This facility is for adult inmates.
The inmates housed at George W. Hill Correctional Facility – GEO located at 500 Cheyney Rd in Thornton, PA are placed according to their custody level and are incarcerated by a private company contracted by a government agency and are paid a per diem or monthly rate, either for each inmate in the facility or for each bed available. The facility is well-trained and well-staffed. This doesn't come without some controversy as the "price of incarceration" is big business and critics claim there is a monetary benefit to keeping people locked up. The flip side is this facility undergoes rigorous inspections and are some of the be maintained in the US.
For inmates that show a willingness to learn new things, there are educational and vocational training programs here that will prepare them for a successful reentry when released.
Correspondence – All inmates are encouraged to write and receive letters from family, friends and other people. Generally, there is no limit to the mail inmates send and receive. However, it may be disallowed if contraband is found.
Indecent, nude photos, or sexually suggestive material including pictures are NOT allowed. Pictures with marker or crayon will be prohibited. All mail is opened and examined for restricted materials, contraband and money. Certified checks and money orders will go into your account. All contraband shall be confiscated. Unauthorized currency, personal checks and payroll checks will not be accepted. A form will be sent to you by the Mailroom staff to request an address to return restricted items, Unauthorized currency CANNOT be put in your personal property. You will be given a receipt for all funds credited to your account. Polaroid pictures with any type of backing must be removed. Any picture or item with foreign substance on the item is not allowed. Letters with stickers, mailing labels or decorative stickers of any kind will be returned.
Scent detector dogs may scan all incoming mail and packages for contraband items.
Legal mail will be opened and inspected for contraband in your presence. You will sign for your legal mail to verify you received your mail. If you have a legal need to send out certified mail, attach a completed Transfer Request Form to the envelope you want to mail. The Mailroom will calculate the cost of certified mail and send it out. The cost of the letter will be charged to your account.
Books, magazines, newspapers, and religious items/literature must come from the publisher or bookstore only. Certain publications are prohibited such as pornography, drug paraphernalia, catalogs, price lists, calendars anything that presents a security risk, promotes discrimination, endorses hate or encourages insubordination. If you are unsure, address a request for information to the Deputy Warden of Operations and Support Services. All publications received from a bookstore or book publishing company are limited to 4 within a 30-day period. Publications received from the publisher are unlimited. A list of publications not permitted in the facility are listed in the Case Manager's Office.
No Hardcover books are permitted to be sent to the facility.
Any material that advocates racial or religious hatred for example the Noble Quran, the Satanic Bible, etc. will NOT be accepted. Material or photos that encourage sexual behavior will not be accepted.
Writing materials, that are available on commissary, may not be received by mail, including postage stamps, stationery or envelopes.
Other unauthorized enclosures include: stickers, buttons, pins, plastic cards, phone cards, pens, pencils, and musical cards, return address labels or food of any kind.
No lipstick, body oils, perfume or glue, etc. allowed on envelopes or letters.
In-house correspondence to staff members shall be routed on an Inmate Request for Information Form provided by the Housing Officer. Requests for in-house correspondence between inmates are to be directed to the Unit Case Manager for approval from the Deputy Warden Operations and Support Services and the Deputy Warden.
G.W.H.C.F. only permits correspondence with someone at another prison or at G.W.H.C.F. if he or she is in your immediate family. A request to do so must be submitted to your Case Manager for approval. Relationship must be confirmed through birth certificates or marriage certificates.

The County Prison extended its record of proficiency as a Penal Institution by achieving the following:

HISTORY
- The construction of the George W. Hill Correctional Facility (GWHCF) was completed in 1998, being occupied in October of 1998.
- Community Education Centers was contracted by the Delaware County Prison Board just prior to January 2009 and assumed the responsibility of comprehensive and complete correctional services at GWHCF.
SERVICES
- CEC provides jail detention management services at this facility.
- Two full-time reentry counselors are available for discharge planning.
- The facility provides a psycho-education program, Prison Re-entry Education Program (PREP). This program addresses substance abuse and criminal addictive behaviors and is offered to voluntary and mandated offenders.
- GWHCF facilitates weekly Alcoholics Anonymous and Narcotics Anonymous meetings.
- HIV/AIDS education, counseling, and discharge planning are available.
- GWHCF offers Intermediate Education, Basic Carpentry, Targeting Success, Workplace Essential Skills, Pre-Adult Basic Education, Adult Basic Education, GED Preparation, GED Testing (Certified), Computer Literacy, and Positive Living Assistance Network (PLAN – our mental health education program).
- Anger management, sex offender treatment, Houses of Healing and ACT 143 classes are available to voluntary and mandated offenders.
- Recreation services include physical exercise in the facility gym, activities/games, entertainment/films, and haircuts.
- Offenders can schedule time in the law library to work on the preparation of legal documents. Library services include a Notary Public and a leisure lending library.
- Religious services can be accessed through volunteers, faith-based community Initiatives, and a religious library.
- Work Release Program are available to qualified detainees.
- Thresholds offer services focusing on decision making are provided through volunteers authorized by administration.

• All visitors to this facility are required to arrive by vehicle. There is no walking along the facility grounds permitted by visitors
• Medications of a necessary or emergency nature to sustain life, such as asthmas inhalers or nitroglycerine (2) tablets, are allowed to be brought in; however, these medications MUST BE DECLARED to the Front Search Officer
• Visitors can ask to speak to the Shift Commander if at any point they have an issue during visitation
