The inmates housed at Sampson CI located at 700 NW Blvd
Hwy 421 North in Clinton, NC are placed according to their custody level (determined by a number of factors including the past criminal history and the length of their sentence). There are ample educational and vocational training programs for all inmates, especially ones that show a willingness to learn new things that will prepare them for a better life when they are released. The mission is to promote and prepare the offender to leave in better shape than when they arrived, giving them the best chance to never come back and thus lower the state's recidivism rate.
Sampson Correctional Institution near Clinton is a medium/minimum security prison for adult males.
Inmates at Sampson work in the largest of seven Correction Enterprise laundries. Inmates may also be assigned to work on a Department of Transportation road crew or as maintenance or kitchen help at the prison. The minimum custody inmates work for N.C. Justice Academy, Transportation, Forestry Service, National Guard, Agriculture Research Station, and local government.
Sampson Community College works with the prison to provide vocational classes in horticulture, air conditioning, and refrigeration. Classes are also offered to help inmates prepare for GED tests.
HISTORY – Sampson was one of 51 county prisons for which the state assumed responsibility with the passage of the Conner Bill in 1931 and was one of 61 field unit prisons renovated or built during the late 1930s to house inmates who worked building roads.
Minimum-custody inmates are housed in the older dormitories of the original prison compound, and medium-custody inmates are in the new dormitories in a more secure compound with towers and roving patrols manned by armed correction officers.
Lawmakers provided for a 104-bed dormitory as part of the $17.4 million prison construction program authorized in 1988. As part of the $55 million prison construction program in 1989, lawmakers provided for dormitories to house 208 inmates.
Construction was completed on two new dormitories, a multipurpose building, dining hall and chapel/recreation building in 1990. Another dormitory opened in 1991.
With the old dormitory rated to hold 44 inmates, the new construction provided the prison capacity to 464 inmates. The prison had another 10 single cells for placing inmates in administrative or disciplinary segregation.

Visitation is held on weekends. Inmates visit by the first letter of the last name. The visitation schedule rotates every 90 days.
H – M Saturdays 9 – 11:30 a.m.
A – G Saturdays 1 – 3:30 p.m.
N – Z Sundays 1 – 3:20 p.m.

DIRECTIONS – From Raleigh, Take I-40 East to U.S. 701 South and travel toward Clinton. Turn right on the U.S. 701 Bypass South around Clinton and exit onto North Boulevard (Dunn exit). Take a right on North Boulevard. Immediately after you pass the minimum security on your lef t, you will come to a stop light. Make a left at stop light onto U.S. 421 South, and the medium facility is approximately ¼ mile on the left.
