The inmates housed at MD DOC – Roxbury Correctional Institution (RCI) located at 18701 Roxbury Road in Hagerstown, MD are placed according to their custody level (determined by a number of factors including the past criminal history and the length of their sentence). There are ample educational and vocational training programs for all inmates, especially ones that show a willingness to learn new things that will prepare them for a better life when they are released. The mission is to promote and prepare the offender to leave in better shape than when they arrived, giving them the best chance to never come back and thus lower the state's recidivism rate.
MD DOC – Roxbury Correctional Institution (RCI) – Visitation
General Information::
All visitors are subject to canine (if available), electronic drug detection device (if available), and/or visual mouth searches prior to being allowed to visit an inmate. If you cannot clear the metal detector, you will be denied entry. Nothing may be brought into the institution except as authorized by the warden or designee. Any item brought into this institution in a manner other than authorized is contraband, and the person bringing the item into the institution is subject to criminal penalties.
A visitor 16 years of age and older must present photograph identification.
Children (18 years of age and younger) visiting the inmate must be immediate family to either the inmate or the visitor and must be accompanied by a person 18 years of age or older who is on the inmate's visiting list.
Inmates are allowed two (2) visits per week.
Segregation inmates are allowed one (1) visit per week.
The visiting week begins on Friday and ends on Monday. On weekdays only, if a second and different visitor arrives for visitation the same day, this visit shall be considered the second visit for the week and no more will be allowed.
During the weekend visiting schedule, the odd/even numbering system will be in effect – the last digit of the inmate's ID number will correspond to the date of the visit, (i.e., odd digit corresponds with odd date; even digit corresponds with even date). Whenever both days are odd on the weekend, even and odd numbers may visit on either day but not on both days.
Three (3) adults and three (3) minors are permitted per visit. Minors accompanying adults, shall be supervised and kept under control by the adult at all times or the visit may be terminated. This includes the restriction of minors from wandering from their assigned seat. All male visitors must have their hand-stamped.
Visitors are not permitted to carry any items into the visiting room with the exception of life-saving medications, which must be communicated to the Front Lobby Officer prior to the visit.
Visitors shall remove jewelry, to include tongue, ear, and facial piercings, with the exception of wedding ring sets or medic alert jewelry and store them in the lockers that are provided in the Front Lobby.
No infant paraphernalia, with the exception of a pacifier, will be permitted in the visiting room.
Roxbury Correctional Institution is located in Hagerstown Maryland. It is a medium security prison that houses approximately 1,701 adult males. Inmates at this facility have an average incarceration term of 7 years. This facility participates in the Maryland Correctional Enterprises employing inmates in jobs includingfile folder and envelope production, Maryland motor vehicle administration and registration stickers. Inmates also work in a recycling plant, and provide agricultural services harvesting crops.
Offenders can earn a GED while incarcerated and can participate in a variety of vocational training. Vocational skills taught at Roxbury Correctional Institution include vehicle maintenance, masonry, building maintenance, and carpentry.
