The Winneshiek County IA Jail is a medium-security detention center located at 400 Claiborne Dr Decorah, IA which is operated locally by the Winneshiek County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Winneshiek County accepts inmates from surrounding towns, municipalities, the US Marshal's Service and the Decorah Police Department who do not have their own long-term lock-up.

The mission of the Winneshiek County Jail is to provide safe, secure and constitutional detention of both sentenced and pre-trial detainees placed in the facility by the courts. The jail is a 40-bed facility and incarcerated inmates awaiting trial and serving time for state, county and municipal offenses. Additionally, the jail houses overflow inmates for other jurisdictions. The jail currently employs 11 full-time jailers.

INMATE MAILING – All incoming and outgoing mail shall have the complete forwarding address on the front center of the envelope and the complete return address on the front upper left hand of the envelope.

Any letter without a return address will be considered non-deliverable and will be returned to the post office.

There will be no graffiti, written or picture style, anywhere on the envelopes.

SEND AN INMATE MONEY – Inmates can receive money for their accounts by cash, money order or certified cashier’s check. Money orders and certified cashier’s check must be filled out with the inmate’s name.

Money orders and certified cashier’s checks (DO NOT MAIL CASH) can be mailed to the above address. All money received will be placed in the inmate’s account. Upon his/her release all monies remaining will be released with the inmate.

HOW TO GET PROPERTY RELEASED
If an inmate has been transported to prison, the inmate will have the opportunity to have their property picked up by a designated person. This will only occur after the inmate has left our facility.

If the inmate has left our facility, for a placement elsewhere ie, another jail, their property will go with them at time of transfer.

An inmate may request to have personal property released to a specified person that is not incarcerated.

Winneshiek County Jail – Visitation

VISITING AN INMATE
Inmates are entitled to reasonable contact with their families and friends unless restricted by disciplinary or other sanctions for a specified period of time. Inmates may receive two visits per week for up to 30minutes.

•  Visits must be set up a day in advance.
•  NO VISITS ON HOLIDAYS
•  If the inmate is housed in Male General Population or Male Max, visitation is Monday and Saturday
•  If the inmate is housed in Female General Population or Female Max, visitation is Tuesday and Friday
•  If the inmate is housed in Swing Dorm or Special Status, visitation is Sunday and Thursday
•  If the inmate is housed in Work Release, visits are only once a week on Sunday

The Winneshiek County Jail reserves the right to refuse visitor access. Visitors are expected to abide by the following rules:

• Must be listed on the inmate’s approved visitation list
• Have a photo ID
• Must be 18 years old, unless accompanied by legal guardian
• Visitors are expected to adhere to a code of behavior that is appropriate and non-offensive to the other visitors.
• Profanity, cursing and derogatory remarks are not allowed. Keep noise down to a minimum or you will be ordered to leave visitation area.
• Visitors, including children, who are disruptive, will be ordered to leave the visitation area and visit time will end.
• NO FOOD OR DRINK S ALLOWED IN THE VISITATION AREA
• THERE WILL BE NO TOBACCO IN THE VISITATION AREA
• Inmates and visitors will not be allowed to move from booth to booth, or visit with more than one inmate per visit
• Other family members, especially children, should not be left to loiter in the other areas while visiting is in progress or while waiting for permission to enter the public visiting area in the confines of the jail.
• Visitors must be dressed in proper street attire, which includes shoes and shirts. VISITS WILL BE DENIED TO INDIVIDUALS WHO ARE NOT IN PROPER STREET ATTIRE. Shoulders must be covered.  Tank tops and tops with spaghetti straps are not allowed.  Low cut shirts that show chest cleavage are not allowed.  Shorts and skirts are not allowed if they are deemed inappropriate or too short.  Pants must be worn at the waist.
• Headwear of any kind is not allowed, unless for a verified religious reason and pre-approved by jail staff.
• Only two (2) adult visitors will be allowed in the restricted visiting area, however, if a person is under the age of 18, a legal guardian must accompany them. All children who are accompanied by an adult must stay with adult at all times.
• Personal property such as but not limited to, purses, cell phones, cameras, etc., is not allowed in the visitation room. Lockers are available for these items. Please turn off your cell phone when placing it in a locker.
• Verbal or written messages between inmates housed in this facility or to the public WILL NOT be accepted or relayed.
• Visitors who violate any of these rules may be removed from the inmate’s visitor list and won’t be allowed to visit in the future.
