The Federal Correctional Institution, Otisville (FCI Otisville) is a medium-security United States federal prison for male inmates located near Otisville, New York. It is operated by the Federal Bureau of Prisons, a division of the United States Department of Justice. It also includes a satellite prison camp for minimum-security male offenders. The prison has services catering to religious Jewish inmates.
FCI Otisville is located in southeastern New York State, near the Pennsylvania and New Jersey borders, and 70 miles northwest of New York City. It is .25 miles from the Otisville Correctional Facility, a medium-security state prison. It is 22 miles from Monticello, New York, 28 miles from Kiryas Joel, and 51 miles from Monsey.
Aleph Institute's prison outreach director, Rabbi Menachem Katz, stated that the BOP "kind of unofficially designated it to meet the needs of Orthodox Jews" due to the proximity to the Jewish population of New York City. Circa 2008 the warden of the prison stated 58 prisoners were Jewish, while Jewish Prisoner Services International chairperson Gary Friedman stated that about 120 prisoners were Jewish. FCI Otisville offers seders, done in the prison cafeteria. Until other prisons began offering seders, prisoners at those institutions took buses to Otisville to partake in seders. Religious Jewish inmates request assignment to FCI Otisville for these reasons.
Notable inmates include Sholom Rubashkin, former CEO of Agriprocessors, once the largest slaughterhouse in the US convicted of bank fraud against Firstbank Business Capital for $26 million, the story was the subject of the CNBC television show American Greed. Walter Forbes Former Chairman of Cendant Corporation convicted in 2007 of conspiracy to commit securities fraud and making false statements for masterminding the largest accounting fraud of the 1990s; Forbes was also ordered to pay $3.275 billion in restitution. Kenneth Ira Starr Former financial adviser for Al Pacino, Martin Scorsese and Sylvester Stallone; pleaded guilty in 2010 to fraud and money laundering for diverting $33 million of his clients’ money to pay for personal expenses; the story was featured on the CNBC program American Greed. Sholam Weiss Convicted in 2000 of fraud, racketeering and money laundering for stealing $450 million from the now-defunct Heritage Life Insurance Corporation; the story was featured on the CNBC television program American Greed.
Housing: Inmates are housed in two-person cells. Inmates in the camp are housed in cubes and dormitories.
Health Services: Routine health care, physical examinations, emergency care, medications, eyeglasses, and dental services are available to inmates at FCI Otisville. All inmates at the camp who wish to be seen for sick call must report to the common area during designated hours. In emergency situations, inmates must let the unit officer, unit team, or any other staff know, who will then contact Health Services.
Psychology Services: FCI Otisville psychology services include intake screening for designated inmates, evaluations requested by staff or the court, group and/or individual treatment, and crisis intervention. Some individuals may be evaluated as a result of court orders, parole commission requests, or Unit Team referrals. Psychology Services also conducts halfway house interviews. In the camp, psychologists are available for individual and group psychotherapy. Inmates interested in services may submit an Inmate Request to Staff Member to Psychology Services. Mental health services are offered in areas of behavioral and emotional problems.
Residential Drug Abuse Program (RDAP): FCI Otisville does not house a Residential Drug Abuse Program (RDAP), but referrals can be made to institutions which do provide RDAP. A Drug Education Program, the Non-Residential Treatment Program (NR-DAP), Alcoholics Anonymous (AA) and Narcotics Anonymous (NA) are also available.
Education Services: FCI Otisville provides literacy, GED, and English-as-a-Second Language (ESL) programs. Parenting and Adult Continuing Education (ACE) classes are also available. High school diplomas and post-secondary programs are available through paid correspondence programs.
Advanced Occupational Education: FCI Otisville offers advanced occupational education in Computer Skills, Floor Care Maintenance, Custodial Technician, Horticulture/Landscape, Textiles, and Production.
Library Services: FCI Otisville offers both a leisure and law library. The leisure library contains reference materials, encyclopedias in English and Spanish, newspapers, videotapes, and periodicals. The law library provides access to legal materials and an opportunity to prepare legal documents through the use of the TRULINCS Electronic Law Library. A copying machine is available to reproduce materials needed for research. Electric typewriters are also available for inmate use.
UNICOR: The FCI Otisville UNICOR facility produces electronics and plastics. The camp does not house a UNICOR facility.
Commissary: A spending limitation of $360.00 per month is available for inmates. Items exempt from the monthly limit are postage stamps, copy cards, over-the-counter medications, and TRUFONE credits. Commissary purchases can be made one time per week in accordance with the scheduled shopping days. A wide variety of items are available for inmate purchase.

Commissary List – In 1930 the Department of Justice authorized and established a Commissary at each Federal institution. The Commissary provides a bank type account for your money & for the procurement of articles not issued regularly as part of the institution administration. Funds deposited by your family, friends, or other sources are stored in your commissary account that we maintain.
Legal Activities – This document outlines the procedures for access to legal reference materials and legal counsel and the opportunities that you will be afforded to prepare legal documents while incarcerated.
Recreation Services: Recreation and leisure activities at FCI Otisville include a variety of options. Weights, cardio equipment, bocce ball, horseshoes, basketball court, handball court, tennis area, baseball field, running, and walking are all available. All recreation programs are posted on the Unit Bulletin Boards. Times and special events are also posted throughout the units and in the recreation/leisure times areas.
