The Solano County Justice Center Detention Facility is a medium-security detention center located at 500 Union Ave Fairfield, CA which is operated locally by the Solano County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Solano County accepts inmates from surrounding towns, municipalities, the US Marshal's Service and the Fairfield Police Department who do not have their own long-term lock-up.

INMATE PROGRAMS & SERVICES AT SOLANO COUNTY JAIL

Anka Programs Solano County Jail Alcohol and Drug Residential Programs. The “Tools for Transformation” AOD program provides two groups per day, five days per week for both male and female inmates. The programs are located in the Claybank facility. The primary focus is on relapse prevention and generalized substance abuse counseling. Anger management, trauma and recovery, and parenting skills are also addressed. All clients receive individual counseling.

Jail Counseling Program A collaboration between the Sheriff’s Office and the Wright Institute, a professional school of psychology in Berkeley, California. Interns provide counseling to selected inmates during the academic year (Sept.—June).

Recovery Too (“R2”) A self-run therapeutic community, housed in one module at Claybank Jail. Participants are involved in one peer-led group a day. Program staff of Sheriff's Office facilitate two group sessions weekly. Focus is on substance abuse recovery and personal development, and the process of changing negative behavior.

Thinking for a Change: Thinking for a Change (T4C) is an integrated, cognitive behavioral change program for offenders which includes cognitive restructuring, social skills development, and development of problem solving skills. This bi-weekly class will occur in Minimum Security Sections in Fairfield Jail beginning in August of 2014.

Chaplain Services Provides religious programs in the jail. In cooperation with local religious leaders and chaplain volunteers, weekly Bible studies and religious faith group rites and prayers are offered to some housing units. The Chaplain also coordinates distribution of religious reading materials, conducts weddings, and provides personal counseling services

GED/Literacy Program Run by the Solano Co. Office of Education for male and female inmates, with or without a high school diploma. Focus is primarily on math, writing, and English skills; students also can work on science and social studies. Students can be preparing for GED exam, as well as other types of tests, such as vocational training, college.

Pre-GED Class Run by a teacher from the Fairfield/Suisun Adult School this program will be offered to both male and female inmates who are unable to work at a level necessary to participate in the GED class. The focus on the class will be improving reading, writing, language and math skills. Classes to begin Fall 2014.

Inmate Library Service Legal reference services are being provided by Legal Research Associates, (LRA), an outside service. Educational, self-help, and recreational books are available in-house. Lists of programs by county are also available by writing to the library.
Collaborations (with other Solano County or Government Departments and/or CBP)

Women's Reentry Achievement Program (WRAP) WRAP case managers provide pre-release services in the jail 30 – 60 days prior to a woman’s release. Services include individual risks/needs assessments, reentry planning, “Helping Women Recover” empowerment groups, Reading Legacies (a program helping incarcerated women stay connected with their children), and peer mentor support. Intensive case management services are provided after release. WRAP referral forms can be obtained from floor officers. At present the only requirements are that women in jail be residents of Solano County, are pregnant or parents or parent figures of children under the age of 18.

Veterans Justice Outreach Program VA social worker comes to the jail every other Friday to help inmates who are veterans access VA and community resources. Assists in establishing eligibility, discharge and transition planning, health and housing services, etc.

Veteran’s Program The Veteran’s Program will be located in a Mod at the Claybank Jail. This project is a collaboration between the Concord Vets Center, the VA Northern California Healthcare System, the Solano County veteran’s Services, Anka Behavioral Health, and the Sheriff’s Office. The Vets Mod will be peer-run and partners will provide services such as; substance abuse treatment, trauma treatment, anger management, cognitive behavioral therapy and benefits education, and enrollment. Opening summer 2014.
Volunteer Activities

The Angry Heart Group Volunteer runs a group in PC and sees individuals there and throughout the jail. Treatment focused on issues relating to anger, trauma, abuse, borderline behavior and substance abuse. Planning for the utilization of community resources post-release are provided to inmates as well as family members.

Community Volunteer Services Group work facilitated by community volunteers such as AA, NA, Religious Services.

Employability Skills This bi-weekly course, offered to female inmates, focuses on the acquisition of soft skills as well as customer service skills in order to assist individuals with acquiring and retaining employment.
The Sheriff's Office provides alternatives to incarceration that benefit, not only the low-risk offender but the community, local agencies and local organizations.
Global Positioning System (GPS) to provide Solano County residents, Officers of the court, and the criminal justice system with state of the art technology. GPS in concept is 24–hour house arrest with continual tracking every 10 seconds, immediate notification and the capability to pinpoint offender location within 15 feet. Utilizing GPS is an advancement of our existing program that will continue to offer Work Release, Electronic Monitoring, and Alcohol Monitoring. GPS is an added tool which has the ability to further aid in the quest of gathering accurate, reliable, around the clock detailed information to ensure the highest level of offender accountability and compliance with program parameters.
We continue the effort to offer aid in the reduction of jail overcrowding and housing costs while providing the appropriate levels of public protection to the community. Our goal remains to allow offenders the opportunity to remain, productive members of society while maintaining the safety of the general public, staff and clients. Each applicant is considered on a case by case basis, a complete and thorough background check is completed to assess any apparent threat to the community or likelihood of re-offense.
Alternative To Custody (ATC)
ATC is a community-based Corrections Program that the Sheriff provides to allow an offender the opportunity to serve their court-ordered sentence in an alternative program rather than jail. This approach helps to relieve jail overcrowding and reduce the cost and care of the offender. It also encourages the citizen to reintegrate into his or her own community while they remain out of custody, able to work and/or attend school, keeping the family unit intact. All applicants must be sentenced to a minimum of 2 days.
Programs under the auspice of ATC :
Work Release :
Work Release is offered to those individuals sentenced to less than 30 days. Participants who are in good health and are able to lift 50 lbs are assigned to a day of manual labor for each day of their sentence at sites throughout Solano County. The community receives the added benefit of community service work performed by the offender.
Work Furlough :
Work Furlough is offered to those individuals who are sentenced to more than 30 days and who the court mandates that this program be used. Participants on this program must be employed or enrolled in an accredited school. The participant is housed within the confines of a Solano County Jail Facility and will be released for a maximum of 12 hours per day to work or attend classes.
Electronic Monitoring :
Participants are required to wear a monitoring device 24 hours per day which may include alcohol and GPS supervision.

Driving Directions :
From Interstate 80 take the Airbase Parkway exit. Follow approximately two miles to Claybank Rd. Turn left on Claybank Rd. Turn into the first driveway on the right and follow to the end pole. You will pass Golden Hills School and the County Animal Shelter. We are located in the administration building of the Sheriff Detention Facility.
Hours of Operation :
The ATC Office is open from 8:00 a.m. – 4:00 p.m. Monday – Friday. The office is closed weekends all County Observed Holidays.
Appointments :
We do not schedule appointments for your first time in the ATC office. You may “walk-in” during normal business hours with court paperwork in hand. It is necessary to arrive 30 minutes before closing of business to allow time for your interview. Spanish translation is available.
Eligibility :
You must be sentenced and referred by the court. Your court commitment must state ATC recommended and you must be sentenced to at least two (2) days. You may not have any pending cases in this or any other county. You must come into the office in the time frame indicated on your court commitment. If you are unable you must request an extension from the court.

Each 30-minute visit can be split up between a total of two (2) visitors per terminal. Infants and toddlers under age 5 may sit in an adult’s lap. Anyone under the age 18 must be with an adult at all times.
The length and frequency restrictions set forth for the On-Site Visitation Program are meant to apply to visits conducted at the Detention Facility only. Remote video visitation (with the technology capable of bringing multiple loved ones together living continents apart) is offered on additional days of the week and is bound by acceptance and compliance of the “Terms of Use Policy” maintained on the website.
This new visitation program technology “Remote Video Visitation” will offer increased remote visiting hours and visiting frequency with the convenience of seven-day availability. The Solano County Sheriff’s Office is proud to offer this service and is dedicated to helping connect loved ones from around the world to those entrusted in our custody.
ON-SITE VISITATION RULES
All visitors must be registered with iWebVisit.com in order to be scheduled for an On-Site visit; there are two ways in which you can register:
1. You may go to the Visitation Lobby and provide a valid Government issued picture ID, showing a current photograph and date of birth along with, but not required, a valid e-mail address if you have one. You will then be registered into the iWebVisit.com System
2. You may also go directly to http://www.iwebvisit.com and create an account online in advance to save time.
Once you are registered, you will receive an e-mail (if one was provided at the time of registration) welcoming you to the iWebVisit.com Remote Visitation System. At this time you will be provided with further instructions and information about the benefits of remotely visiting your loved ones.
The Visitation Rules and Guidelines for an On-Site Visit are subject to the following policies and procedures:
1. All visitors must present VALID government issued picture identification, such as a DMV issued California Driver’s License, California ID Card, Military ID or Passport with valid exit stamp.
2. All visitors must be at least 18 years of age unless accompanied by a parent (showing proof by means of an original Birth Certificate), a legal guardian (court order is required) or emancipated by the court (emancipated order required). There are NO EXCEPTIONS.
3. A parent or legal guardian may bring no more than two children and one infant with them to a visit. Children cannot be left unattended in the lobby.
4. Visitors without shoes or shirts, wearing swimsuits or swimsuit tops, shorts cut higher than 3” above the knee, skirts cut higher than 3” above the knee, halter tops, tube tops, or thin strapped blouses, “see through” blouses or any garment that reveals excessive flesh, such as the breast or stomach, will be unsuitable for visiting.
5. Additionally, any visitor wearing gang related clothing or clothing with nudity, drugs, violence or illegal activity will not be admitted.

Engaging in illegal or illicit (to include disrobing and /or sexual behavior) will result in the visit being terminated. This visitor will be blocked from any further visits to any inmate confined in the Solano County Justice Center Detention Facility with the visitor being subject to criminal prosecution. The inmate may also be charged with violation of the visiting rules and may have their visiting privileges suspended.
On-Site Visitation is currently available 7 days a week
Visiting availability is based on housing unit location and status.
Please refer to the housing unit schedule below to ensure that you arrive on the correct day to visit or your visit will be denied.
• Inmates are allowed TWO (2) 30 Minute On-Site Social Visits per Week
• The visiting week starts on SUNDAY
• There is NO onsite visiting on Wednesday and Thursday Evenings at JCDF
• Visitors must check in at least 15 minutes in advance, 30 minutes recommended

1. Inmates are allowed 2 Remote Social Visits per Day.
2. The cost is $9.00 per 30 minute interval for standard/social visitors and $25.00 per 30 minute interval for qualified professionals.
3. Visiting may be canceled at the discretion of the Facility at any time. A credit voucher may be issued for unforeseen circumstances that result in the cancelation of a remote visit which includes technical difficulties.
4. Once a visit has started and is canceled or terminated by the Facility for failure to comply with visiting rules a credit voucher will not be issued.
5. Remote visits are non-refundable.
