The inmates housed at Roswell Correctional located at 578 W Chickasaw Rd in Hagerman, NM are placed according to their custody level (determined by a number of factors including the past criminal history and the length of their sentence). There are ample educational and vocational training programs for all inmates, especially ones that show a willingness to learn new things that will prepare them for a better life when they are released. The mission is to promote and prepare the offender to leave in better shape than when they arrived, giving them the best chance to never come back and thus lower the state's recidivism rate.

Roswell Correctional Center is a level II facility which is a restrictive minimum-security prison where 250 adult male state inmates are housed in dormitory-like settings located in Hagerman, NM. Substance abuse treatment is available to inmates who require it. Vocational programs offer inmates a chance to learn the discipline of welding and earn certification. Religious services are also offered to all inmates who wish to participate. RCC allows select inmates to volunteer for the fire department.

The Center was originally classified as a Minimum Facility (level I) when it opened in 1978, with an inmate capacity of 65. In January 2000, the Department determined that it was in need of additional level II beds, at which time the center's custody level increased from a Level I to a Level II facility with a capacity of 340 inmates. There are various programming and treatment opportunities at RCC including, education programs, welding program (with certification), substance abuse community and a volunteer fire department. There is a large volunteer base with over 100 volunteers providing religious support and other services.
