The inmates housed at MD DOC – Western Correctional Institution (WCI) located at 13800 McMullen Hwy Southwest in Cumberland, MD are placed according to their custody level (determined by a number of factors including the past criminal history and the length of their sentence). There are ample educational and vocational training programs for all inmates, especially ones that show a willingness to learn new things that will prepare them for a better life when they are released. The mission is to promote and prepare the offender to leave in better shape than when they arrived, giving them the best chance to never come back and thus lower the state's recidivism rate.

Western Correctional Institution is located in Cumberland Maryland. It is a maximum security prison that houses approximately 1,680 adult males. The average sentence for inmates at this facility is 8.5 years. Vocational activities offered at Western Correctional Institution include welding, horticulture, cabinetmaking and millwork, maintenance and graphic arts/printing.
Western Correctional Institution also participates in the Maryland Correctional Enterprises, allowing inmates to earn a wage while working to construct various pieces of wooden furniture. Inmates can also take adult literacy courses and classes to earn a GED. Substance abuse treatment programs are also available to inmates who require them.

The duration of each visit shall be one (1) hour
Administrative Segregation Inmates will be allowed visitation on Fridays and Saturdays until further notice.
There will be No Monday Visitation until further notice.
General Information:
All visitors are subject to a canine search, (if available); electronic drug detection device (if available); and/or visual mouth searches prior to being allowed to visit an inmate. In addition, all visitors shall be fingerprinted using a single digit fingerprint scanning device (Web ID software). If the Web ID system indicates a “hit” (which only indicates that the visitor has fingerprints on file for either criminal or non-criminal purposes), the visitor will be provided with a letter which explains that the visitor did not clear the fingerprint identification process and what is necessary to proceed. After the visitor submits the required information, the warden or designee will advise the visitor (in writing) as to whether or not their visiting privileges have been approved or disapproved.
If visitors cannot clear the metal detector, they will be denied entry. Nothing may be brought into the institution except as authorized by the warden or designee. Any item brought into the institution in a manner other than authorized is contraband, and the person bringing the item into the institution is subject to criminal penalties.
Inmates are only permitted one (1) visit per day; no more than five (5) visitors, including no more than three (3) children, may visit at any one time. Toddlers and children are included as visitors. Visitors under the age of 18 must be under adult supervision at all times while on State property to include parking areas. Visitors 16 and older must be on the inmate's visiting list and must present photograph identification. Children (18 years of age and younger) visiting the inmate must be immediate family to either the inmate or an accompanying visitor, who must be 18 years of age or older and on the inmate’s visiting list.
Use of restroom facilities is prohibited during visitation. If either the inmate or a visitor requires the use of the restroom, the visit will be terminated at that time. Please keep this in mind when visiting with small children.
General population, administrative segregation and protective custody inmates are allowed two (2) visits per week. Minimum security and Honor Tier inmates are allowed three (3) visits per week. Disciplinary segregation inmates are allowed one (1) visit per week.
