SCDC – Broad River Correctional Institution basic information to help guide you through what you can do for your inmate while they are incarcerated. The facility's direct contact number: 803-896-2234

This facility is for adult inmates.

The inmates housed at Broad River Correctional located at 4460 Broad River Rd in Columbia, SC are placed according to their custody level (determined by a number of factors including the past criminal history and the length of their sentence). There are ample educational and vocational training programs for all inmates, especially ones that show a willingness to learn new things that will prepare them for a better life when they are released. The mission is to promote and prepare the offender to leave in better shape than when they arrived, giving them the best chance to never come back and thus lower the state's recidivism rate.

The Correctional Institution is a level 3 high-security state prison that houses adult inmates who have been sentenced to long prison terms and often have a violent criminal history. Inmates may also be moved to a level three facility if they have exhibited behavioral issues. Inmates are housed in single and double-bunked cells to increase the security of the facility. Housing consists of single and double cells, and all perimeters are double-fenced with extensive electronic surveillance. Inmates at level 3 facilities are closely supervised and their activities and movement within the institution are highly restricted.

In addition to general population offenders, Broad River also houses medically dependent inmates. This institution is also where convicted offenders who have been sentenced to death are housed and executed. Inmates can also learn to read and receive GED preparation courses during their incarceration. Broad River participates in the Industries program which operates a license plate manufacturing plant, a metal furniture shop, and a sign shop utilizing inmate labor. An additional prison industries program at this facility operated by a private company refurbishes golf carts. The Institution offers inmates religious services, substance abuse treatment and therapy, and residential sex offender treatment. Additional services offered at this facility include video conferencing for parole hearings.

Special Mission: This institution provides housing for the general population, medically dependent and inmates within the special management unit (SMU). The medically dependent inmates are housed in the Moultrie Unit and require 24-hour medical care. Also, the institution houses inmates that are deaf and blind as well as those that require dialysis and sex offender treatment. Additionally, the Capital Punishment facility is located here and carries out South Carolina's court-ordered executions. It also provides facilities, security staff, and support to host revocation and parole hearings for the South Carolina Department of Probation, Parole and Pardon Services.

Education: Literacy and GED preparation.
Health Care: Routine medical and dental care on-site with 24-hour medical coverage.
Industries: Industries operates two (2) separate plants. Prison Industries I (P1-1) plant entails three work programs. The Tag Plant, which manufactures all vehicle license plates for the State of South Carolina. The Sign Shop manufactures signs, decals, nameplates, etc., for State Agencies, counties, municipalities, and non-profit organizations.
Programs: HIV/AIDS, Therapeutic Community, Residential Sex Offender Treatment Program, Religious and Volunteer programs, Narcotics and Alcoholics Anonymous, and Recreational services.
Services: Serves as one of the video conferencing sites for parole hearings in conjunction with the South Carolina Department of Probation, Parole and Pardon Services. Dialysis site for SCDC inmates.

LEVEL 3 (L3)

Level 3 facilities are high-security institutions designed primarily to house violent offenders with longer sentences, and inmates who exhibit behavioral problems. Housing consists of single and double cells, and all perimeters are double-fenced with extensive electronic surveillance. Inmates at level 3 facilities are closely supervised and their activities and movement within the institution are highly restricted.

Each inmate in the S. C. Department of Corrections is allowed to have a maximum of fifteen (15) approved visitors on his/her visiting list.   Each inmate is provided with  "Request for Visiting Privileges" forms (SCDC Form 19-127) to send to his/her prospective visitors.  The only way for an individual to receive a visiting privileges form is from the inmate who wants them to visit.  These forms are provided to each inmate upon arrival in the Department of Corrections Reception and Evaluation Center and are available to inmates in all institutions throughout the state.   Every individual  must complete this form and forward it to Visitation through the Central Visitation Center for processing.  The form is reviewed by staff and the information is entered into the automated system.  If the form is missing any required information, the form is returned to the sender for proper completion.

Once the application form has been properly completed, submitted, and approved, the individual is added to the inmate's visiting list.  An inmate is provided a copy of his approved visiting list once a week if a change is made during that week. IT IS THE INMATE'S RESPONSIBILITY TO ADVISE HIS/HER VISITOR(S) OF THEIR APPROVAL.

Inmates are not allowed to have visitors during the reception and evaluation process unless they remain in the Reception and Evaluation Center longer than thirty (30) days and the visitor is on the approved visiting list. After thirty (30) days only an inmates' parents, grandparents, spouse, and/or children are eligible to visit at R&E. In order to schedule a visit at R&E on the approved list after 30 days, contact 803-896-2000 between the hours of 8:00-12:00 on Mondays and Tuesdays ONLY.
