The inmates housed at SCI Smithfield located at 1120 Pike St in Huntingdon, PA are placed according to their custody level (determined by a number of factors including the past criminal history and the length of their sentence). There are ample educational and vocational training programs for all inmates, especially ones that show a willingness to learn new things that will prepare them for a better life when they are released. The mission is to promote and prepare the offender to leave in better shape than when they arrived, giving them the best chance to never come back and thus lower the state's recidivism rate.
SCI Smithfield is a close custody state prison that incarcerates about 1,380 adult male inmates. The facility is comprised of twenty-two buildings, eleven of which are housing units for inmates. Inmates are housed in single cells and multiple occupancy cells depending on the security requirements of the inmate. Select offenders at SCI Smithfield can work in the Correctional Industries Program which operates a garment factory that employs up to 50 inmates.
Construction of SCI Smithfield was completed in 1988. The original design capacity of SCI Smithfield was originally for 492 inmates (A-G Blocks, RHU, and Medical cells). H Block was constructed in 1991 which added 66 (51 double cells and 15 single cells) additional cells. I Block was added in 1994 which added 144 cells/264 beds (120 double cells and 24 single cells). K Block was opened in 2010, which added 127 cells. J Block was reconstructed in 2010 to add a 19-cell Secure Residential Treatment Unit (SRTU).
All housing units (except for I Block, as it was built with both single and double bunks) were originally constructed as single-cell housing units; however, additional beds were added over the years to all units thus increasing capacity. At this time, the optimum bed capacity is 1,361, and the maximum bed capacity is 1,380. As of June 23, 2014, the total committed inmate population is 1,339.

Correctional Industries Program – SCI Smithfield opened a garment factory plant. The plant manufactures inmate corduroy winter coats and lightweight jackets, tradesmen’s and culinary department winter coats and boxers. The plant employs an estimated 50 inmates at full production.
Puppy Program: – as a puppy program in conjunction with the Canine Partners for Life. Inmates at SCI Smithfield spend one year with puppies and teach them basic commands prior to the dogs going back to Canine Partners for Life where the dogs get specialized training to become service dogs for various special needs.
Community Work Program – The Community Work Program had a total of 4,374 hours in 2013. Samples of work include painting, mulching, brush control, general labor, roof repair, interior renovations, concrete work, etc.
