visitation quota. Switching visitors during the visits is not permitted. Additional visitors will be asked to leave the facility. No loitering in or near the Video Visitation Center.
- The person under whose name the visit is scheduled must be present in order for the visit to proceed. All visitors must be present at check-in.
- Visitors and inmates shall remain at their designated visitation booth and may not go to any other visitation booth for any reason. If a visitor leaves the facility before the visit has concluded, they may not re-enter the facility.
- Late arrivals are only entitled to the balance of the scheduled time. The time on the visit will not be adjusted. Please plan accordingly (traffic, weather, etc.).
- No food or drinks. No Smoking/Vaping. Only necessary items may be brought into the building. Extra items should be secured in your vehicle or left at home.
- Visitors exhibiting loud disruptive behavior or abusive language will be required to leave the facility.
- Adult visitors are expected to supervise children they bring and keep them within reach at all times. Due to safety concerns, most toys are not allowed in the facility.
- Cell phones may be kept on person but may not be used to make or receive calls inside the Video Visitation Center. You may use your phone to show appropriate pictures to the inmate you are visiting, check the time, look at the calendar, text or other appropriate uses. Cell phones may not be used to take photos, video or audio recordings of inmates during the visit. (If your phone becomes a distraction to staff or others, you will be required to leave.)
- No animals are permitted in the Video Visitation Center except for “Trained” Service Animals. (Emotional Support Animals are not allowed in the facility.)
Please be aware: any violation of the rules will result in a warning and/or being asked to leave the facility. Depending on the violation you may be subject to a ban from future visits in the facility.
Dress Code
Visitors in the facility must be properly dressed to ensure the orderly operation of the Video Visitation Center and the Detention Facility. The Video Visitation Center dress code applies to both male and female visitors as follows:
- Visitors must be clothed in a manner which covers all intimate areas and torso. Clothing may not be sheer or see-through and must fit in a manner to prevent unintended exposure of intimate body parts. Regardless of the clothing worn, visits will be immediately terminated if the visitor is observed to be exposing themselves to the inmate.
- Visitors observed or reported to be lifting or arranging their clothing in order to expose themselves to anyone will be ordered to leave the Video Visitation Center immediately and may be subject to a ban from future visitation.
Changing or Cancelling a Visit
You may make changes to your visit within the same scheduling day. Once the scheduling day is passed, the visit can no longer be adjusted.
Once the visit is scheduled, it counts towards the number of visits the inmate is allowed per week. NOTE: If the visit is canceled prior to the visit time, the visit will not count towards the number of visits the inmate is allowed per week.
When a visit is changed or cancelled, messages are not passed to inmates.
Trusty Schedules
Trusty schedules, once approved, are typically implemented immediately. Any visits scheduled prior to an inmate’s trusty schedule are honored. It is the inmate’s responsibility to inform visitors of trusty schedules to avoid visiting complications. The Video Visitation staff does not have access to inmate trusty schedules.
El Paso County Criminal Justice Center (ICE) – Friends and Family Visits
All visitors will be required to schedule their visits two days in advance of the day they wish to visit. Visits may be scheduled by calling (719) 390-2373 or in person (by slip). Do not call the general information number to schedule a visit. All visitors must be registered in order to visit. You may not schedule a visit for friends or family members. Once a visit is scheduled no changes to the scheduled date or time will be allowed.
Visitation Days and Hours
Daily from 8:00 AM. to 1:45 PM and 4:00 PM to 9:00 PM.
During the Day Shift, the first visit starts at 8:00 A.M. while the last visit will start at 1:15 P.M. and end at 1:45 P.M.
During the Swing Shift, the first visit starts at 4:00 P.M. while the last visit will start at 8:30 P.M. and end at 9:00 P.M.
The Video Visitation Center is open every day of the year to include weekends and holidays. The 31st of the month is available to Progressive/Regressive wards (A1, A2, A3, B1, B4, C1, C2, D1, E1 and F1) only.
When you call to schedule a visit, you must provide the Security Technician with the following information:
- Who you want to visit (please provide the inmate’s complete name and the correct spelling of their name).
- What time do you wish to visit? PLEASE NOTE: If the time that you are requesting is full, you will be advised to make another selection. If the date is incorrect, you will be directed to call back on the correct day.
- Provide all the adult visitors’ complete names. You are limited to only three persons per visit. This includes all children under the age of 18 (others will be required to wait for you outside).
- Provide the number of children or babies that you will be bringing with you to your visit.
- Please have your driver’s license ready for registration purposes.
Attorney Visits
Legal representatives of detainees are authorized to visit their clients during the following hours:
Attorneys and/or paralegals may visit at any time, including holidays.
A list of pro bono (free) legal organizations will be posted in all detainee housing units and other appropriate areas. This list shall be updated quarterly. If a detainee wishes to see a representative or paralegal from that organization, it is the detainee’s responsibility to contact them for an appointment.
Consular Visits
Consular officials may meet with their detained nationals at any time. It is requested that prior arrangements be made with the ICE Supervisory Deportation Officer to the extent possible, and that consular officials bring appropriate credentials when they come to the facility. Clergy Visits
Clergy may visit detainees at any time, but must make prior arrangements with the Chaplain’s Office.
Visiting Restrictions
- All family or other social visits are Non-contact.
- No firearms or weapons of any kind are permitted in the facility.
- If visitors are or appear to be intoxicated, visitation will not be allowed.
- All visitors are subject to search while in the facility.
- Visitors are not allowed to pass or attempt to pass any items to detainees.
- Visitors are not allowed to carry any items into the visitation area.
- No food; No gum; No drinks; No smoking; No loitering in or near the Video Visitation Center; No animals permitted in the Criminal Justice Center or Visitation Center except for trained service animals.
- Only necessary items may be brought into the building. Extra items should be secured in your vehicle or left at home.
- Proper Government issued identification is required to visit. Proper identification must include your full name, a photo and date of birth. If we can not ensure your identity, we will not allow you to visit in our facility.
- Visitors exhibiting loud disruptive behavior or abusive language will be required to leave the facility and forfeit the remainder of their allotted visitation time.
- Visits will be limited to three visitors to include children.
- Visitors must be 18 years old or older unless accompanied by their parent or legal guardian. Spouses under the age of 18 will be permitted when they provide a valid form of ID and a marriage license.
- Adult visitors must control their minor children, keeping them within arms reach at all times. Due to safety concerns, no children’s toys are allowed in the Visitation Center.
- The person under whose name the visit is scheduled must be present in order for the visit to proceed.
- All visitors checking in for a scheduled visit must be present at the start of the visit. Visitors shall remain at their designated visitation booth until they are ready to leave, or the visit has ended. If a visitor leaves the Visitation Center before the visit has ended, they may not re-enter the visitation area.
- Visitors may not go to any other visitation booth for any reason. Visitors found at other than their designated visitation booth, will have their visit terminated and be asked to leave the Visitation Center.
- Late arrivals are only entitled to the balance of their scheduled time up to 15 minutes. If you arrive more than 15 minutes late, you will be asked to reschedule your visit. We will not adjust your scheduled visit time.
- Cell phones shall be turned off and put away while in the Visitation Center. (Professional Visitors Exempted)
Search Procedures (prior to or during all visitations)
All individuals requesting admittance to the facility or the visitation area are subject to a pat-down search of their person, an inspection of their belongings, and a metal scan search. Individuals refusing to cooperate with a reasonable search will not be admitted. No firearms or weapons of any kind are permitted. No electronic devices (cell phones, pagers, radios, etc.) are permitted in the secure areas of this facility.
