The inmates housed at IN DOC – New Castle Correctional Facility – GEO located at 1000 Van Nuys Rd
PO Box E in New Castle, IN are placed according to their custody level and are incarcerated by a private company contracted by a government agency and are paid a per diem or monthly rate, either for each inmate in the facility or for each bed available. The facility is well-trained and well-staffed. This doesn't come without some controversy as the "price of incarceration" is big business and critics claim there is a monetary benefit to keeping people locked up. The flip side is this facility undergoes rigorous inspections and are some of the be maintained in the US.
For inmates that show a willingness to learn new things, there are educational and vocational training programs here that will prepare them for a successful reentry when released.

WHAT IS THE PROCEDURE FOR ASSIGNING ADULT OFFENDERS TO FACILITIES WHEN THEY BEGIN TO SERVE THEIR SENTENCE?
Male offenders are assessed at the Reception Diagnostic Center and females are assessed at the Rockville Correctional Facility Intake Unit. Each offender is scored on the Classification Designation Instrument. Points are assessed according to the length of sentence, the seriousness of the offense, violence in the offense, escape histories, substance abuse problems, conduct while incarcerated, etc. At that point, the score is calculated (minimum, medium and maximum). The score is then measured against security level criteria. Certain criteria prohibit offenders from placement in lower security settings, such as remaining time of incarceration, pending charges, sex offenses, and serious conduct reports.
IF PEOPLE ARE SENT TO PRISON FOR PUNISHMENT, WHY SHOULD THEY BE ALLOWED TELEVISIONS, RADIOS, FREE EDUCATION AND ACCESS TO GYMNASIUMS, AND LIBRARIES, AS WELL AS MEDICAL AND DENTAL CARE?
The State Constitution states the penal code shall be founded on the principles of reformation, and not of vindictive justice. The Department is required to provide medical and dental services to inmates as well as access to law libraries and educational programs. However, if an inmate wants to pursue post-secondary education, the cost is the inmate's responsibility. Idle prisoners would require more supervision and could be a threat to the security of the facility. Therefore, it is important to not only provide programming and employment to the inmates but allow them recreational time as well. It should be noted that most of the inmates currently incarcerated will be returning to society, and hopefully will be prepared when they do so.

HOW DO I VISIT AN OFFENDER?
In order to visit an offender, an individual must be on the offender's visitors list. The offender has been given information on how to put someone on his/her visitor's list, and it is their responsibility to do so. If you wish to visit an offender, please contact them and request that your name is added to their visitor's list and that they send you a copy of the visitation application. The application is not available online; it must come directly from the offender. Visiting applications must be filled out completely in order to be processed. The completed application must be mailed to the offender's IDOC facility. Faxes and emails are not accepted.
If you are uncertain as to whether you are on the offender's visitors list or to check the status of your application, please write the offender you wish to visit. It is the responsibility of the offender to notify their visitor of the outcome.

WHAT CAN I BRING TO A VISIT?
Visitors shall not be permitted to possess or carry the following items into the visiting area: Firearms, weapons, knives, ammunition, narcotics, medication (unless the medication is life-saving or life-sustaining, such as nitroglycerin pills, oxygen bottles, bee sting kits, inhalers, etc), controlled substances, alcoholic beverages, marijuana, tobacco and tobacco-related items, cameras, video and audio recording equipment and electronic devices, including, but not limited to: cameras, cellular telephones, pagers, blackberries, radios, tape recorders, etc. Visitors may not carry anything into the visiting area except one (1) clear, plastic baby bottle and/or pacifier and one (1) diaper. If life-saving or life-sustaining medication is brought to the facility, the visitor must advise the staff at the visiting desk that they are carrying such medications. Each adult visitor shall be permitted to bring up to $ 20.00 (coins only) into the visiting area to be used to purchase items from vending machines. Visitors shall not give any money to an offender. Giving money to an offender shall be considered trafficking and shall cause the visit to be stopped and the visitor restricted from visiting the offender in the future.
CAN I BRING A CHILD TO VISIT AT A DEPARTMENT OF CORRECTION FACILITY?
Visitors under the age of 18 years of age must be accompanied by their parent or legal guardian at all times while on facility grounds. Children shall not be left alone at any time while on facility grounds. Parents or legal guardians shall be responsible for the behavior of their children and a visit may be ended if the children become disruptive. In cases where a parent or guardian cannot accompany a minor child, the Facility Head may approve another responsible adult to accompany the child during a visit. The adult shall be required to present SF 48965, "Authorization for a Minor Child to Visit," each time the child is brought for visitation at the facility.
