The Orange County CA – James A. Musick Facility (ICE) is a medium-security detention center located at 13502 Musick Rd Irvine, CA which is operated locally by the Orange County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Orange County accepts inmates from surrounding towns, municipalities, the US Marshal's Service and the Irvine Police Department who do not have their own long-term lock-up.

The James A. Musick Facility provides custodial and rehabilitative programs for 1,322 adult male and female inmates and ICE detainees. Educational programs are available which enable the inmates to receive a G.E.D. while incarcerated. In addition, educational classes are offered in subjects such as; parenting, substance abuse, HiSET, and English as a Second Language (ESL). Vocational Classes that are offered at the facility includes; Cabinetry, Welding, and Workforce Readiness. The laundry facility at Musick also serves the Theo Lacy facility as well as Orange County Juvenile Hall in addition to the laundry needs for the Musick facility.

The James A. Musick Facility is a one hundred acre minimum security facility known as "The Farm." The facility is located in an unincorporated area of the county near the cities of Irvine and Lake Forest. Captain Brian Schmutz manages the daily operations of the 1,322 bed facility. The facility was originally opened in 1963 and was named in honor of James A. Musick, who was the Sheriff of Orange County from 1947 to 1975. Originally the facility held a maximum of 200 male minimum-security inmates and was referred to as the "County Industrial Farm" or the "Honor Farm." Since 1986, the inmate housing capacity has increased to 1,322 and includes both men and women. The inmates housed at the facility are considered to be a low security risk and most are in jail for crimes such as driving under the influence, minor drug possession, burglary, failure to pay child support, and or prostitution. Inmates and ICE detainees who have committed violent crimes, sex crimes or mayhem are not eligible for transfer to the facility.

Are Federal Detainees being transferred to Orange County from other locations?

ICE has a severe shortage of housing for immigration detainees and needs bed space. The shortage of available housing is critical in Orange County. Some Orange County ICE detainees have been housed as far away as Arizona and New Mexico. In order to help ICE become more efficient in processing detainees, our contract allows ICE to house detainees from other jurisdictions as long as the detainees fall within the appropriate security classifications for our facilities.

Detainees cannot receive incoming calls. Orange County CA James A. Musick Facility / (The Farm) – Visitation

All persons who enter the James A. Musick Facility are subject to a search of their person, property and vehicles. Visitors will be required to pass through a metal detecting screening device prior to entering the Visiting Center. Anyone found in possession of contraband, firearms, deadly weapons, mace or any instrument likely to produce injury are subject to arrest.

Refusal to submit to this screening process will result in a denial of your visit.

Public visiting is conducted Friday – Sunday, 8:00AM – 6:00PM. The last sign-up is taken at 4:45 PM.

Rules

Visitors are required to show valid photo identification prior to a visit. Only government issued ID’s are accepted (State Driver’s License or Identification Card, Passport, Consular Card, etc.)
Each inmate is allowed one public visit per visiting day.
We strongly urge visitors to coordinate their visits with their loved ones so as to avoid a situation where two visitors show up (at different times) to visit the same inmate. One of the visitors will be turned away as inmates are only allowed one visit per day.
Each visit will last a minimum of 30 minutes.
Two adults and one child under five may visit. Only two visitors plus one child under five years of age, or one adult and two children under five years of age, will be permitted to visit any one inmate.
Children must be under adult supervision at all times.
Upon prior request of the Watch Commander, unaccompanied minor children may visit any relative in custody.
Visitors who have been released from jail or prison within the preceding sixty (60) days are ineligible to visit. However, visits between blood relatives (i.e., mother, father, sister or brother) or spouse may be allowed even though the visitor was released from our custody within the last sixty (60) days, with Watch Commander approval.
Visitors may only possess identification and keys while inside the facility for their visit.
For visitor safety and to expedite the security screening process, bulk property (e.g., purses, make-up bags, day planners, books, backpacks, baby diaper bags, etc.) are prohibited and will not be allowed in visiting. Lockers are available at some facilities for visitors to store bulk property at their own expense.
Visitors with babies or toddlers may possess necessary items such as diapers, wipes, clothing or garment(s) for breast feeding, formula, and bottles, separate from the diaper bag. However, each item will be subject to search.
Nursing mothers shall be discreet and covered when breastfeeding their child in the visiting area. Failure to do so may result in termination of visiting for that day.
No food, drinks, candy, gum, cigarettes, matches, lighters, pepper spray.
Weapons or anything deemed inappropriate are not allowed in this facility.
Cell phones, laptops, cameras and other electronic devices are prohibited and not allowed on the facility.
All documents requiring an inmate's signature requires the permission of the visiting staff.
Clothing that is derogatory, offensive, revealing, or deemed inappropriate by the visiting staff will not be allowed.
Visitors under the influence of drugs or alcohol will not be allowed and are subject to arrest.
Visitors shall proceed to their assigned seat and remain there until the inmate arrives.

Visitors who are disruptive or interfere with the normal operations of the facility are subject to removal from the facility and/or arrest.

Can I visit an inmate in the hospital? No.

Public visiting is conducted Friday – Monday, 8 a.m. – 6 p.m. The last sign-up is taken at 4:45 p.m.

Minors who are visiting the facility must be accompanied by an adult guardian (18 years or older). Minors must not be left unaccompanied in the waiting room, visiting room or any other area.

Each visit will last a minimum of 30 minutes.

Detainees may receive only (1) one visit per day.

Attorney Visits

There are no restrictions on visitation times by legal representatives.

A list of pro bono (free) legal organizations will be posted in all detainee housing units and other appropriate areas.

This list shall be updated quarterly. If a detainee wishes to see a representative or paralegal from that organization, it is the detainee’s responsibility to contact them for an appointment.

Consular Visits

Consular officials may meet with their detained nationals at any time. It is requested that prior arrangements be made with the ICE Supervisory Deportation Officer to the extent possible, and that consular officials bring appropriate credentials when they come to the facility. Clergy Visits

Clergy may visit detainees at any time, but must make prior arrangements with the Chaplain’s Office.

Visiting Restrictions

All family or other social visits are Non-contact.
No firearms or weapons of any kind are permitted in the facility.
If visitors are or appear to be intoxicated, visitation will not be allowed.
All visitors are subject to search while in the facility.
Visitors are not allowed to pass or attempt to pass any items to detainees.
Visitors are not allowed to carry any items into the visitation area.

Search Procedures (prior to or during all visitations)

All individuals requesting admittance to the facility or the visitation area are subject to a pat-down search of their person, an inspection of their belongings, and a metal scan search. Individuals refusing to cooperate with a reasonable search will not be admitted. No firearms or weapons of any kind are permitted. No electronic devices (cell phones, pagers, radios, etc.) are permitted in the secure areas of this facility.
