The Federal Medical Center, Rochester (FMC Rochester) is a United States federal prison in Minnesota for male inmates requiring specialized or long-term medical or mental health care. It is designated as an administrative facility, which means it holds inmates of all security classifications. It is operated by the Federal Bureau of Prisons, a division of the United States Department of Justice.
FMC Rochester is located in southeastern Minnesota, 2 miles east of downtown Rochester.
FMC Rochester is one of six medical referral centers within the Federal Bureau of Prisons. Health Services staff at FMC include physicians, a dentist, dental assistants, nurse practitioners, physician assistants, nurses, pharmacists, pharmacy technicians, a radiological technician, physical therapists, laboratory technologists and a respiratory therapist. Mental Health Services through the Psychiatry and Psychology Departments are available to all inmates. These include educational groups, therapy groups, individual therapy, intensive diagnosis/assessment, and inpatient treatment. In addition, outpatient substance abuse treatment services are available.
Notable inmates include Jared Lee Loughner, the shooter in the 2011 attempted assassination of US Representative Gabrielle Giffords where six people were murdered. He is serving a life sentence. Keith E. Anderson the owner of a tax preparation company; extradited from Costa Rica in 2002; convicted in 2004 of conspiracy, mail fraud, wire fraud and money laundering for assisting over 2,000 clients in five countries to evade taxes on millions of dollars of income. Luke Helder who planted homemade pipe bombs in mailboxes in five Midwestern states in 2002; ruled incompetent to stand trial in 2004. Dennis Hastert the former House Speaker was convicted of breaking financial rules in hush money aimed at covering up sexual abuse of teenagers. Jim Bakker the founder of Praise the Lord (PTL) Ministries; convicted of fraud in 1989 for stealing millions of dollars in donations from his members and served five years. Lyndon LaRouche a three-time Presidential candidate; convicted in 1988 of scheming to defraud the IRS and deliberately defaulting on more than $30 million in loans from his supporters.
Housing: Inmates are housed in various settings ranging from individual cells to open dormitories.
Health Services: Health Services staff at FMC Rochester includes physicians, a dentist, dental assistants, nurse practitioners, physician assistants, nurses, pharmacists, pharmacy technicians, a radiological technician, physical therapists, laboratory technologists, and a respiratory therapist. Physical examinations, immunizations, sick call, dental care, emergency services, medications, health and wellness programs, preventive health care, and reading glasses are provided to inmates.
Psychology Services: Mental Health Services through the Psychiatry and Psychology Departments are available to all inmates at FMC Rochester. These include screening, assessment, and treatment of mental health problems, individual and group counseling, psychoeducational classes, self-help and supportive services, and referral to Health Services (Psychiatry) for medical treatment of a mental illness.
Residential Drug Abuse Program (RDAP): FMC Rochester does not house a Residential Drug Abuse Program (RDAP). It does offer drug abuse programs, a Drug Abuse Education class, and a Non-Residential Drug Abuse Program (NR-DAP).
Education Services: FMC Rochester provides literacy, GED, and English-as-a-Second Language (ESL) programs. Incentive awards are provided to recognize inmates making satisfactory progress and successfully completing the literacy (i.e., GED and ESL) program. Inmates may also receive incentives for progressing to various levels in the GED or ESL programs. Graduation ceremonies recognize GED, ESL, and Occupational Education completions. Adult Continuing Education (ACE) and a parenting program are also available. High school diplomas and post-secondary programs are available through paid correspondence programs.
Vocational Training: FMC Rochester offers vocational training in Landscape Management through Rochester Community and Technical College (RCTC).
Apprenticeship: FMC Rochester offers apprenticeships in Biomedical Equipment Repair, Electrical, HVAC, Painting, and Plumbing.
Library Services: Leisure libraries offer inmates a variety of reading materials, including periodicals, newspapers, fiction, nonfiction, and reference books. Inmates are provided access to legal materials and an opportunity to prepare legal documents through the use of the TRULINCS Electronic Law Library. Inmates also have access to electric typewriters and a copy machine.
Commissary: Inmates are allowed to shop in the commissary one day per week. Items such as clothing, shoes, food, sodas, drink mixes, radios, MP3 players, and more can be purchased. A $360.00 monthly spending limit is imposed.
Recreation Services: Physical fitness and leisure programs at FMC Rochester are provided to promote positive lifestyle changes. Leisure activities include organized and informal games, sports, physical fitness, table games, hobby crafts, music programs, intramural activities, social and cultural organizations, and movies. Art activities include paintings and sketches rendered in any of the usual media (e.g., oils, pastels, crayons, pencils, inks, and charcoal). Hobby craft activities include ceramics and leatherwork. Wellness programs include screening, assessments, goal setting, fitness/nutrition prescriptions, and counseling.
