MN DOC – MCF-Red Wing – Friends & Family Handbook
Constructed in 1889, MCF-Red Wing provides treatment, education, and transition services for serious and chronic male juvenile offenders placed at the facility either as a condition of court-ordered probation or as the result of having been committed to the commissioner of corrections. The facility also provides detention and predisposition evaluation services as requested by the courts
Juvenile residents participate in the facility's cognitive/behavior restructuring and skill development treatment program. Risk/needs assessments are completed for each resident, and outcomes are used to develop the resident's individual treatment plan. Monthly and quarterly reports are used to measure progress toward treatment plan completion. All residents are expected to develop an individualized relapse prevention plan and demonstrate its effectiveness during daily activities prior to their release.
In addition, the facility provides a separate community re-entry program for 43 minimum-security adult male offenders.
Education
Resident educational needs are assessed during orientation. Educational plans are individualized based on assessment outcomes. Residents participate in academic and vocational programs. Special Education and remedial education services are also available. Residents who achieve a GED or High School Diploma may be assigned to the facility's Work Readiness Program.
Recreation & Leisure
The MCF-Red Wing recreation department provides a variety of services to residents at the facility including community service activities, experiential education, and leisure education classes. The activities are designed to teach residents the value of recreation and leisure time pursuits as an alternative to anti-social behavior. They are also designed to reinforce treatment and transition services.
Transition & Aftercare
The Transition Services programs mission is to provide youthful offenders with the tools and skills to overcome the barriers they face in their efforts to successfully reintegrate back into the community. The importance of a step-down process of re-entry is well researched and has been deemed a "best practice."
Pre-Dispositional Evaluation
MCF-Red Wing provides pre-dispositional evaluation services in accordance with Minnesota Statutes. Admission criteria include an adjudication of delinquency on the current offense and a written court order of placement at MCF-Red Wing.
Cognitive / Behavioral Treatment
The Cognitive/Behavioral Treatment Program is based on the principles and practices associated with Cognitive/Behavioral Therapy. The primary program goal is to assist residents to identify and restructure attitudes and beliefs that contribute to their delinquency and to develop pro-social cognitive and behavioral skills to assist them to manage their environment without resorting to destructive or self-defeating behaviors. All residents are required to develop an Individualized Relapse Prevention Plan and demonstrate its effectiveness both at the facility and during the transition phase of the program.
Substance Abuse Treatment
The Substance Abuse Treatment Program is also a cognitive/behavioral therapy based. The program is designed for those residents whose substance abuse is primary to their delinquency. In addition to cognitive/behavioral restructuring and skill development components, the program activities include a logical and sequential approach to recovery based on stages of change, relapse prevention, and transition/aftercare maintenance.
Sex Offender Treatment
Residents assigned to the facility's Sex Offender Treatment program participate in cognitive/behavioral restructuring and skill development components designed to address their sexual misconduct. Program goals include increased victim empathy, increased understanding of sexual arousal, and understanding the elements of healthy sexual relationships. Tasks include completing a sexual history, victim-perpetrator cycle, polygraph and individualized relapse prevention plan.
Mental Health Treatment
The facility provides mental health treatment support services for residents diagnosed with mental illness. Residents in need of psychological services participate in support groups related to medication management, mood management, and other related topics. Individual counseling and psychiatric consultation services are also available. The facility operates a mental health living unit for those residents who unable to adjust in the general population living units.
