This facility is for adult inmates.
The Strafford County House of Corrections (ICE) is a medium-security detention center located at 266 County Farm Rd Dover, NH which is operated locally by the Strafford County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Strafford County accepts inmates from surrounding towns, municipalities, the US Marshal's Service and the Dover Police Department who do not have their own long-term lock-up.
Services to address a variety of problems are offered to inmates by staff, volunteers and contracted service providers from the community, to include but not limited to:
- SUBSTANCE ABUSE EDUCATION: The substance abuse counselor provides addiction education, assessments, one-on-one counseling and discharge planning, as well as access to weekly AA/NA meeting.
- ANGER MANAGEMENT PROGRAM: A program offered to inmates who are charged with or perceive themselves as having a problem with aggression.
- COGNITIVE SKILL PROGRAM (DECISIONS COURSE): The decisions program is designed to help people change their reactions in conflict situation and to think about the choices that they make.
- VOCATIONAL INSTRUCTION: Vocational training in computer-oriented areas is available to minimum and medium security inmates. Training includes introduction to microcomputers, Microsoft Word, Microsoft Excel, Microsoft PowerPoint and Access applications.
- PARENTING CLASS: Information and guidance on the proper approach in dealing with children.
- RELIGIOUS SERVICES: Inmates have the right of freedom of religious affiliation and voluntary religious worship. Inmates are allowed to worship on a weekly basis. Members of the clergy are available for personal religious counseling.
- EDUCATIONAL SERVICES: The facility provides an education program designed to help inmates. Inmates may obtain a variety of services for continuing education. Adult Basic Education, Special (coded) Education and high school classes are offered. High school level GED testing is conducted on a continuing basis. Assistance in arranging to continue education at tone of the Adult Education Centers in Strafford County, following discharge form the facility, is available through the Director of Education.
- LIBRARY SERVICES: A library containing an assortment of reading materials is available for inmates to check out on a weekly basis. Computers are available for use during library time, if time allows.
- WORK RELEASE PROGRAMS: Work Release is a program that everyone benefits from — the inmate, taxpayer, and the Department of Corrections. Inmates must first be recommended for work release, by the courts when sentenced. Inmates must be classified Minimum Security to be eligible for consideration. Criteria for work release is based on the type of crime committed, past facility record, medical history, conduct in the facility, place of employment, hours of employment, mode of transportation and other issues that may come to the attention of the Superintendent. Any type of release that is authorized by the facility is a PRIVILEGE, not a right. Authorization to participate in the Work Release Program does NOT exempt inmates from performing requested details within the facility. Work Release will only be authorized within the State of New Hampshire.

- Visiting hours are generally available every day, but are assigned by detainee location within the facility. Please call the facility at (603) 742-3310 to determine specific visiting yours for the detainee with whom you wish to visit.
- Adult visitors must present a valid, verifiable government-issued identification card to enter the facility.
Minors who are visiting the facility must be accompanied by an adult guardian (18 years or older). Minors must not be left unaccompanied in the waiting room, visiting room or any other area.
Attorney Visits
Legal representatives of detainees are authorized to visit their clients during the following hours:
Attorneys and/or paralegals may visit detainees at any time.
A list of pro bono (free) legal organizations will be posted in all detainee housing units and other appropriate areas. This list shall be updated quarterly. If a detainee wishes to see a representative or paralegal from that organization, it is the detainee’s responsibility to contact them for an appointment.
Consular Visits
Consular officials may meet with their detained nationals at any time. It is requested that prior arrangements be made with the Supervisory Detention and Deportation Officer to the extent possible, and that consular officials bring appropriate credentials when they come to the facility. Clergy Visits
Clergy may visit detainees at any time, but must make prior arrangements with the Chaplain’s Office.
Visiting Restrictions
- All family or other social visits are Non-contact.
- No firearms or weapons of any kind are permitted in the facility.
- If visitors are or appear to be intoxicated, visitation will not be allowed.
- All visitors are subject to search while in the facility.
- Visitors are not allowed to pass or attempt to pass any items to detainees.
- Visitors are not allowed to carry any items into the visitation area.
Search Procedures (prior to or during all visitations)
All individuals requesting admittance to the facility or the visitation area are subject to a pat-down search of their person, an inspection of their belongings, and a metal scan search. Individuals refusing to cooperate with a reasonable search will not be admitted. No firearms or weapons of any kind are permitted. No electronic devices (cell phones, pagers, radios, etc.) are permitted in the secure areas of this facility.

Procedure:
- Visits are held at the Strafford County Department of Corrections seven (7) days a week to permit inmates to maintain ties with family and friends.
- Professionals may visit at any reasonable time.
- Inmates are required to schedule their own visiting times from the available visiting times assigned to the unit.
- Inmates are responsible for notifying family and friends of their scheduled visiting times.
- Due to space limitations, visits are restricted to two adults and two children small enough to sit on the laps of the adults.
a. Any child too big to sit on the lap of the adult will be considered an adult.
- Each inmate is allowed two one-hour visits per week with no more then one one-hour visit per day.
- Visitors under eighteen years of age will be permitted to visit with inmates if supervised by their parent or legal guardian.
- Visitors will be required to show proof of their identity and/or submit to a record check.
- Former inmates cannot visit current inmates unless they are immediate family and only after receiving written permission from the Superintendent or designee.
a. Any person with pending criminal charges or under the supervision of Community
Corrections and/or Probation and Parole will be denied visiting privileges.
- Visitors entering the Reception Area entrance are required to sign-in with the officer in the Reception Area.
- Visitors entering the Bail/Release entrance are required to sign-in with a Booking Officer.
- Visitors who appear to be intoxicated or "acting out" will not be permitted to visit.
- Any inmate may refuse a visit at any time.
- Inmates in disciplinary status may be denied visits from family and friends but will be allowed to visit with professionals.
- Inmates sequestered for medical observation must receive clearance from the Medical Department for visits.
- Visitors’ clothing must be appropriate for visits.
a. Dresses, skirts, and shorts will be allowed but may not be more than 4 inches above
the knee.
b. No halter-tops, sleeveless attire, tank tops, or hats may be worn into visiting areas.
- Non-contact visitors are only permitted to bring handkerchiefs, a baby bottle, a pacifier, wedding band and a medic alert bracelet/pendant into the visiting area.

- All visitors must successfully pass the walk-through metal detector before being allowed in the facility.
- Visitors may be subject to searches by correctional personnel.
- Any visitor who brings or attempts, to bring, any item of contraband into the facility will be prosecuted to the fullest extent of the law.
- Smoking in the facility is prohibited.
a. All tobacco products and lighting materials are considered contraband.
b. Tobacco products should be left in the visitor’s vehicle; if not possible, they must be
secured in a visitor’s locker.
- Passing or attempting to pass anything during a visit is prohibited.
- Inmates and visitors will conduct themselves appropriately at all times.
a. It is important to respect the rights of fellow inmates and visitors to visit without
incident.
b. When an inmate or visitor does not conduct him/herself properly, the Unit Officer will
terminate the visit.
- Visitors may drop cash, bank checks or money orders into the locked box in Reception Area for deposit in an inmate’s account.
a. Bank checks and money orders may also be mailed to the facility.
b. Bank checks and money orders must be made out to the Strafford County
Commissary.
- Visitors will leave the visiting area and return to the reception desk at the conclusion of the visit.
- Visitors will return Visitor’s Passes, receive their ID’s back, sign-out of the Visitor’s Log, retrieve any personal items placed in the lockers, and exit the facility.
- All inmates are subject to be searched before and after any visit.
- No cameras or recording devices are allowed in the facility without prior approval from the Superintendent.
- Inmates and visitors must comply with all rules governing visits.

4.2.03 Non-Contact Visits with Family & Friends

Procedure A: Scheduling a Visit
- There will be a visit schedule posted in each unit for Unit Officers and inmates to reference.
- Unit Officers will post a Visit Sign-up Form so inmates may sign-up for visiting times; officer discretion will be used.
a. A copy of the Visit Sign-up Form will be forwarded to the officer in the Reception Area
on the day the visits are to occur.
- It will be the inmate’s responsibility to inform his/her visitors of the scheduled visiting time.

Procedure B: Visitor Check-In
- Visitors will arrive at least 15 minutes prior to the scheduled visit to allow time for checking in.
- Visitors will enter the facility, secure their personal belongings in the lockers provided, and approach the reception desk.
- Visitors will give the officer in the Reception Area their names and the name of the inmate they wish to visit.
- The officer in the Reception Area will obtain one of the following forms of ID:
a. State issued Driver’s License/ Non-Driver’s Identification Card.
b. Welfare Identification Card.
c. Government Identification Card.
d. Birth Certificate (for those 17 years old or younger).
e. Passport.
- The officer in the Reception Area will:
- Access the inmate’s name on the JMS to see if the visitors are listed.
a. If the visitors are on the inmate’s Visitor List, the officer in the Reception Area will
check and update the visitors’ information and will have the Visitors sign-in on the
Visitor’s Sign-In Log.
b. If the visitors are not on the inmate’s Visitor List, the officer will check to make sure they
are not ex-inmates and then enter the visitors’ information into the JMS.
i. If they are ex-inmates, the officer in the Reception Area will request to see the
written approval for the visit issued by the Superintendent.
ii. If they do not have written approval, the officer in the Reception Area will explain to
the visitors that they need to request permission from the Superintendent to visit.
- Issue Visitor’s Passes to all visitors.
- Explain to the visitors how to get to the visiting area and how to use the phones.
- Have the visitors walk through the metal detector (see 3.7.01, Searches).
- After the visitors have been checked-in, the officer in the Reception Area will contact the appropriate Unit Officer.
a. The officer in the Reception Area will send the visitors to the visiting area; the Unit
Officer will send the inmate to the non-contact visiting area.
i. The Unit Officer will log the inmate to the visit in the Officer’s Log.
- The officer in the Reception Area will run NCIC checks on all visitors who are at least 18 years old.
a. If the visitor has outstanding warrants, the officer in the Reception Area will inform the
Shift Supervisor and the Strafford County Dispatcher of the situation and will make
arrangements to have the person arrested.
- The Unit Officer will inform the inmate when the visit is over and will log the inmate as returning in the Officer’s Log.
- The visitors will exit the visiting area the same way they entered.
- The visitors will return their Visitor’s Passes and sign out of the Visitor’s Sign-In Log.
- The officer in the Reception Area will sign the visitors out in the Visitor’s Log in the JMS and return the visitor’s identification card.
- The visitors will retrieve their personal items from the lockers and exit the facility.

4.2.04 Contact Visits with Family & Friends

Procedure A: Scheduling a Visit
- Contact visits will be permitted on Saturdays and Sundays only.
- Visiting schedules will be posted for the Unit Officers and inmates to reference.
- Inmate Workers must be approved for a contact visit, following Procedure C, before they will be permitted to sign up for a visiting time.
- The Unit Officer will post a Visit Sign-up Form in each unit so inmates may sign-up for visiting times.
a. It will be the inmate’s responsibility to inform his/her visitors of their scheduled visiting
time.

Procedure B: Visitor Check-In
- Visitors will arrive 15 minutes prior to their scheduled time to allow time for checking in.
- Visitors will enter the facility through the Bail/Release Lobby, secure their personal belongings in the lockers provided, and approach the Bail/Release window at the Booking Counter.
- Visitors will give the Booking Officer their names and the name of the inmate they wish to visit.
- The Booking Officer will obtain one of the following forms of identification:
a. State Driver’s License.
b. Non-Driver’s State Identification Card.
c. Welfare Identification Card.
d. Government Identification Card.
e. Passport.
f. Birth Certificate for those 17 years old or younger.
- The Booking Officer will:
a. Access the inmate’s name on the JMS to see if the visitors are listed.
i. If the visitors are on the inmate’s Visitor List, the Booking Officer will check and
update the visitors’ information and will have the Visitors sign-in on the Visitor’s Sign-
In Log.
ii. If the visitors are not on the inmate’s Visitor List the officer will check to make sure
they are not ex-inmates and then enter the visitors’ information into the JMS.
1. If they are ex-inmates, the Booking Officer will request to see written approval for
the visit from the Superintendent.
2. If they do not have written approval, the Booking Officer will explain to the visitors
that they need to request permission from the Superintendent to visit.
b. Issue Visitor’s Passes to all visitors.
c. Explain the visiting rules to the visitors.
d. Have the visitors walk through the metal detector (see 3.7.01, Searches).
- After the visitors are checked in, the Booking Officer will send the visitors to the Work Release Multi-Purpose Room and will contact the Unit Officer.
a. The Unit Officer will send the inmate to the Work Release Multi-Purpose Room.
- The Unit Officer will log the inmate to the visit in the Officer’s Log.
- The Booking Officer will run an NCIC check on all visitors 18 years old or older.
a. If the visitor has outstanding warrants, the Booking Officer will inform the Shift
Supervisor and the Sheriff’s Dispatcher of the situation and make arrangements to
have the person arrested.
- The Booking Officer monitoring the Work Release Multi-Purpose Room will inform inmates when their visits are over and will send the inmates to the Work Release Search Room.
a. A Booking Officer will perform an unclothed search on the inmates and will send
them back to their units.
- The Unit Officer will log returning inmates in the Officer’s Log.
- The visitors will exit the multi-purpose room the same way they entered.
- The visitors will return the Visitor’s Passes and sign out of the Visitor’s Sign-In Log.
- The Booking Officer will sign the visitors out in the Visitor’s Log in the JMS and return the visitors’ identification cards.
- The visitors will retrieve their personal items from the lockers and exit the facility.

Procedure C: Inmate Worker Contact Visits
- Inmate Workers may request contact visits by filling out an Inmate Request Form and forwarding it to the Classification Officer.
a. Inmate Workers will be limited to a maximum of one contact visit per month.
- To be considered for contact visits, the Inmate Worker must:
a. Have been working for a minimum of thirty days, and
b. Have had no rule violations since becoming an Inmate Worker.
- The Classification Officer will check the JMS for Incident Reports and will check the Inmate Worker’s date of hire to verify s/he is eligible.
- The Classification Officer will answer the inmate by writing ‘approved’ or ‘denied’ on the Inmate Request Form.
a. If the request is denied, the reasons will be noted.
- The inmate will arrange the date and time of the visit with his/her visitors.
a. All visitor rules will apply (see 4.2.01, Visiting Rules).
- The inmate will let the Classification Officer know the date and time of the visit.
- The Classification Officer will forward a list of the approved contact visits, including times, to the Booking Area.
- Procedure B, Visitor Check-In, will be followed.
