The Graham County Adult Detention is a medium-security detention center located at 523 10th Ave Safford, AZ which is operated locally by the Graham County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Graham County accepts inmates from surrounding towns, municipalities, the US Marshal's Service and the Safford Police Department who do not have their own long-term lock-up.
The mission of Graham County Detention Center is to provide for community safety, facility security and the welfare of staff and inmates. Facility operations comply with the standards for local detention facilities set forth by the National Sheriff’s Association, the American Correctional Association, the Arizona Detention Association, and the National Commission on Correctional Health Care.
Primary Functions
The primary function of the detention center is to safely and securely, detain both pre-trial detainees and County sentenced inmates. However, staff members understand that inmates are subject to deprivations resulting merely from confinement and that their role is not to inflict punishment, but make the inmate’s period of confinement as productive as possible.
Staff & Inmate Goals
Although most Graham County Detention Center inmates are short-term detainees, staff members encourage each inmate to take advantage of opportunities provided for educational, health and personal self-improvements. In this way, staff members contribute to making the inmate’s return to the community as positive and productive as possible. This goal can be realized only through the concerted efforts of all staff members. Graham County Detention Center strives to ensure that no inmate shall leave the Detention Center in worse physical or mental condition than when they were admitted.

Graham County Adult Detention – Visitation
On-Site Visits
All on-site visitors are subject to search. Inmates are allowed one 30 minute visit per week. You must be 18 years of age or older to schedule a visit. Under 18 years of age must be accompanied by an adult. If you are traveling more than 100 miles in distance from the jail for an onsite visit, you may have an hour visit.
Schedule your visit and then contact the Jail at 928-428-3141 for verification and the Jail will extend the visitation time. Note that extensions are a courtesy and subject to the Inmate Visitation Kiosk being available.
Visitation Rules & Dress Codes
Shorts will be no more than 2 inches above the knee. No tank tops, halter tops, spaghetti straps or low cut blouses. Dresses will be no more than 2 inches above the knee.

Children will not be left unattended.
No food or drinks allowed.
No mail will be accepted over the counter.
No more than two visitors per visit. 12 and older are considered a visitor (no switching out).
You must have your ID or you will not be permitted.
Identification
Visitors must have a current, valid government-issued identification card or drivers license with a photograph. Anyone, less than 18 years of age must be accompanied by a responsible adult. A minor who is married to an inmate must provide a marriage certificate and valid identification.
Behavior
If you or your visitor(s) violate jail rules, behave in a disruptive way or should you or your visitor make any sexually provocative actions, your visit will be stopped immediately. You and your visitors may face restrictions on future visits.
Waiting Periods
You must wait six months from the date you were released from Graham County Detention Facility before you can visit an inmate. This waiting period does not apply to visits with members of your immediate family with the approval of the Sergeant or his / her designee.
IC SOLUTIONS VIDEO VISITATIONS
Family and friends wishing to visit need to visit the IC Solutions website to the website to create an account and schedule for visitation.
Requirements
- All visits have to be scheduled at least 48 hours in advance and up to one week in advance.
- All visits are in 30 minutes long. Offsite visits can be done by the visitor at home using a computer or phone with a camera and a Windows or Android operating system. Currently the visits cannot be done on an iPhone.
- All visits are recorded and monitored. Any violations of the visitation rules may result in termination of your visit and/or suspension of your visitation privileges and the privileges of your visitor. Inmates must be on time for their visits. Check the kiosk daily to see if you have a visit scheduled. It is your responsibility to check to see if you have a visit.
- Inmates log in to the visitation kiosk using the same number used to make phone calls.
- The Inmate Portal will list who is coming to see you and you can cancel the visit if you do not want to see the visitor.
- If your family or friends have any issues scheduling or creating accounts, they can call IC Solutions Video Support at 888-646-9437. Do not have the family call the jail for issues with scheduling or registering.
