The inmates housed at McLeod Correctional Center located at 1970 E Whippoorwill Ln in Atoka, OK are placed according to their custody level (determined by a number of factors including the past criminal history and the length of their sentence). There are ample educational and vocational training programs for all inmates, especially ones that show a willingness to learn new things that will prepare them for a better life when they are released. The mission is to promote and prepare the offender to leave in better shape than when they arrived, giving them the best chance to never come back and thus lower the state's recidivism rate.

The Howard McLeod Correctional Center (HMCC) is a minimum security, adult male state prison located 30 miles southeast of Atoka, OK run by the Oklahoma DOC. The facility capacity is 616 inmates on approximately 5300 acres of unfenced property. Facility land is utilized by the Agri-Services division to produce cattle, vegetables, hay, pecans, and firewood. The institution uses the vegetables in the food service department and excess production is shared with other OK DOC facilities in order to help reduce expenditures for offender food purchases.

The facility has several programs available to offenders, including a career tech program with classes in welding and machine technology. Education is available with classes from literacy through GED. College courses are also available for offenders who qualify. Self-help programs are also available and include Thinking For A Change, Uprooting Anger, Genesis I, Alcohol Anonymous (AN), Narcotics Anonymous (NA), and Prevention and Relationship Enhancement Program (PREP).

History – In 1994, dinosaur bones were discovered on the land surrounding the prison. Palaeontologists were able to excavate fourteen skeletons of four different types of dinosaurs.

Visiting Hours 

Regular visiting hours 
Saturday: 8:30A.M. to 3:00P.M. (Offenders with DOC numbers that end in an even number) 
Sunday: 8:30A.M. to 3:00P.M. (Offenders with DOC numbers that end in an odd number) 
All state holidays.  All offenders are allowed to visit on holidays. 

Each offender is allowed to visit a number of hours that is determined by their earned credit level. 

Level I – One (1) hour per week – Offenders are permitted a one hour non-contact visit per week from 6:00 – 7:00 p.m. on Saturday with the exception of state observed holidays. If the holiday is on any other day than Saturday the offender can visit on that day as well as Saturday, from 6:00-7:00 p.m. Visitors must check in by 5:45 p.m. to be allowed the visit. 

Level II – Three (3) hours per week – Visiting hours will begin at 12:00 p.m. and end at 3:00 p.m., either Saturday or Sunday plus legal holidays. 

Level III — Five (5) hours per week — Visiting hours will begin at 10:00 a.m. and end at 3:00 p.m., either Saturday or Sunday plus legal holidays. 

Level IV — Six and a half (6.5) hours per week — Visiting hours will begin at 8:30 a.m. and end at 3:00 p.m., either Saturday or Sunday plus legal holidays. 

HMCC allows offenders to have special visits. Special visits include visits from persons who have come long distances, volunteers or team members identified by staff that have partnered with the Department of Corrections in re-entry services when the visit will aid in the re-entry process, visits to hospitalized offenders, visits in disciplinary status (attorney visits and clergy only), and visits between clergy and social service agency representatives, etc. If the special visit is allowed on the offender’s regular visiting day, the length of the visit will be determined by the offender’s visiting privilege level criteria. If the special visit is during the work week, the length of the visit will be determined on an individual basis not to exceed two (2) hours. However, if the offender is on Level 1, special visits must adhere to non-contact policy.
