The inmates housed at Neuse CI located at PO Box 2087 in Goldsboro, NC are placed according to their custody level (determined by a number of factors including the past criminal history and the length of their sentence). There are ample educational and vocational training programs for all inmates, especially ones that show a willingness to learn new things that will prepare them for a better life when they are released. The mission is to promote and prepare the offender to leave in better shape than when they arrived, giving them the best chance to never come back and thus lower the state's recidivism rate.
The 788-bed Neuse Correctional Institution, a medium security prison in Goldsboro, received its first inmates August 27, 1994. Neuse was built to replace Triangle Correctional Center in Raleigh as the eastern North Carolina processing center for adult male misdemeanants. The addition of a 3A/B Medical Facility took place on Jan. 1, 2018.
The original 500-bed, $10.6 million construction project was funded in July 1991 as part of a $103 million prison construction program authorized in July 1992. Lawmakers added another 100-bed dormitory as part of the $87.5 million prison construction program authorized in July 1993.
Approximately 240 beds are set aside for inmates who will be assigned work in support of the day-to-day operation of the prison.
Neuse CI has a campus-style layout consisting of 10 buildings inside the perimeter fence. It has two large housing units and one that consists of four separate housing units. There is a 40-bed single cell restrictive housing building for housing misdemeanant safe keepers, misdemeanants with pending felony charges, or inmates in a disciplinary status.

Visitation is by appointment only and limited to two hours. Calls for visitation should be made between 9 a.m. and 4 p.m. on Wednesday and Thursday (except for state holidays) by calling 919-731-2033. The Schedule for visits will be Saturday and Sunday, 9 – 11 a.m. and 1 – 3 p.m. for all units.
Restrictive Housing inmates may be visited Monday through Friday by appointment only for one hour from 8 – 11 a.m. and 1 – 4 p.m. Visitors should call 919-731-2023 and ask for ext. 1279 to make a visit.
Special Visits are available during the week, subject to certain restrictions by calling 919-731-2023, ext. 1271.
DIRECTIONS – From Raleigh, take U.S. 70 to Goldsboro and turn right onto O'Berry Center Road. Drive until it ends and takes a left onto Old Smithfield Road, which will take you to a stoplight. Take a right at the light and drive by the Cherry complex and across the railroad tracks. Neuse Correctional Institution will be on your right.
