This facility is for adult inmates.

The Morgan County AL Jail is a medium-security detention center located at 119 Lee St NE Decatur, AL which is operated locally by the Morgan County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Morgan County accepts inmates from surrounding towns, municipalities, the US Marshal's Service and the Decatur Police Department who do not have their own long-term lock-up.

When Inmates are booked into the Morgan County Jail, the Cash that they have on them is placed into an account at the Sheriff’s Office that allows them to purchase items from the jail commissary. Friends and Family members may place money in the kiosk in the MCSO Lobby.

The following procedures have been set in place concerning facility mail:

All written incoming inmate mail must be on a Postcard, no larger than 5” x 7”

All mail (excluding legal mail) will be searched at an undisclosed location before being passed out to the inmates.

Legal mail includes but is not limited to the following:

• Any mail from private attorneys or legal representatives
• Any mail from government attorneys
• Any mail from the judge or his court
• Any mail from embassies and consulates
• Any mail from the president or vice president of the United States
• Any mail from any member of Congress
• Any mail from the department of justice (including INS and the office of the inspector general )
• Any mail from the U.S. public health services
• Any mail from the administrators of grievance systems

Correspondences will only be treated as legal mail if the title and the office of the sender are plainly identified on the envelope, clearly indicating that the correspondence is special. At no time will any detention officer read or copy any legal mail for any reason. The inspection of legal mail shall be limited to the purpose of detecting physical contraband and confirming that any enclosures qualify as legal mail.

All mail that has been cleared to go to the inmate will be passed out in a reasonable amount of time.

Incoming general correspondences and other mail may be rejected by the officer in charge to protect the security, good order, or discipline of the institution, to protect the public, or to deter criminal activity.

Postcards that may be rejected include, but not limited to, items with the following contents:

1. Any postcard that does not meet the required size, defined in the procedure section of this policy.

2. Materials that depicts, describes or encourages activities that could lead to physical violence or group disruption including to materials dealing with subjects of self-defense or survival, disorder, weaponry, armaments, explosives, or incendiary devices.

3. Information regarding escape plots plans to commit illegal activities or to violate Morgan County Detention Facility rules of facility guidelines.

4. Information regarding the production of drugs or alcohol.

5. Sexually explicit materials.

6. Threats, extortion, obscenity, or gratuitous profanity.

7. Anything of monetary value.

8. Any items attached to the postcards such as, but not limited to: extra stamps, stickers, pictures, additional postcards.

9. Items that are sprayed with cologne, perfume, or any type of liquid substance.

10. Violates legal or postal regulations.

11. Any messages are written in code or contains coded messages.

12. Correspondence containing contraband

13. Gang-affiliated materials.

14. Mail from other inmates, from inside M.C.D.F or other Correctional Facilities.

Rejected Correspondence will be sealed, and returned to sender. The sender will be notified why correspondence was rejected. Inmates will be notified Correspondence was received but rejected due to a violation.

Exceptions to individual letters may be allowed, this will require written approval by the Jail Administrator. A one-time envelope, with no other correspondence, may be allowed. This envelope may contain up to Five (5) photos. They must be no larger than 4” x 6” in size. Send pictures now.

Photos may be rejected due to incorrect size, sexually explicit content, if it depicts, describes, or encourages activities that could lead to physical violence or group disruption including to materials dealing with subjects of self-defense or survival, disorder, weaponry, armaments, explosives, or incendiary devices. Information regarding escape plots, coded messages or gang affiliated content. May also be rejected if sprayed with any liquid substance.

Common Publications that are mailed into the facility may be placed in the Jail library.

What can I bring to an Inmate?

Within the first 10 days of an Inmates incarceration, an Inmate may be brought the following items:

• 2 pair of white socks
• 2 pair of briefs or panties (or 1 underwear and 1 thermal top)
• 2 white t-shirts (or 1 t-shirt and 1 thermal top)
• 2 sports bras (no wire or clasps)
• 1 white towel
• 1 white washcloth
• 1 softcover bible

• SUNDAY 9:00am – 10:45am : 12:00pm – 3:45pm

INMATES ARE ALLOWED 3 VISITS PER WEEK UNLESS HOUSED IN TRUSTEE DORM

SPECIAL VISITATION HOURS FOR TRUSTEES

• MONDAY, WEDNESDAY, AND SATURDAY – 6:00PM – 7:45PM

Visitation Rules

·        Visitation days and times are to be determined by the Warden or Jail Administrator and will be posted. The Warden or Jail Administrator may authorize special or extended visits that would occur outside normal visiting hours.

·        Visitors must present a current, and valid state issued ID.

·        Exchange of visitors is prohibited during the course of the visitation.

·        Visits will be on a first come, first serve basis. It will be the inmate’s responsibility to contact his family to come visit.

·        If there is not a public visitation booth open, a visitor may be instructed to wait or come back later. The same instructions will be given if the visitation booth in the desired housing unit is already occupied. A visit will not be allowed to begin any later than 15 minutes before the close of visitation hours.

·        Maximum amount of visitors is: 1 Adult and 2 Children  -or-  2 Adults

·        Visitors will not leave children under the age of thirteen unattended in the Lobby during visits and will supervise their children at all times.

·        Visitors must remain seated at visitation monitor. Exposing of body parts during the video visitation is strictly prohibited. Any visitor in violation of this rule will lose visitation rights for one month or more as determined by jail staff.

·        All Visitors’ clothing shall be clean and within the bounds of common decency.  Shirt and shoes must be worn at all times.

·        Prohibited apparel includes, but is not limited to: tank tops, tube tops, halter tops, swim suits, see-through, or any other form of immodest or revealing clothing. Visitors dressed inappropriately, as determined by detention staff, shall not be allowed to visit.

·        All visitors and their belongings are subject to search upon entering the facility. Weapons, ammunition, illegal drugs, and smoking are not allowed in the Lobby or Video Visitation room.

·        After visitation is complete, Visitors must leave the facility. Loitering is not allowed within the facility or on facility grounds.

·        Family and friend visits are normally not allowed until the inmate is housed in a pod.

·        Inmates must be in complete uniform and are to remain properly dressed during the visit.

·        Only one inmate at the visitation screen during a visit. No inmate will disturb another inmate while visiting.

·        Any damage to, or destruction of the video visitation screen will result in termination of family and friend visitation. Criminal charges will be filed for destruction of county property.

·        Visitation will be denied or terminated at anytime it is deemed necessary to maintain security, order, or discipline of our facility

·        Persons identified as having been incarcerated in the Morgan County Detention Facility with in the last ninety days shall not be allowed to visit.

·        Persons identified as having active warrants shall be reported immediately to sworn personnel for possible action.

·        Food and Drinks are prohibited from inside the visitation room.
