The Polk County FL Central Jail is a medium-security detention center located at 2390 Bob Phillips Rd Bartow, FL which is operated locally by the Polk County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Polk County accepts inmates from surrounding towns, municipalities, the US Marshal's Service and the Bartow Police Department who do not have their own long-term lock-up.
The Inmate Handbook Rules and Regulations contains the rights and responsibilities of a Polk County Jail inmate. It also describes acts prohibited in the detention and types of disciplinary action which may be taken if an inmate commits any of the prohibited acts. If an inmate does not follow these rules, administrative, disciplinary and/or legal action could be taken.
If an inmate cannot read or is blind, the Inmate Handbook Rules and Regulations shall be read to them and verbally explained. Bilingual deputies shall be utilized for this purpose if the inmate does not speak English.
The Central County Jail (formerly the Annex) was constructed in 1985 and 1988 at a cost of $17.5 million and is designed to house 800 inmates. Current inmate populations include: adult females, adult males, adult trusty inmates, pre-adjudicated youth and direct-filed youth. Pre-adjudicated youth and direct-filed youth are held in separate housing areas away from any adult inmate contact.
The Central County Jail offers various programming to eligible inmates. County operated educational services are offered to both adults and youth in separate buildings. Additionally, life skills, faith based, and substance abuse programs are also available for inmates to attend.
Inmate Mail
The Polk County Sheriff’s Office contracts with Smart Jail Mail, which involves kiosks in all housing units for inmates to use, to send and receive written communications with loved ones. This digital mail system further streamlines PCSO operations and ensures the safety and well-being of inmates and staff, for a nominal fee.
Inmates will no longer receive postal mail (with the exception of legal mail – see below), however, if postal mail is your only option (if you do not have a computer or with which to set up a Smart Jail Mail account) you may send postal mail to the following address, and it will be scanned and then emailed to the inmate via Smart Jail Mail:

The Inmates Name and ID number must be clearly printed on the outside of the envelope or postcard to ensure the mail is posted to the current account. All inmate postal mail, with the exception of legal mail, will be scanned into the system and available to the inmates to view via the inmate Smart Jail Mail kiosks.
Legal mail from an inmate’s attorney on record shall be clearly identifiable and marked appropriately as legal mail. All legal mail shall be mailed to the following address:

Polk County FL Central Jail – Visitation
All visits will be Non-Contact or Video Visitation visits. The visitation hours are listed in the Visitation Information pamphlet. During visitation, two adults and one juvenile may visit. Visitation at the Polk County Detention Facilities is as follows:
- South County Jail – Daily (Video Visitation)
- Central County Jail – Daily (Non-Contact Visitation)
The following property may be left for the inmate at the Central County Jail (Master Control) and the South County Jail (Reception Lobby): One (1) pair of prescription eyeglasses or plastic frame reading eyeglasses with soft eyeglasses case
APPEARANCE FOR VISITS: Full dress (shirts, trousers, footwear and ID card) will be required for visitation, religious services, medical services, social services, educational classes, and attorney’s visits
