OK DOC – Northeast Oklahoma Correctional Center (NEOCC) basic information to help guide you through what you can do for your inmate while they are incarcerated. The facility's direct contact number: 918-256-3392

This facility is for adult inmates.

The inmates housed at NE Oklahoma Correctional located at 442586 E 250 Rd in Vinita, OK are placed according to their custody level (determined by a number of factors including the past criminal history and the length of their sentence). There are ample educational and vocational training programs for all inmates, especially ones that show a willingness to learn new things that will prepare them for a better life when they are released. The mission is to promote and prepare the offender to leave in better shape than when they arrived, giving them the best chance to never come back and thus lower the state's recidivism rate.

Northeast Oklahoma Correctional Center (NOCC) is a minimum security state prison that houses 501 adult male inmates located on the grounds of the Oklahoma Forensic Center in Vinita, OK. The facility offers Literacy, Adult Basic Education and Graduate Education Degrees, CIMC Life skills, and a Substance Abuse Treatment Program. Programs directed at behavioral management are also offered: Thinking for a Change, Anger Management, Depression Management, Anxiety Management. NEOCC also has Peer Lead Groups such as HIV Prevention & Awareness and Living Longer/Living Stronger and On My Shoulders Parenting Class.

The majority of inmates at NOCC are incarcerated for non-violent crimes, most of which are drug-related. Prisoners at this facility operate a commercial beef herd and bale approximately 1,000 tons of hay each year. Offenders can also work through the prisoner public works program which provides services for the surrounding community and the Oklahoma forensic center. Inmates at Northeast Oklahoma Correctional Center are provided routine dental, medical and mental health services. Additionally, offenders are encouraged to take advantage of the educational programs offered, which include literacy, adult basic education and the ability to obtain a GED. Religious services are offered to all inmate's through the Chaplain's office and include self-help programs like Narcotics and Alcoholics Anonymous.

Agri-Services utilizes the land surrounding the facility for farming and NEOCC provides inmates to assist in the up-keep. The division utilizes approximately 1700 acres in order to maintain a commercial beef herd cow/calf operation. The facility also has a dog training program, the PAAS Crew. In addition, NEOCC participates in the Prisoner Public Works Program and provides inmate crews to the Department of Transportation, City of Vinita, and the Oklahoma Forensic Center. The programs allow participating offenders to gain valuable work skills and experience and with the necessary tools to become a more productive citizen upon release.

Visiting Hours 

General population offenders may visit up to eight hours per week (depending on the offender’s earned credit level), excluding holidays, during the hours 8:30 a.m. – 3:30 p.m. 

  • Level I – 1 hour non-contact per week with individuals on offender’s approved visiting list. 
  • Level II – Up to 4 hours per week 
  • Level III – Up to 6 hours per week 
  • Level IV – Up to 8 hours per week 

Offenders may visit Saturday, Sunday, and state recognized holidays during the scheduled visiting hours. State recognized holidays that fall on Monday through Friday will be a “free” visiting day. That day will not count toward the total number of hours per visiting privilege level. If the holiday falls on Saturday or Sunday, then the hours will count toward the total visiting privilege level hours. 

General population offenders on level I may receive one (1) hour prescheduled noncontact visit per week. Visits will be scheduled by the appropriate unit secretary utilizing Attachment C entitled “Visitation Schedule Level I Offenders.” Offenders housed in the segregation housing unit will be allowed the following visiting privileges unless the warden/designee has determined there are substantial reasons for withholding such privileges: 

Segregation housing unit offenders will be allowed a 1 hour non-contact visit per week to include only the following visitors: mother, father, spouse, legal and clergy.
