The Hardin County IA Correctional Center (ICE) is a medium-security detention center located at 1116 14th Ave Eldora, IA which is operated locally by the Hardin County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Hardin County accepts inmates from surrounding towns, municipalities, the US Marshal's Service and the Eldora Police Department who do not have their own long-term lock-up.

The Hardin County Correctional Center is a detention center or county jail intended for

• the incarceration of persons charged with state or local crimes
• persons serving sentences under court order
• persons waiting trial
• persons waiting extradition to another jurisdiction or state
• detainees from other local agencies under jurisdictional agreement

The Hardin County Law Enforcement Center was completed in July 2000 and houses the Sheriff's Office, E911 Communications Center, and the Correctional Center, which is the facility that constitutes the county jail.

Immigration & Customs Enforcement

The jail is also a detention facility for the Department of Homeland Security Bureau of Immigration and Customs Enforcement (ICE). Therefore, this facility is required to meet both state and federal detention standards as monitored by the Iowa Department of Corrections and the ICE Inspections Bureau. The jail proudly meets and exceeds those standards and enjoys a good relationship with many different agencies.

Detainees

The center holds a wide variety of detainees on the local, state, and federal levels. One may encounter a local citizen charged with a relatively minor charge to a state offender waiting a return to prison to a federal immigration detainee awaiting deportation, depending on classification status.

The foreign national population is a diverse group in itself which represents a large number of foreign countries. The correctional staff learn to understand many different cultures, values, and habits of a vast world-wide population.

The secure area of the center consists of:

• 8 units or pods and 3 holding cells
• Booking room
• Commissary room
• Control room
• Library
• Medical office

Pod Security Levels

Within the eight pods, a variety of detainees are housed in three security levels:

• Routine Supervision
• Closely Supervised
• Special Status

Care is also given to separate different genders, court status, and juveniles.

Pod Facilities

The center contains 90 beds and room for 8 detainees in the holding areas. Each pod has fixtures such as a television, shower, tables and chairs, and a telephone.

Detainees who are not under disciplinary action for misbehavior are allowed these amenities from 6 a.m. to 11 p.m. During the night hours, the detainees are required to remain in their individual or group sleeping areas.

Detainees cannot receive incoming calls. If you need to get in touch with a detainee to leave an urgent message, you must call (641) 939-8194 and leave the detainee’s full name, alien registration number and your name and telephone number where you can be reached. The detainee will be given your message.

Money & Personal Items

For security reasons, the only item or article allowed to be accepted through this office is money. The facility does provide a number of detainee conveniences which are deducted from personal funds.

Outside Vendor Conveniences

Services available for a common market fee through an outside vendor include:

• Brand name hygiene products
• Haircuts, etc.

Visitors may deposit money into inmate accounts at the facility through an automated teller service. Funds deposited in this manner must be in the form of cash, credit or debit card.

Processing Fee

Funds deposited at the facility, either for inmate accounts or bond are subject to a processing fee through the automated teller service.

Deposit Through Mail

Alternatively, funds may also be mailed to any detainee of the facility simply by sending the detainee the funds either in the form of cash, cashier's check, or money order.

Personal checks are not accepted for payment of any account or service.

Service Fees & Restrictions for Mail Deposits

• Funds mailed to the detainee population are not subject to the teller service fee.
• Please make sure that money orders are completely filled out and that the information is correct. Incomplete or incorrect money orders will be immediately returned to the sender.

Personal Item Rules

• All personal items including clothing, supplies, or travel necessities must be mailed to the facility and may not be dropped off at the facility.
• All personal items must be sent through the regular mail service of by courier and are subject to routine screening procedures.
• Medications are not accepted from outside sources either in person or by mail.
• Immigration and Customs Enforcement (ICE) detainee property may not exceed 40 pounds total weight at any time.

Hardin County IA Correctional Center (ICE) – Friends and Family Visits

Visiting hours at the Hardin County Correctional Center are:

• Female Detainees: 8:30 a.m to 11:30 a.m. Monday through Saturday
• Male Detainees: 1:00 p.m. to 4:30 p.m. Monday through Saturday

Each registered visitor may visit for up to 30 minutes.  No visitor may register more than once per day. Up to three (3) persons may visit the same detainee at the same time.  Visitors under 18 years of age may only visit a detainee who is an immediate family member and must be accompanied by a responsible adult.  All adult visitors must present two (2) forms of identification and are subject to search.  Visitation may be denied for refusal of either requirement.

Attorney Visits

Attorneys, Clergy, or persons providing services to the inmates may be allowed to visit at reasonable hours as long as security and daily routine are not interrupted. Attorneys are required to possess and may be required to show their bar card or acceptable proof of profession prior to admission. Clergy members not associated with the Pine Lake Ministerial Association are required to visit in the attorney area or public visitation. All service members are required to register prior to each visit. You may always call ahead to reserve time to speak with a detainee to ensure prompt attention.

A list of pro bono (free) legal organizations will be posted in all detainee housing units and other appropriate areas.  This list shall be updated quarterly. If a detainee wishes to see a representative or paralegal from that organization, it is the detainee’s responsibility to contact them for an appointment.

Consular Visits

Consular officials may meet with their detained nationals at any time.  It is requested that prior arrangements be made with the ICE Supervisory Deportation Officer to the extent possible, and that consular officials bring appropriate credentials when they come to the facility. Visiting Restrictions

 

• All family or other social visits are Non-contact.
• No firearms or weapons of any kind are permitted in the facility.
• If visitors are or appear to be intoxicated, visitation will not be allowed.
• All visitors are subject to search while in the facility.
• Visitors are not allowed to pass or attempt to pass any items to detainees.
• No shorts, skirts or dresses less than mid-thigh in length (both standing and sitting) will be permitted.  No sheer or “see-through” clothing, gang-related colors, swim suits, tube tops or clothing exposing the chest or mid-riff will be permitted. Shoes must be worn at all times.

Search Procedures (prior to or during all visitations)

All individuals requesting admittance to the secure areas of the facility are subject to a pat-down search of their person and an inspection of their belongings. Individuals refusing to cooperate with a reasonable search will not be admitted. No electronic devices (cell phones, pagers, radios, etc.) are permitted in the secure areas of this facility.

  • Female Inmates 8:30 – 11:30 a.m.
  • Male Inmates 1 – 4:30 p.m.

• Juvenile Inmates may receive adult visitors
  • Monday – Friday
  • 6 – 8 p.m.

We gently remind all visitors coming to visit inmates to be patient, as delays may be expected.

 

Visitation Eligibility & Rules

 Inmates not under disciplinary action are allowed to receive visitors during the scheduled times appropriate to their age and/or gender.

• Each registered visitor may have 30 minutes.
• Up to three people may visit the same detainee at the same time.
• Visitors may not register more than once each day.
• Visitors under the age of 18 years old may only visit inmates in his or her immediate family and must be accompanied by a responsible adult.

Visitation Policy Reminders

 These policies are to be strictly enforced with no exceptions:

• All visitors are subject to search.
• All visitors must produce 2 forms of identification. You must produce identification each time you intend to visit.
  • Be prepared to encounter an officer or receptionist that is not familiar with you. If you fail to produce such identification, your visit will be denied.
• For security reasons, you must be certain of public visitation times. There are no special or nonscheduled visits allowed.
• No Smoking. The Hardin County Law Enforcement is a smoke-free facility as required by Iowa Law.
• Visitation may be denied due to refusal of either requirement.
• Visitation may be terminated at any time for security reasons.
• Finally, all other provisions of the visitation policy remain in effect.

Visitor Dress Code

This visitor dress code is as required by federal standards:

• Shorts and skirts shall cover areas of the anatomy customarily covered to include the buttocks and crotch area, both standing and sitting.
• Shorts and skirts shall be no shorter than mid-thigh both standing and sitting.
• No sheer or see-through clothing, gang-related "colors," or any clothing top that is strapless so as to expose the chest or midriff is allowed.
• Tube tops and swim suits are prohibited.
• Shoes must be worn at all times.

No visitor will be allowed to visit unless properly dressed.
