The inmates housed at MD DOC – Metropolitan Transition Center located at 954 Forrest St in Baltimore, MD are placed according to their custody level (determined by a number of factors including the past criminal history and the length of their sentence). There are ample educational and vocational training programs for all inmates, especially ones that show a willingness to learn new things that will prepare them for a better life when they are released. The mission is to promote and prepare the offender to leave in better shape than when they arrived, giving them the best chance to never come back and thus lower the state's recidivism rate.
The Division of Pretrial Detention and Services is located in Baltimore City, and currently consists of the following facilities: Baltimore Central Booking and Intake Center; Chesapeake Detention Facility; Metropolitan Transition Center; and the Baltimore Pre-trial Complex, which includes the Wyatt Building; the Jail Industries Building; the Annex; and the Women’s Detention Center.
For teenagers facing adult charges, the Baltimore Pre-trial Complex houses a unique high school behind bars: Eager Street Academy. In addition to a wide array of mental health, social, educational, recreational, spiritual, substance abuse, and rehabilitative programs, detainees are afforded opportunities to learn employable skills while preforming job assignments within the facility, and during outside detail positions within the community.
The Division of Pretrial and Detention Services will continue to strive toward ensuring the safety and security of staff, detainees, and inmates; treating individuals in a humane manner; and believing in the value of the human being. We ensure staff has proper training and equipment; we provide cost effective services; we protect individuals, whether they are members of the public, our own employees, those we are obligated to keep safe in our custody, or victims of crime.
Around the state, we work in the communities to which many of our offenders will one day return, and we work with the offenders out in the community every day, performing public works and sustainability projects that save tax payer dollars and help to preserve Maryland’s natural resources.
Metropolitan Transition Center is located in Baltimore Maryland. It is a minimum security prison that can houseover 700 adult males. This correctional facility is also considered the oldest in the nation and was founded in 1811. Inmates at this prison can receive substance abuse treatment through a therapeutic community setting, each year this facility treats about 200 offenders.
Vocational skills taught at Metropolitan Transition Center include certification in automotive repair, HVAC, roofing, warehousing, plumbing, carpentry, printing, and information technology. Inmates can also earn a GED and take classes in reading, writing and math.

General Information:
Use of restroom facilities is prohibited during visitation. If either the inmate or a visitor requires the use of the restroom, the visit will be terminated at that time. Please keep this in mind when visiting with small children.
All visitors are subject to canine (if available), electronic drug detection device (if available), and/or visual mouth searches prior to being allowed to visit an inmate. If you cannot clear the metal detector, you will be denied entry. Nothing may be brought into the institution except as authorized by the warden or designee. Any item brought into this institution in a manner other than authorized is contraband, and the person bringing the item into the institution is subject to criminal penalties.
A visitor 16 years of age and older must present photograph identification.
Children (18 years of age and younger) visiting the inmate must be immediate family to either the inmate or the visitor and must be accompanied by a person 18 years of age or older who is on the inmate's visiting list.
A maximum of three (3) visitors per inmate at one time.
