This facility is for juvenile residents.
NCYF is a maximum, medium and minimum security facility designed for youthful offenders from early adolescence to age 21 years, 10 months. Custody and Unit Management are major operational areas within the NCYF with a focus on management, programming and discipline that protects staff, inmates and the public. Rules and regulations are in place, and inmates housed at the facility are expected to follow them. Violations of rules may result in disciplinary hearings. Disciplinary action from such hearings may mean a loss of certain privileges and/or reclassification to a higher custody level. Maintaining safety and security is the responsibility of all staff.
Per diem includes youthful offender wages, clothing, cleaning supplies, food and food supplies, inmate transportation, and other offender related institutional supplies. The construction and maintenance section of NCYF insures the physical plant is maintained in good condition and makes any alterations or additions necessary to operate a safe, clean, and efficient facility.
Support services include food service, staff development, recreation, and records management. The food service department provides inmates with three meals daily, which are nutritionally designed to meet the needs of youthful offenders. These meals are prepared under sanitary conditions with the assistance of inmates working in the foodservice department. All NCYF staff receive the required number of training hours per year as outlined in the ACA Standards. All inmate records are secured in the Records Manager's office and are managed in a confidential manner. Inmates have the opportunity to participate in a variety of recreational activities seven days a week.
All male offenders sentenced by county and district courts of the state of Nebraska are received at the Diagnostic and Evaluation Center (DEC) in Lincoln. At DEC, individuals are assigned an inmate number, photographed, fingerprinted and provide a DNA sample. All DEC intake procedures apply upon arrival.
After completion of DEC intake activities, youthful offenders are immediately transferred to NCYF. Upon arrival at NCYF, the youthful offender completes additional in-processing documents, receives an initial medical screening, assigned a room, receives his clothing and bedding, and any personal property brought with him is inventoried. Following a 30-day orientation period, individuals are placed in general population.
