The inmates housed at Clara Waters Community Corrections located at 9901 N I-35 Service Rd in Oklahoma City, OK are placed according to their custody level (determined by a number of factors including the past criminal history and the length of their sentence). There are ample educational and vocational training programs for all inmates, especially ones that show a willingness to learn new things that will prepare them for a better life when they are released. The mission is to promote and prepare the offender to leave in better shape than when they arrived, giving them the best chance to never come back and thus lower the state's recidivism rate.
Clara Waters Community Corrections Center, originally known as the Clara Waters Community Treatment Center (CWCTC), is a state prison facility operated by the Oklahoma Department of Corrections and located next to I-35 in northeast Oklahoma City. It is a community treatment center that houses inmates who are transitioning out of prison. The maximum capacity of Clara Waters Community Corrections Center is 292 inmates.
It originally opened in March 1978 as an all-female facility, becoming co-ed in September 1983. In 1992, CWTC female inmates swapped facilities with the men at another facility, and CWCTC then became all-male.
CWCCC provides work release, Public Works Program opportunities, and substance abuse treatment for inmates nearly finished with their sentences. CWCCC also includes Life Skills and Reentry Transition services, access to religious services, events and educational programming. Inmates can earn a GED and receive substance abuse treatment through a 4-month program. The transitional program offered at Clara Waters Community Corrections Center is a 100 hours program that is offered to inmates who are within 60 days of discharge, or are within 60 days of work release eligibility may participate in the program. The goals of the transitional program are to provide inmates with a foundation to obtain employment, improve their confidence in dealing with daily life, and to help inmates re-establish themselves into society.

Offenders who are on high structure – Must have a signed request to staff from the Chief of Security for every Sunday you wish to visit.

Special Visits: Any request to visit other than your assigned times is a special visit. These visits can only be approved by the Chief of Security. According to OC-030118-01 entitled visitation a special visit include visits from persons who have traveled long distances and visits between clergy or social service agency representatives.
