This facility is for adult inmates.

The inmates housed at Toledo Correctional located at 2001 E Central Ave in Toledo, OH are placed according to their custody level (determined by a number of factors including the past criminal history and the length of their sentence). There are ample educational and vocational training programs for all inmates, especially ones that show a willingness to learn new things that will prepare them for a better life when they are released. The mission is to promote and prepare the offender to leave in better shape than when they arrived, giving them the best chance to never come back and thus lower the state's recidivism rate.

TOCI is a closed custody state prison that incarcerates approximately 1,050 adult male inmates. Inmates here can take vocational courses in computer repair and administrative office technology. Academic courses offered at this prison include adult basic education and the ability to earn a GED. The Chaplain's office offers various religious worship services to inmates. Offenders can also participate in community-based programs that allow them to perform community service in bicycle repair, caring for dogs, and collecting canned goods for the local food bank.

Unique Programs

The Ridge Project

This is a faith-based non-profit organization that offers a marriage and family strengthening project developed specifically to address the unique obstacles families face when one partner is incarcerated for more than six months. The program works with both parents not only to ensure healthy marriages and strong families but also to ensure successful reentry of the inmate, stop incarceration within a family of inmates, reduce recidivism for ex-offenders and reduce negative behaviors among children of inmates.

Reading Room

The reading rooms encourage family literacy by providing a pleasant and comfortable setting for both child and incarcerated parents. Each room is stocked with a wide variety of children’s books and has an inmate narrator who reads to the visiting children twice a day. The role of the inmate narrator is to read picture books to the children in much the same manner that children’s hours would be done at a public library. A variety of arts and craft supplies for the children are also available in most of the rooms. Many of the supplies and books are donated by employees and service organizations.

Failure to adhere to any posted rules or regulations WILL RESULT IN TERMINATION OF YOUR VISIT AND CAN RESULT IN FUTURE VISITING RESTRICTIONS.

The following attire will NOT be permitted per the ODRC inmate visitation policy 79-VIS-01.

o   No form-fitted clothing of any kind (jeans, khakis, casual, skirts, dresses, shirt, blouse, turtleneck, etc.); clothing must be loose fitting.

o   No form-fitted attire made from spandex, lycra or any similar knit material (such as leotards, unitards (body suits), bicycle shorts, yoga, leggings or jeggings).

o   No attire with inappropriate holes, rips, openings or see-through of any kind (lace, transparent, sheer, etc.).

o   No tops or dresses that expose the midriff or have open backs and/or sides (such as sleeveless attire, halter tops, tube tops, low cut tops, cropped tops, tank tops, shoulder cut-outs, strapless or “spaghetti straps” and muscle shirts).

o   No low-cut attire that exposes the chest, back, thighs, any large amount of flesh or exposed undergarments.

o   No watches

o   No infant seats

All attire worn upon entry into the facility must be worn throughout the duration of the visit, with the exception of appropriate outerwear such as a coat and gloves.

Appropriate undergarments must be worn (i.e., bra, slip, and underwear).

o   No additional attire is permitted to be carried into the facility (no doubling up on attire).

o   Purses, handbags, backpacks, or similar items are not permitted. Infant carriers are permitted, but are subject to search procedures.  Diaper bags or clear plastic bags preferably in place of diaper bags.  Diaper bags may include:

o   A reasonable number of diapers and baby wipes

o   Plastic baby bottles and plastic containers of baby food (3 of each)

o   One pacifier

o   All visitors are subject to clear the metal detector. The following items often prevent clearance of the metal detector:

o   Hairpins

o   Bras with metal underwire

o   Certain boots and shoes

o   Attire with multiple zippers

o   Excessive jewelry

Inappropriate attire includes but is not limited to:

§  Any attire including low-cut that exposes the chest, back, thighs, any large amount of flesh or inappropriate exposed undergarments are prohibited.

§  No attire with inappropriate holes, rips, openings or see-through attire of any kind (lace, transparent, sheer, etc.). 

o   Tops or dresses that expose the midriff or have open backs and/or sides (such as sleeveless attire, halter tops, tube tops, low cut tops, cropped tops, tank tops, shoulder cut-outs, strapless or “spaghetti straps” and muscle shirts).

o   Skirt, dresses, shorts, skorts or culottes with the hem or slit above the mid-knee, no wrap around skirts/dresses or break-away type pants.

o   Attire displaying gang related provocative marking, obscene, offensive derogatory language, slogans, drawings; and/or promoting illegal activity.

o   Form-fitted attire made from spandex, lycra or any similar knit material such as leotards, unitards (body suites), bicycle shorts, leggings or jeggings.

o   Form-fitted bottoms or tops (jeans, khakis, casual, skirts, dresses, shirt, blouse, turtleneck, etc.).

o   No Sleepwear of any kind including slippers.

o   No hats, headbands, scarves, metal hair pins, bandanas or hoods. Exception: religious headwear may be worn but must be removed for security inspection prior to entering the visiting room.

o   Only closed-toe shoes are permitted, no sandals or flip-flops.

You are URGED to use the Restrooms while waiting in Main Entry to be processed.

ONE (1) Closed Mouth Kiss will be permitted at the END of the visit. FAILURE to comply will result in IMMEDIATE termination of the visit and may result in visiting restriction!

ALL Food Items will be emptied on to paper plates provided in Visitation.  This includes all candy.

All Cold Beverages shall be poured into INDIVIDUAL CLEAR 24 OZ plastic cups.

No Sharing – No Exceptions

Coffee and warm beverages will be poured in to Styrofoam cups.

Visiting Hours: Seven days a week. Monday – Friday, first come first serve (no reservations taken); Saturday and Sunday reservations are available. Closed on holidays.

Morning Session:  8:30 a.m. to 11:30 a.m. with a cut off time for entry at 9:45 am.

Afternoon Session: 12:00 p.m. to 3:00 p.m.  No cut off time for entry.

Visiting hours are subject to change without notice. Please call the institution to verify visiting hours before planning a visit. 

Video Visitation

The Toledo Correctional Institution maintains video visiting kiosks in every general population housing unit.  The hours of availability for video visits are as follows: 

• Morning visits are permitted between the hours of 8:00 am and 10:30 pm.
• Afternoon visits are permitted between the hours of 6:00pm and 8:30pm.

All visits are 30 minutes in duration and must be from an approved visitor.  An approved visitor is someone who has submitted an application for visitation and that application has been approved by institutional staff.  Approved visitors must create an account and register with JPay.  When approved visitors register for a video visit, they will be prompted by JPay through a series of steps to schedule and confirm their visit.  Video visits must be scheduled at least 24 hours in advance of the time they are requesting.
