This facility is for adult inmates.

The inmates housed at Trumbull Correctional located at 5701 Burnett Rd in Leavittsburg, OH are placed according to their custody level (determined by a number of factors including the past criminal history and the length of their sentence). There are ample educational and vocational training programs for all inmates, especially ones that show a willingness to learn new things that will prepare them for a better life when they are released. The mission is to promote and prepare the offender to leave in better shape than when they arrived, giving them the best chance to never come back and thus lower the state's recidivism rate.

TCI is a close custody state prison for adult males that is comprised of the main facility, which houses the close custody offenders, and a minimum camp, which houses minimum custody inmates. Trumbull Correctional houses approximately 1,520 inmates and it is considered to be the safest, cleanest and best-rated level 3 prison (close custody) for rehabilitating inmates. TCI participates in the prison industries program and allows inmates to work in a recycling operation and in a pallet program. Offenders also have access to adult basic education and literacy classes and can earn a GED while incarcerated. Vocational classes are available in culinary arts, carpentry, plumbing, welding, tailing, maintenance, recover operator, animal training and computer drafting. Inmates at this facility may be eligible to participate in community service activities such as training dogs for adoption, creating a wooden toys for children, and hats for the homeless.

Unique Programs

Family Worship – Once per quarter, a family worship service is held by the institution Chaplain. This service allows pre-screened inmates to attend a non-denominational service with family and friends from their approved visiting list. Services are available at both the camp and main compound.

Music with a Purpose – This program provides inmates the opportunity to enroll in musical classes that teaches musical theory, musical application, how to properly use musical instruments and vocal classes. After the inmates complete their classes, they are provided the opportunity to audition for one of the fourteen bands that are organized through the Recreation Department. This program allows the inmates to perform musical selections in a concert setting for family members, friends, and staff members.

Wellness Unit – The Wellness Unit is a housing unit with a mission of providing a community environment that has a holistic approach to health and is conducive to personal growth and healthy lifestyle offenders who live in the Wellness Unit must adhere to behavior criteria and attend at least 24 hours of programming each week in addition to their education and work requirements. In-housing programs include religious services, recovery services, mental wellness along with health and fitness while encompassing the mind-body and soul of each participant.

Restorative Justice Unit – This Housing unit is specifically designed for inmates to participate in giving back to the community. They donate time and talent by completing community service projects that are then donated to those in need. The inmates are required to sign an agreement prior to entering the program. The participants also maintain a daily journal and participate in programming such as Victim Awareness, Moral Reasoning, and art classes.

Certified Electronics Technician Program – Certified Electronics Technician (CET) is a one year inmate led program teaching inmates the ins and outs of electronics. The class is taught by a technologically talented & certified inmate who takes pride in passing his knowledge to others. The instruction occurs in a classroom but the unique part is the experience gained by working with the electronics. The students assist in the electronic shop in the mornings. The shop offers repair services to general population at no cost to the inmates. The program began in the year 2013 and also promotes recycling by repairing items that would otherwise be sent to a landfill. Just as important, is it teaches inmates valuable and employable skills.

Reading Room – The reading rooms encourage family literacy by providing a pleasant and comfortable setting for both child and incarcerated parent. Each room is stocked with a wide variety of children’s books and has an inmate narrator who reads to the visiting children twice a day. The role of the inmate narrator is to read picture books to the children in much the same manner that children’s hour would be done at a public library. A variety of arts and craft supplies for the children are also available in most of the rooms. Many of the supplies and books are donated by employees and service organizations.

ONE STOP – The O.N.E. STOP project is a partnership between ODRC, Ohio Job and Family Services (ODJFS) and local workforce development agencies. This collaboration prepares offenders for job readiness skills when released to the community. The program includes “O.N.E. Year to Get Ready” plan of action. The plan is like a checklist that needs to be met starting at least one year from an offender’s release. The readiness review begins with self-evaluation of pending outside charges or status of education or job skills. Also the consideration of collateral sanctions, labor market data, health needs is necessary. The program also allows an offender to create a resume in the Ohio Means Jobs system limits who may see his resume while still incarcerated. Other items to be discussed is housing, transportation and special needs.

• The Western Reserve School operates inside the Trumbull Correctional Institution and Trumbull Correctional Camp. This school offers GED, High School Options, Pre-GED and Adult Basic Education. All classes are taught by teachers licensed by the Ohio Department of Education.
• Offenders have ample opportunities to work on a trade or skill prior to release. Carpentry, Drafting, Electronics, and Food Service offer an extensive year-long class but also short term five week classes in individual skill areas. Western Reserve School offers Advanced Job Training through Youngstown State University.
• Several different apprentice programs are offered at Trumbull Correctional Institution. Following the standards established by the Ohio State Apprenticeship council with cooperation of many different staff members including Correctional Officers, Sergeants, Administrative Professionals and Unit Staff, instruction is provided on job skills that can benefit offenders when released. visitation Info

ODRC – Trumbull Correctional Institution – Visitation

Visiting is limited to a maximum of three visitors per inmate at one time, including walking children over 10 years old, unless special arrangements have been made in advance. Each visiting session counts as a separate visit.  Therefore, two visits on the same day shall count as two of the four visits allowed per inmate each month. 

Inmates housed in General Population and Security Control status will be permitted weekend visits, while inmates in Disciplinary, 3B status are not authorized for weekend visitation. An inmate in Disciplinary status are permitted one, two-hour visit per visitor each month, with a maximum of two visitors.  No weekends. 

Reservations – General Population (Security Level 3)

• Visiting reservations are required for all visiting sessions.
• When making reservations, all visitors being scheduled for the visit must be listed on the reservation and be approved visitors on the inmate's list.
• Reservation requests will be accepted no less than 4 days and no more than 30 days in advance of visit.
• Cancellations are accepted 5 days prior to the scheduled visit without penalty.  Visitation reservations will be taken during the hours of 9 a.m. to 11:30 a.m. and 1 p.m. to 2:45 p.m. on visiting days.
• Approved visitors may make a reservation up to 30 days in advance by calling directly to 330-898-9661 or by calling 330-898-0820 and pressing "1" when prompted to do so.

Hours – General Population

• Wednesday through Sunday:
  • 7:45 a.m. to 10:45 a.m. (morning session, check in by 9 a.m. – visitors must have receive a number by 9 a.m. or they will NOT be processed.
  • 12:00 p.m. to 2:45 p.m. (afternoon session, check in by 1 p.m. – visitors must receive a number by 1 p.m. or they will NOT be processed.
• Closed on all Mondays, Tuesdays, and all state holidays.
• Inmates in 3B status may ONLY receive visits on Wednesdays, Thursdays, and Fridays during morning session.
• Visiting hours are subject to change without notice. Please call the institution to verify visiting hours before planning a visit.

TCC Camp Population (Security Level 1) – No Reservations Required

• Wednesday through Sunday
• Camp inmates may receive 6 visits per month.
• 7:45 a.m. to 11:30 a.m. (morning session, check In by 9:30 a.m. or visitor will NOT be processed)
• 11:30 a.m. to 2:30 p.m. (afternoon session, check in by 1:00 p.m. or visitor will NOT be processed)
• Each session counts as one inmate visit. Two visits in one day are not permitted on weekends
• A-Dorm & B Dorm alternate visiting weekends
• Closed on all Mondays, Tuesdays, and state holidays

Video Visitation

Trumbull Correctional Institution maintains video visiting kiosks in every general population housing unit. Only two video visits may be scheduled in the institution at one time. Video visits must be scheduled at least 24 hours in advance of the time that they are requesting. The hours of availability for video visits are as follows: 7:00AM – 10:00 AM; 11:30AM – 3:00PM; and 4:30PM – 8:30PM. Visits are 30 minutes in duration; however, an additional 30 minutes can be requested if there is no one scheduled immediately after the conclusion of the initial video visit.

An approved visitor is defined as: a visitor that submitted an application for visitation, processing has been completed, and approval by institutional staff may request a video visit. Approved visitors must create an account and register with JPay. When family members register to have a video visit, they are prompted by JPay through a series of steps to achieve their visit.
