The Rowan County NC Detention Center is a medium-security detention center located at 115 W Liberty St Salisbury, NC which is operated locally by the Rowan County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Rowan County accepts inmates from surrounding towns, municipalities, the US Marshal's Service and the Salisbury Police Department who do not have their own long-term lock-up.
The Rowan County Detention Center is a 210 bed, direct supervision facility made up primarily of dormitory-style housing units. The Rowan County Detention Center Annex facility can house an additional 160 inmates. The annex facility is comprised of 4, 40 inmate dormitories. Both facilities are self-sufficient operations consisting of housing, foodservice and laundry facilities that maintain a high level of service on a daily basis.
Personal items for inmates are not accepted at this facility. Tobacco products are prohibited. Inmates are allowed to work, openings permitting, in the kitchen and the laundry and are required to keep their housing units clean. Money can be mailed in the form of a money order, deposited online, or deposited in the kiosk in the lobby at either the main jail or annex locations. Money orders mailed to facility must include the inmate’s ID number along with the name.
Inmate Mail Policy – Inmates in the Rowan County Detention Center may receive mail as set forth in these guidelines. Repeated violations may result in denial of mail privileges to the sender. Mail containing any of the following will be returned to the sender and the inmate notified that it has been returned.
- Any mail containing materials considered contraband or drugs
- Bubble envelopes
- Cash money or coins
- Communicating threats
- Envelopes or contents altered from original form or soaked/permeated in a liquid
- Gang-related materials such as signs, drawings, language and symbols – to include pictures of persons displaying gang signs
- Glue, paperclips, clasps, staples, magnets, stickers, tape, plastic, wood, cloth, glass, ribbon, liquids, metal, or any like materials
- Mail from other detention facilities or prison units is not allowed unless prior approval has been obtained from administrators
- Materials advocating hatred toward any individual or group
- Materials advocating or encouraging sexual behavior that is criminal or in violation of the facility rules
- Materials advocating violence
- Materials containing instructions for the manufacture of explosives, drugs, weapons, alcohol, other unlawful substances or contraband
- Music lyrics printed from the Internet or other medium that are obscene, violent, pornographic, or otherwise in violation of institutional rules
- No lipstick
- No more than 10 pages per letter, including printed material from the Internet or other like media
- No obscene, violent, pornographic, sexually illicit, sexually erotic, sexually
- No perfumed letters or envelopes
- Pictures and greeting cards must be no larger than 4 inches by 6 inches
- Polaroid photographs will no longer be allowed
- Pictures are allowed but no more than 10 to an envelope
- Profanity on envelopes
- Prurient, sexually enticing obscene publications or writings
- Solid or gaseous solution
- Stamps, blank paper, envelopes or other items that can be traded, sold, or used to gamble
- Sticker address labels – All return name/address must be handwritten or typed

Rowan County Detention Center – Visitation
On-site visits will be available between 8:00 am and 10:00 pm, Sunday thru Saturday.
Onsite Visitation – Detention Center (Main and Annex)
Scheduling a Visit: To schedule a visit, you can schedule online by visiting videovisitanywhere.com and clicking on “Schedule On-Site Visit”. Other options are: calling 1-877-578-3658 Monday thru Friday 8:30 am to 5:00 pm. Or by visiting the jail annex and using the kiosk designated to schedule a visit.
- Inmates are only allowed one (1) visit per week.
- Visitation week starts on Sunday and ends on Saturday.
- Visits must be scheduled 24 hours in advance.
- Visits cannot be scheduled any sooner than fourteen (14) days in advance.
- If more than one visitor is coming for a time slot, only one person needs to schedule the visit. The person scheduling the visit must be present at the visit.
- If an inmate attempts to obtain more than one on-site visit per week, the following week’s visitation will be lost.
In order to ensure the safety of Detention Staff, inmates, and their families and friends, the Rowan County Detention Center has put in place rules and guidelines for inmate visitation. The rules are not meant to be “arbitrary”, but were put in place to ensure the safety and security of the Detention Center. All visitors are to report to the Jail Annex located at 400 Grace Church Rd. Salisbury NC for their visit.
- All adult visitors must present a government issued photo ID such as a driver’s license, State ID card, military ID, etc.
- No persons under the age of eighteen (18) can visit without a legal parent or guardian. Children must be supervised and kept under control at all times.
- Visits are limited to four (4) persons per visit.
- No purses, bags, firearms or weapons of any type, chemical sprays, cell phones, or cameras will be allowed in the facility. All personal effects must be left at home or in their vehicle.
- Visitors must wear conservative clothing. Short-shorts, mini skirts, bathing suits, halter tops, or other revealing clothing is prohibited and will prevent them from visiting. Any visitor who intentionally exposes themselves during a visit is in violation of state law. Visitor exposure that violates public decency laws will be prosecuted criminally. These rules also apply to home visits (when available).
- It is recommended that visitors arrive 30 minutes in advance of their scheduled visit in order to check-in. Visits start precisely at the scheduled time and cannot be rescheduled for the same day if late or missed.
- Visitors may be subject to a search prior to entering the visitation area. Visitors will be denied the right to visit if they refuse a search.
- Officers may refuse a visit if a visitor appears under the influence of an intoxicating substance, refuses to cooperate, fails to produce identification, or acts in a disorderly manner.
- Visitors may not wander through or loiter in the visitation area or Detention lobby. Visitors must stay seated at their assigned booth during visitation.
- All visitors are required to follow the instructions of officers. Visitors failing to cooperate will be asked to leave, terminating the visit and are subject to the revocation of visiting privileges.
Inmates can lose their visitation privileges for inappropriate behavior and failing to follow rules of the Rowan County Detention Center.
