The Sacramento County – Rio Cosumnes (RCCC)-female is a medium-security detention center located at 12450 Bruceville Rd Elk Grove, CA which is operated locally by the Sacramento County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Sacramento County accepts inmates from surrounding towns, municipalities, the US Marshal's Service and the Elk Grove Police Department who do not have their own long-term lock-up.
Inmate Mail and Correspondence
The Rio Cosumnes Correctional Center (RCCC) has strict mail procedures that must be followed for the safety and security of the facility, staff, and inmates. Due to the large population of inmates in custody, you must include the inmate’s X-Reference number and housing location on all items mailed to the RCCC. Please follow these rules to reduce delays and ensure the timely delivery of mail. The following is a sample of Unacceptable items which will be returned to the sender or confiscated:
- Drugs, weapons, hazardous materials, etc.
- Stationery, Stamps, Envelopes, Post-its, etc.
- Publications that are held together by ordinary staples will not be rejected. However, staff may remove the staples before delivering the publications to the inmate.
- Paperclips, metal, plastic, laminations, balloons, jewelry, etc.
- Stickers, labels, tape, glue, or any adhesives on the inside or outside of the envelope/letter.
- Musical cards, glitter, paint, string, etc.
- Mail containing bubble wrap or plastic.
- Padded Envelopes.
- Polaroid photographs or photos larger than 4"x6". Inmates are not allowed to possess more than ten (10) photographs at any given time.
- Photographs or pictures that are pornographic, nude, suggestive, showing gangs, gang tattoos, or hand gestures (signs) are not allowed.
- Cash or Checks (Only money orders are accepted). Money orders must be completely filled out with the inmate’s full name, X-Reference number, housing location, and the purchaser’s full name and address.
- Identification cards and phone cards are not allowed.
- Mail that does not have a return address will be labeled “Dead Mail” and returned the USPS. Mail that does not have a complete return address (Nicknames or full name) will be returned to sender.
- Do not draw on the envelope, neatly print all information.
- Any items not listed which may compromise the security of the facility.
Books, Newspapers and Subscriptions:
RCCC will not accept books, newspapers or magazines mailed from a book store or an individual. Books, newspapers and magazines will ONLY be accepted directly from the publisher or through online services (Amazon, Barnes and Noble….etc.) on behalf of the inmate. All publishers must be verifiable. No Hardcover books are allowed to be sent to an inmate, only paperback books and magazines will be accepted.

- No CD, DVD, or tapes allowed.
- No food products, cosmetic items, board games, personal clothing, etc.
- No stationary, note pads, envelopes, stamps, pens, pencils, etc. (These items may be purchased through commissary.)
- Inmates are not allowed to possess more than five (5) books at any given time.
- Any material that appears to be obscene or tends to incite murder, arson, riot, racism or otherwise compromises the security of the facility will not be accepted.
- Any items not listed which may compromise the security of the facility.
If material sent from a publisher is rejected for delivery to an inmate, the publisher may appeal the decision to the Division Commander. The rejection will be final fifteen (15) days after the date of the notice sent to the publisher unless the publisher requests a review by the Jail Commander. The written request for review must be postmarked within fifteen (15) days of the notice and mailed to the Division Commander at the above address. The appeal must be in writing and should include the reason(s) for disagreeing with the mail rejection and any other pertinent information. The Jail Commander or designee will provide the publisher with a written decision within ten (10) days of the receipt of the request for review. The reviewer will not be involved in the original decision to reject the material.
ALL unacceptable or improperly addressed inmate mail will be returned to sender.
If you are picking up an inmate on their scheduled release date you must report to the gatehouse between 4:30 and 5:00 AM. Inmates who do not have a ride will be transported by a Sheriff’s Department bus and released at the Main Jail located at 651 I Street, Downtown Sacramento. Inmate Visit Registration and Information:
Dress Code: The dress code applies to ALL visitors. Visitors shall not wear any revealing clothing: Tube tops, see-through mesh materials, short skirts or shorts, micro mini skirts, tank tops with thin straps, backless or sleeveless tops, clothing that reveals the midriff or chest, or backless, sleeveless or bathing-suit style tops are not permitted. Clothing with logos that promote violence, hate, drug use, profanity, sex acts or gangs is not allowed. All visitors are required to wear footwear (shoes, sandals or boots) suitable for potentially uneven ground.
Required Visitor Identification:
All visitors over 18 years of age must present one form of picture identification as described below when registering to visit and whenever a uniformed officer requests to see it.
- Valid Driver’s License or DMV Photo ID Card (any U.S. State) and Mexico

- Valid Passport
- Matricula Consular (MCAS), Mexican Identification Card
Other Visiting Requirements:
You and your vehicle are subject to search while on jail property. You will be searched (pat-down or metal detector) before you are allowed to visit. It is your responsibility to be free of any type of metal that will activate the metal detector. Activation of the metal detector may result in loss of visiting privileges.
No more than three (3) persons may visit an inmate at a time; this includes minor children.
Age Limits for Visitors:
Visitors must be at least 18 years old. Visitors that appear to be under 18 years will be asked for identification. Adults with minors must supervise them at all times and they may not visit someone else during the same visit time. A parent or legal guardian must provide proof of relationship for accompanying minors (birth certificate or guardianship papers). Only married emancipated minors are allowed and must show marriage certificate and proof of emancipation by presenting original court documentation.
You will only be allowed to bring one (1) car key or door remote, identification and money. Visitors with infants may also bring in a clear plastic bag containing one (1) infant feeding bottle, one (1) diaper, one (1) baby blanket and baby wipes. No diaper bags, food, strollers or car seats will be allowed.
No storage lockers are available at Rio Cosumnes Correctional Center; personal property must be secured in the visitor’s vehicle.

Certain persons are not permitted to visit:
- Any person released from the Main Jail or Rio Cosumnes Correctional Center within the last 30 days
- Any person on parole from any state
- Any person actively participating in a work release or work furlough program
- Any person who has been previously convicted of a felony which resulted in confinement in any state prison. Such persons must obtain the prior consent of the Jail Commander or Watch Supervisor (PC 4571).

To ensure adequate time to process visitors through security, all visitors must arrive 45 minutes prior to the scheduled visit time.
Adult visitors must present a valid, verifiable government-issued identification card to enter the facility.
Minors who are visiting the facility must be accompanied by an adult guardian (18 years or older). Minors must not be left unaccompanied in the waiting room, visiting room or any other area.
Attorney Visits
Legal representatives of detainees are authorized to visit their clients during the following hours:
Attorneys may see their clients at any time. They may show up at the facility for their visit or may schedule the visit in advance by faxing the request to (916) 874-1914.
A list of pro bono (free) legal organizations will be posted in all detainee housing units and other appropriate areas. This list shall be updated quarterly. If a detainee wishes to see a representative or paralegal from that organization, it is the detainee’s responsibility to contact them for an appointment.
Consular Visits
Consular officials may meet with their detained nationals at any time. It is requested that prior arrangements be made with the ICE Supervisory Deportation Officer to the extent possible, and that consular officials bring appropriate credentials when they come to the facility. Clergy Visits
Clergy may visit detainees at any time, but must make prior arrangements with the Chaplain’s Office.
Visiting Restrictions
- All family or other social visits are non-contact.
- No firearms or weapons of any kind are permitted in the facility.
- If visitors are or appear to be intoxicated, visitation will not be allowed.
- All visitors are subject to search while in the facility.
- Visitors are not allowed to pass or attempt to pass any items to detainees.
- Visitors are not allowed to carry any items into the visitation area.
Search Procedures (prior to or during all visitations)
All individuals requesting admittance to the facility or the visitation area are subject to a pat-down search of their person, an inspection of their belongings, and a metal scan search. Individuals refusing to cooperate with a reasonable search will not be admitted. No firearms or weapons of any kind are permitted. No electronic devices (cell phones, pagers, radios, etc.) are permitted in the secure areas of this facility.
