The inmates housed at Pamlico CI located at 601 N 3rd St in Bayboro, NC are placed according to their custody level (determined by a number of factors including the past criminal history and the length of their sentence). There are ample educational and vocational training programs for all inmates, especially ones that show a willingness to learn new things that will prepare them for a better life when they are released. The mission is to promote and prepare the offender to leave in better shape than when they arrived, giving them the best chance to never come back and thus lower the state's recidivism rate.
Pamlico Correctional Institution is a medium custody facility for adult males located in Bayboro, approximately 18 miles east of New Bern. There are two housing units for the regular population that houses up to 552 adult male inmates. The restrictive housing unit has 24 cells, as does the protective custody unit.
Pamlico prepares inmates for transition and re-entry by providing educational and personal growth opportunities. Pamlico Community College provides a variety of courses. Vocational classes include Dental Technology, Electrical Wiring, Masonry, Carpentry, Re-upholstery, Plumbing, Horticulture, Industrial Cleaning, and Information Systems. Adult Basic Education and GED classes prepare inmates for the General Education Diploma. Rehabilitation and treatment programs include Cognitive Behavior Intervention, Napoleon Hill, Anger Management, Thinking for a Change, Alcoholics Anonymous and Narcotics Anonymous. Pamlico Correctional Institution has a New Leash on Life program in partnership with the Carteret County Humane Society, Pamlico Pals for Paws, and other community supporters.
HISTORY – Pamlico Correctional Institution opened in 1998 as a private prison owned and operated by Corrections Corporation of America. In October 2000, the state assumed operational management and later purchased the facility from CCA.

NCDPS – Pamlico Correctional Institution – Visitation
Visitation is by appointment only. Visits are scheduled by calling (252) 745-5538, Monday through Friday between 9 a.m. – noon, and then from 1 – 4 p.m. Visitors (adults and children) must be on the inmate's approved visitation list before a visit will be scheduled. Normally, the number of approved visitors is limited to three. Visits must be scheduled within seven days of the visitation date requested. Visitors must check in at the gatehouse before 9:15 a.m.
The visitation schedule for regular population inmates: Saturday: 8 – 10 a.m. and 1 – 3 p.m.; Sunday: 8 – 10 a.m.
Visitation for restrictive housing inmates: Wednesday: 8:30 – 9:30 a.m.
Visitation for protective custody inmates: Thursday: 8:30 – 10:30 a.m.
There may be times when a special visit may be warranted due to the distance to be traveled by family members and/or friends. Special visits may be requested by calling the visitation phone number.
DIRECTIONS – From Raleigh, take US 70 East to New Bern. As you start across the Neuse River bridge, take the US 17 North exit for Bridgeton/Bayboro. After crossing the bridge, take the NC 55 exit to Bayboro. In Bayboro, turn left on 3rd Street at the traffic light next to the courthouse. Go one mile and Pamlico CI is on the left.
From Greenville, take NC 43 South to Vanceboro. Once through Vanceboro, take US 17 South to Bridgeton, then take the NC 55 exit to Bayboro. In Bayboro, turn left on 3rd Street at the traffic light next to the courthouse. Go one mile and Pamlico CI is on the left.
