This facility is for adult inmates.
The inmates housed at Noble Correctional located at 15708 McConnelsville Rd in Caldwell, OH are placed according to their custody level (determined by a number of factors including the past criminal history and the length of their sentence). There are ample educational and vocational training programs for all inmates, especially ones that show a willingness to learn new things that will prepare them for a better life when they are released. The mission is to promote and prepare the offender to leave in better shape than when they arrived, giving them the best chance to never come back and thus lower the state's recidivism rate.
NCI is a medium-security prison that also houses minimum-security inmates with a capacity of about 3,036. Offenders are housed in open dormitories. This prison is reported as having a higher rate of gang activity and violence when compared to other medium security institutions in the state. When compared to other years at this prison, violence has been steadily decreasing. Noble Correctional Institution offers vocational skills in carpentry, electrical wiring, plaster/drywall, and turf management. Inmates who do not possess a diploma can take adult basic education courses and earn a GED during their incarceration. Inmates can also participate in community services that include repairing state and county vehicles, constructing picnic tables for Habitat for Humanity, and more.
Unique Programs
Canine Care Program – This program is designed to rescue dogs that have been left at the local animal shelters and have not been adopted. The inmates train the dogs for basic obedience to make them more desirable to be adopted. We currently have 24 dogs being trained. All the dogs are received from Guernsey, Washington, and Monroe counties.
Carpentry Career Enhancement classes are designed for inmates with short term sentences. These programs are available to inmates with 45 to 365 days left on their sentence and each Career Enhancement program is 5 weeks in duration. The topics covered in this course include employability skills, basic tape measure skills, basic print reading, terminology and purpose of wall components, Wall layout, wall construction, and a 10 hour OSHA safety training. Each inmate receives a certificate upon the successful completion of the program.
Reading Room – The reading rooms encourage family literacy by providing a pleasant and comfortable setting for both child and incarcerated parent. Each room is stocked with a wide variety of children’s books and has an inmate narrator who reads to the visiting children twice a day. The role of the inmate narrator is to read picture books to the children in much the same manner that children’s hour would be done at a public library. A variety of arts and craft supplies for the children are also available in most of the rooms. Many of the supplies and books are donated by employees and service organizations.

ODRC – Noble Correctional Institution – Visitation
Visiting is offered five days a week (Wednesday – Sunday) from 8:00 a.m. to 3:00 p.m. by reservation only. Reservations may be made by calling 740-732-2368.Visiting hours are subject to change without notice. Please call the institution to verify visiting hours before planning a visit.
Video Visitation
The Noble Correctional Institution maintains two (2) video visiting kiosks in every housing unit. Video visits are offered 7 days a week and on all holidays. The hours of availability for video visits are as follows: 7:30-10:30 AM; 12:30-3:30 PM; and 5:30-8:30 PM. All visitation rules apply that would apply as if the visitor were to visit in person at the institution. Also, be advised that video visits may be monitored AT ANY TIME and are recorded and may be terminated for any visiting rule violations.
Video visits may be set up by following the link to J-Pay on our visiting web page. There are a maximum of 4 video visits at a time at NCI. All video visits must be made through J-pay at least 24 hours in advance. Video visits are 30 minutes in length.
There is no video visiting ability for segregation inmates. There are no limits on the amount of video visits an inmate may have. All individuals requesting a video visit must be an approved or tentatively approved visitor.
An approved visitor is defined as: a visitor that submitted an application for visitation, processing has been completed, and approval by institutional staff has taken place. Any approved visitor may request a video visit. Approved visitors must create an account and register with JPAY. When family members register to have a video visit, they are prompted by JPAY through a series of steps to achieve their visit.
