The Highlands County FL Jail is a medium-security detention center located at 338 South Orange St Sebring, FL which is operated locally by the Highlands County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Highlands County accepts inmates from surrounding towns, municipalities, the US Marshal's Service and the Sebring Police Department who do not have their own long-term lock-up.

The Detention Bureau's mission is to provide a safe, secure, functional and humane environment for staff and inmates, while operating professionally, respectfully, and efficiently. The Detention Bureau consists of a wide array of services and components that provide the basic care and custodial services for every person arrested. The Highlands County Sheriff's Office Detention Facility's inmate population consists of pre-trial, pre-sentenced, county and state sentenced males and females, as well as juvenile offenders who have been adjudicated as adults.

The Detention Bureau consists of three Divisions which provide Correctional services in one form or another.

The Detention Operations Division is comprised of a number of units which support the operation of the detention facility.

Classifications – The Classifications Unit is responsible for interviewing and assigning a security housing classification to each person housed in the facility. They also track the length of sentence for each inmate to assure they are held the appropriate length of time.
Inmate Programs – The Detention Bureau provides a number of inmates programs, such as religious services, substance abuse, and mental health counseling.
Transportation – The Transportation Unit delivers inmates to various destinations around the state. The trips include medical services, delivering inmates to the state prison system, and pick ups from other county jails.
Food Services – Food Services provides meals that have been certified by a dietician to the inmate population while utilizing cost efficient methods.
Community Maintenance Program – The CMP was established by the Sheriff's Office, the Board of County Commissioners, and Judges of the Circuit and County Courts to allow individuals to serve their sentences by working on weekends and various weekdays in lieu of being incarcerated.
Facility Maintenance – Provides maintenance and repair services for the administrative offices and jail. Maintains and coordinates preventative maintenance for the facility infrastructure to ensure maximum use of our assets.

The Detention Security Division is responsible for the care, custody, and control of the inmates housed at the Highlands County Detention Facility. The Division is comprised of four squads, each supervised by a lieutenant and two sergeants. Each squad has detention deputies assigned to housing units as well as to Booking (intake and release).

The deputies assigned to Housing ensure that each inmate receives basic needs such as meals, medication, bedding, and personal hygiene items. They also supervise and monitor inmate behavior in the units in order to provide a safe housing environment.

The Medical Division is staffed and available 24/7. Staff includes: registered nurses (RN's) and licensed practical nurses (LPN's). Services include: medical screenings for acute and chronic illnesses, medical clinic is staffed 4 days a week with a physician and/or physician's assistant (PA's), laboratory, and X-rays. Medical coordinates outside appointments with physician's offices and/or dental exams. Medical also has mental health screenings and counseling with follow up appointments with psychiatrists, psychologists, advanced registered nurse practitioner (ARNP) and/or licensed certified social worker (LCSW). Additionally, medical services administers prescribed medications and treatments, perform physicals, tuberculosis skin (PPD) testing and numerous medical exams.

Inmate Visitation Rules and Regulations

The Highlands County Sheriff’s Office Detention Facility is committed to providing visitation between inmates and their families and friends. The following is a list of rules and regulations established to facilitate a cohesive and respectful visitation experience while complying with the guidelines and requirements of the facility.

1. Inmates in general population are allowed at least two (2) hours of visitation per week, in addition to attorney, law enforcement interviews, and clergy visits.

2. Visitations are available Monday through Friday 7:00 A.M. to 9:00 P.M. and Saturday 7:00 A.M. to 2:00 P.M., excluding holidays.

3. Visitors are responsible for making visitation appointments. Visits shall be allowed twice per week according to the inmate's housing unit scheduled visitation days.

4. Visitors may schedule visits by the visitation kiosk in the visitors’ reception lobby, online (visitation.highlandssheriff.org) or through the visitors’ receptionist desk. Visits may be scheduled up to seven (7) days in advance and must be scheduled no less than 24 hours in advance.

5. Same day appointments will not be accepted, unless approved by a Detention Division Captain or higher rank.

6. The maximum number of visitors that may visit an inmate at the same time is two (2).

7. Adult visitors must present a picture I.D. prior to each visitation.

8. Persons under eighteen (18) years of age must be accompanied by an adult and registered to visit. Children may not be left unattended at any time in the lobby area without direct adult supervision.

9. Visitors must be dressed appropriately. No swim suits, see through, or revealing clothing of any type. A supervisor will make the final determination on whether attire is appropriate.

10. Visitors must conduct themselves in an orderly manner. Persons who are unruly and/or believed to be under the influence of alcohol or drugs will be denied visitation. In addition, visitors creating a disturbance or using obscene language will be instructed to leave the Facility and their visit will be terminated.

11. NO CELL PHONES PERMITTED IN THE VISITATION AREA.

12. NO FOOD OR DRINKS PERMITTED IN THE LOBBY AREA.

13. VISITORS WILL NOT TAMPER WITH VISITATION VIDEO EQUIPMENT.

Failure to comply with the rules and regulations of the Facility may result in the termination of your visit and or the visitor being banned from making future visits.
