This facility is for adult inmates.
The Hall County Department of Corrections (ICE) is a medium-security detention center located at 110 Public Safety Dr Grand Island, NE which is operated locally by the Hall County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Hall County accepts inmates from surrounding towns, municipalities, the US Marshal's Service and the Grand Island Police Department who do not have their own long-term lock-up.
GENERAL INFORMATION
Fines may be sat out at the rate of $150.00 per day (24 hours). Fines cannot be sat out while on the Work Release Program. If a time-pay was not granted at sentencing, an inmate must complete a request for time payment form.
All prisoners shall be given a copy of the rules and regulations upon admission to the Hall County Department of Corrections. All prisoners shall read these rules and regulations, and sign a form stating they have read, understand, and will abide by the rules of this INSTITUTION.

- RULES AND REGULATIONS-INMATE HANDBOOK
Commissary is offered for the purpose of funding the Inmate Welfare Account. Anything that enhances the welfare of the inmates is paid for from the profits generated by Commissary.
Items sold through commissary include hygiene products, writing materials} and postage, entertainment items, clothing , snack food and telephone calling cards.
Inmates place their orders for Commissary by filling out and signing} an order form listing all the items available and the prices (which includes sales tax where applicable). The inmate’s signature is his/her authorization to deduct the amount from his/her account.
Order forms are distributed by the correctional officers Monday and} Wednesday evenings. The forms are collected when breakfast trays are removed on Tuesday and Thursday mornings. The commissary orders are then filled and distributed to the inmates. The total amount of each inmate’s order is deducted from his/her individual trust account money ledger. Written notification will be given in case of change in days.
When commissary is distributed to the cells, each inmate is required to} check the order and sign the receipt in front of the officer. No refunds will be issued after this time.
Indigent commissary distribution is on Tuesdays only.
RELIGIOUS PROGRAMS
Religious programs will be offered to inmates of the Hall County Department of Corrections. Specific religious activities may be requested by submitting an INMATE REQUEST FORM to the Department Programs Coordinator.
- Male Church Service- conducted on a weekly basis by community churches.
- Female Church Service- conducted on a weekly basis by community churches.
- Spanish Church Service- conducted on a weekly basis by community churches.
- Bilingual Mass- conducted the 2nd and 4th Tuesday of the month.
- Female Bible Study- conducted weekly on Thursday evenings.
CRISIS CENTER PROGRAM – A female program given by representatives from the Crisis Center.
HEALTH DEPARTMENT PROGRAMS – HIV / AIDS testing and STD Safe Sex program.
*A minimum of one (1) hour of exercise will be allowed five (5) days per week to inmates housed in this facility.
ALCOHOLICS ANONYMOUS and NARCOTICS ANONYMOUS – AA and NA programs are conducted by representatives from community AA and NA groups as available.

If you need information about a detainee that is housed at this facility, you may call (308) 385-5211 between the hours of 8 a.m. and 5 p.m. When you call, please have the individual’s biographical information ready, including first, last and hyphenated names, any aliases he or she may use, date of birth and country of birth.
Detainees cannot receive incoming calls. If you need to get in touch with a detainee to leave an urgent message, you must call (308) 385-5211 and follow the prompts to leave a voice mail. You will need to leave the detainee’s full name, alien registration number and your name and telephone number where you can be reached. The detainee will be given your message.

Hall County Department of Corrections (ICE) – Friends and Family Visits
Visiting hours at the Hall County Jail are as follows:
Onsite visitation hours are Tuesday through Friday 8:00 a.m. to 12:00 p.m. and 1:00 p.m. to 5:00 p.m.
Internet based visitation is 7 days a week 8:00 a.m. to 12:00, 1:00 p.m. to 5:00 p.m. and 7:00 p.m. to 10:00 p.m.
Onsite visits must be scheduled 24 hours in advance and internet based visitation must be scheduled 30 minutes in advance. All internet visitation users must submit appropriate photo of person and identification prior to being approved by the lobby officer and being granted visitation privileges.
Visitors are not allowed to visit if they are currently out on bond or are on probation or parole.
Visitors must be 18 years of age or older, or accompanied by their parent or legal guardian. All visitors must possess valid identification or a driver's license at the time of visiting.
Adult visitors must present a valid, verifiable government-issued identification card to enter the facility.
Minors who are visiting the facility must be accompanied by an adult guardian (18 years or older). Minors must not be left unaccompanied in the waiting room, visiting room or any other area.
Attorney Visits
Legal representatives of detainees are authorized to visit their clients during the following hours:
Attorneys and/or paralegals may visit detainees at any time day or night, but the facility advises to avoid mealtimes if possible.
A list of pro bono (free) legal organizations will be posted in all detainee housing units and other appropriate areas. This list shall be updated quarterly. If a detainee wishes to see a representative or paralegal from that organization, it is the detainee’s responsibility to contact them for an appointment.
Consular Visits
Consular officials may meet with their detained nationals at any time. It is requested that prior arrangements be made with the ICE Supervisory Deportation Officer to the extent possible, and that consular officials bring appropriate credentials when they come to the facility. Clergy Visits
Clergy may visit detainees at any time, but must have prior approval through the program coordinator.
Visiting Restrictions
- All family or other social visits are non-contact.
- No firearms or weapons of any kind are permitted in the facility.
- If visitors are or appear to be intoxicated, visitation will not be allowed.
- All visitors are subject to search while in the facility.
- Visitors are not allowed to pass or attempt to pass any items to detainees.
- Visitors are not allowed to carry any items into the visitation area.
Search Procedures (prior to or during all visitations)
All individuals requesting admittance to the facility or the visitation area are subject to a pat-down search of their person, an inspection of their belongings, and a metal scan search. Individuals refusing to cooperate with a reasonable search will not be admitted. No firearms or weapons of any kind are permitted. No electronic devices (cell phones, pagers, radios, etc.) are permitted in the secure areas of this facility.

VISITING
INMATE VISITATION
Visitation is available at our facility as well as over the Internet. For an on-site visit you must register at least 24 hours in advance at the facility. Off-site visits will be subject to a small fee and can be scheduled with no waiting period with prior site approval. Off-site visits will be Monday – Sunday 8:00 a.m. – 10:00 p.m.
You must be in position to begin the visit at the scheduled time.
General population visiting hours are from 8:00 A.M. to 5:00 P.M. Tuesday through Friday. Visits run in one-hour time periods. No visitation will be held during meal times: 12:00 p.m. to 1:00 p.m. Each inmate will be allowed two one-hour visits per week.
The following visiting regulations shall apply:
- Visitors must be 18 years old or accompanied by a parent or legal guardian. Minor children in the visitation area must be supervised by a parent or legal guardian at all times.
- Visitors must have photo identification (Driver’s license, State issued I.D. card or Passport.
- Persons who are on Parole, Probation, Drug Court or are out on bond are not allowed to visit inmates.
- No items may be given to the inmates by visitors.
- Visits are restricted to one hour, per visitor, per day.
- Any special visits will be approved by the Director of Corrections or designee.
- Attorneys, officers of the Court, law enforcement officers and clergy may have contact visits at any time reasonable. Clergy must have prior approval from the Programs Coordinator.
- Medical, mental health and educational professionals may have contact visits only with approval through the office of the Director of Corrections.
- All visiting conversations will be recorded.
- Inmates are required to have their wristband to receive visitors. NO WRISTBAND, NO VISIT.
- Cell phone use is prohibited.
- Visitation may be altered or adjusted if required for the safe and secure operation of the facility.
VISITOR EXPECTATIONS
- Visitors must be properly dressed. Both adults and children must wear shoes at all times. No provocative clothing will be allowed.
- No visitor shall bring personal items into the visitation area, other than identification, vehicle key(s) and cash. Personal property other than those items listed shall be secured outside of the facility.
- Visitation may be terminated due to any disruptive behavior of children, adults or inmates.
- Only one minor child per visitor is allowed, if accompanied by their parent or legal guardian.
- Failure to comply with visitation rules and regulations will result in termination of the visit, or termination of future visits.
