The inmates housed at MCF Oak Park Heights located at 5329 Osgood Ave N in Stillwater, MN are placed according to their custody level (determined by a number of factors including the past criminal history and the length of their sentence). There are ample educational and vocational training programs for all inmates, especially ones that show a willingness to learn new things that will prepare them for a better life when they are released. The mission is to promote and prepare the offender to leave in better shape than when they arrived, giving them the best chance to never come back and thus lower the state's recidivism rate.

MCF-Oak Park Heights opened in 1982. With a population of up to 473, it has the highest custody level in the DOC system.
Most of the offenders housed here are classified as maximum custody or extreme risks to the public. However, the facility also contains a modern medical infirmary designed to handle transitional health care needs for offenders transferred from other facilities, as well as a mental health unit designed to assist offenders who have severe mental health needs. Offenders from other facilities are often transferred to MCF-Oak Park Heights to receive medical care.
Inmates participate in highly-structured programming including industry, education, and institutional housekeeping.
Oak Park Heights is the site of the consolidated offender canteen service, operated by MINNCOR Industries and servicing all department adult facilities.

Contact visits are limited to a total of 4 visitors (with exception of two additional children under 2 years of age). Non-Contact visits are limited to a total of 2 visitors (with the exception of one additional child under 2 years of age). Any more would be considered special visits and must be pre-approved due to limited space.

Non-Contact Visits for offenders in restrictive housing and general population offenders with restrictions are on a First Come First Serve basis. These visits occur in the Level 4 Non-Contact Area during regular visiting hours. Directions: Take Hwy. 36 east to Osgood Ave. and turn right. The facility is about one mile on the left side of Osgood Ave.
